Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the object to be included in the exhibition ``Jeff Koons on the Roof'', imported from abroad for temporary exhibition within the United States, is of cultural significance. The object is imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit object at the Metropolitan Museum of Art, from on or about April 21, 2008, until on or about October 26, 2008, and at possible additional exhibitions or venues yet to be determined, is in the national interest. Public Notice of these Determinations is ordered to be published in the Federal Register.

The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that, as set forth in Chapter 19 (Environment) of the United States-Chile Free Trade Agreement (FTA), the two governments intend to hold the fourth meeting of the Environment Affairs Council (the ``Council'') in Santiago, Chile on April 24, 2008. A public information session will be held for members of the public on April 24, at 3 p.m., in the Ministry of Foreign Relations, Teatinos 180, Conference Room, 2nd Floor. The purpose of the Council meeting is detailed below under SUPPLEMENTARY INFORMATION. The meeting agenda will include a review of Chapter 19 Provisions, a progress report on projects outlined in the FTA's Environment Chapter, an overview of success stories under the 2007-2008 Work Program pursuant to the United States-Chile Environmental Cooperation Agreement (``the ECA''), a presentation of project ideas to continue with the implementation of the 2007-2008 Work Program and beyond, and a consultation between the advisory committees for Chile and the United States, La Comision Nacional del Medio Ambiente (CONAMA) and the Trade and Environment Policy Advisory Committee (TEPAC). The Department of State and USTR invite interested agencies, organizations, and members of the public to submit written comments or suggestions regarding agenda items and to attend the public session. Amendment to the International Traffic in Arms Regulations: North Atlantic Treaty Organization (NATO)

The Department of State is amending the International Traffic in Arms Regulations (ITAR), to clarify United States policy to allow for reexports or retransfers of U.S.-origin components incorporated into a foreign defense article to the North Atlantic Treaty Organization (NATO), and its agencies, as well as to NATO member governments.
