Notice of Availability of the Final Environmental Impact Statement for the Proposed TransCanada Keystone Pipeline Project
This notice advises the public that the Department of State intends to file a Final Environmental Impact Statement (FEIS) for the Proposed TransCanada Keystone Pipeline Project with the U.S. Environmental Protection Agency (EPA) and that the FEIS is now available to the public for review. The proposed action is the granting by the Department of State of a Presidential permit to TransCanada Keystone Pipeline, LLC (``Keystone'') for the construction, operation, and maintenance of pipeline facilities at the border of the U.S. and Canada for the transport of crude oil across the U.S.-Canada international boundary. The pipeline would enter the United States at the U.S.-Canada border in North Dakota and travel through South Dakota, Nebraska, Kansas, Missouri, Illinois, and Oklahoma.
Culturally Significant Objects Imported for Exhibition Determinations: “Rembrandt: Three Faces of the Master”
Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the objects to be included in the exhibition ``Rembrandt: Three Faces of the Master'', imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Cincinnati Art Museum, Cincinnati, Ohio, from on or about March 7, 2008, until on or about May 21, 2008, and at possible additional exhibitions or venues yet to be determined, is in the national interest. Public Notice of these Determinations is ordered to be published in the Federal Register.

Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the objects to be included in the exhibition ``Vatican Splendors,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit objects at The Florida International Museum, St. Petersburg, FL, from on or about February 9, 2008, until on or about May 11, 2008; The Western Reserve Historical Society, Cleveland, OH, from on or about May 31, 2008, until on or about September 9, 2008, and The Minnesota Historical Society, St. Paul, MN, from on or about September 27, 2008, until on or about January 11, 2009, and at possible additional exhibitions or venues yet to be determined, is in the national interest. Public Notice of these Determinations is ordered to be published in the Federal Register.
