Culturally Significant Objects Imported for Exhibition Determinations: “Lords of Creation: the Origins of Sacred Maya Kingship”
Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the objects to be included in the exhibition ``Lords of Creation: the Origins of Sacred Maya Kingship,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign lenders. I also determine that the exhibition or display of the exhibit objects at the Los Angeles County Museum of Art, Los Angeles, CA, from on or about September 10, 2005, to on or about January 2, 2006; Dallas Museum of Art, Dallas, TX, from on or about February 12, 2006, to on or about May 7, 2006; Metropolitan Museum of Art, New York, NY, from on or about June 11, 2006, to on or about September 10, 2006, and at possible additional venues yet to be determined, is in the national interest. Participation in the Exchange Visitor Program as Professor and Research Scholar; Correction
The Department of State published a document in the Federal Register of May 19, 2005, concerning a final rule on regulations for professors and research scholars in the Exchange Visitor Program. The document contained incorrect information regarding the 12-month bar, and this document corrects that error.
Announcement of Meetings of the International Telecommunication Advisory Committee
The Department of State announces meetings of the U.S. International Telecommunication Advisory Committee (ITAC). The purpose of the Committee is to advise the Department on policy and technical issues with respect to the International Telecommunication Union (ITU). The purpose of these meetings is to prepare for the Americas Regional Preparatory Meeting for the World Telecommunication Development Conference (WTDC-06), which will take place in Lima, Peru from August 9-11, 2005. An ITAC meeting will be held on Thursday, July 7, 2005, at the State Department from 10 am to 12 pm to begin preparations for the meeting of the Americas Regional Preparatory Meeting for the ITU World Telecommunication Development Conference. Four additional meetings are scheduled to prepare for this Regional Preparatory Meeting on July 14, July 21, July 28 and August 4; all will be held from 10 am to 12 pm at the Department of State in Room 2533A. Members of the public may attend these meetings and are welcome to participate in the discussions, subject to the discretion of the Chair. Directions to meeting location may be determined by calling the ITAC Secretariat at (202) 647-2592. Entrance to the State Department is controlled; in order to get precleared for each meeting, people planning to attend should send an email to Nettie McCorkle at mccorklend@state.gov no later than 48 hours before the meeting. This email should include the name of the meeting and date of meeting, your name, social security number, date of birth, and organizational affiliation. One of the following valid photo identifications will be required for admission to the State Department : U.S. driver's license, passport, U. S. Government identification card. Enter the Department of State from the C Street lobby; in view of escorting requirements, non- Government attendees should plan to arrive not less than 15 minutes before the meeting begins.
Aliens Inadmissible Under the Immigration and Nationality Act-Unlawful Voters
This rule amends the Department's regulations concerning visa ineligibility for aliens who vote unlawfully. We are amending the regulations to comply with the provisions of the Child Citizenship Act of 2000.

Debarment Involving Hughes Network Systems (Beijing) Co. Ltd.
Notice is hereby given that the Department of State has imposed an administrative debarment against Hughes Network Systems (Beijing) Co. Ltd. pursuant to a January 26, 2005 Consent Agreement and other authority based upon section 127.7(a) and (b)(2) of the International Traffic in Arms Regulations (ITAR) (22 CFR sections 120 to 130).
Amendments to the International Traffic in Arms Regulations: Various
The Department of State is amending and/or clarifying the content of a number of provisions of the International Traffic in Arms Regulations (ITAR). The affected parts of the ITAR are: Part 120 Purpose and Definitions; Part 123Licenses for the Export of Defense Articles; Part 124Agreements, Off-Shore Procurement and Other Defense Services; Part 126General Policies and Provisions; and Part 127 Violations and Penalties. The International Telecommunication Advisory Committee announces a meeting of U.S. Study Group B on July 12, 2005, which will be held to prepare positions for the next meeting of the ITU-T Study Group 16. Members of the public will be admitted to the extent that seating is available, and may join in the discussions, subject to the instructions of the Chair. The International Telecommunication Advisory Committee (ITAC) will meet on Tuesday, July 12, 2005, to prepare U.S. and company contributions for the ITU-T Study Group 16 meeting, which will take place July 26-August 5, 2005, in Geneva, Switzerland. The International Telecommunication Advisory Committee announces a meeting to prepare positions for the next meeting of the ITU-T Study Group 3 (Tariff and accounting principles including related telecommunication economic and policy issues). Members of the public will be admitted to the extent that seating is available, and may join in the discussions, subject to the instructions of the Chair. The International Telecommunication Advisory Committee (ITAC) will meet on Thursday, June 16, 2005 to initiate preparation of U.S. contributions to ITU-T Study Group 3 (Tariff and accounting principles including related telecommunication economic and policy issues) and discuss other matters associated with U.S. participation in the next Study Group 3 meeting.
