The Department of State hereby gives notice that the United States will host the 2012 series of U.S.-Mexico Binational Bridges and Border Crossings Meetings. The United States has not yet determined the actual dates and locations of the meetings, but expects to host one in summer 2012 and one in the fall/winter 2012, with a plenary session in early 2013. These binational meetings will typically include an open session for those members of the public who are registered to attend the event. The Department of State welcomes public participation in the public sessions. Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the object to be included in the exhibition ``Decree Stele'' imported from abroad for temporary exhibition within the United States, is of cultural significance. The object is imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit object at the Getty Villa, Pacific Palisades, CA, from on or about April 25, 2012, until on or about March 30, 2015, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these Determinations be published in the Federal Register.

The Department of State and the Office of the United States Trade Representative are providing notice that the government parties to the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR) intend to hold the sixth meeting of the Environmental Affairs Council (Council) established under Chapter 17 of that agreement in San Pedro Sula, Honduras on April 12, 2012 at the Hilton Princess Hotel, 10 Calle y Ave. Circunvalaci[oacute]n, S.O. Col. Trejo. All interested persons are invited to attend a public session beginning at 2:30 p.m. on April 12. During the meeting, each Council Member will present their country's progress in implementing Chapter 17 obligations and on the impacts of environmental cooperation in their countries. The Council will also receive a presentation from the CAFTA-DR Secretariat for Environmental Matters (SEM) and discuss the Organization of American States Third Evaluation Report: Monitoring Progress of the Environmental Cooperation Agenda in the CAFTA-DR Countries. For the public session of the meeting, the Council will highlight issues from the above discussion elements with a particular focus on Chapter 17 obligations and environmental cooperation successes. All interested persons are invited to attend a public session where they will have the opportunity to ask questions and discuss implementation of Chapter 17 and environmental cooperation with Council Members. The Department of State is amending the International Traffic in Arms Regulations (ITAR) to implement the Defense Trade Cooperation Treaty between the United States and the United Kingdom, and identify via a supplement the defense articles and defense services that may not be exported pursuant to the Treaty. This final rule implements only the Defense Trade Cooperation Treaty between the United States and the United Kingdom. The final rule implementing the Defense Trade Cooperation Treaty between the United States and Australia will be published later in the year once that treaty enters into force. Additionally, the Department of State amends the section pertaining to the Canadian exemption to reference the new supplement, and, with regard to Congressional certification, the Department of State adds Israel to the list of countries and entities that have a shorter certification time period and a higher dollar value reporting threshold.
