There will be a public meeting of the Study Group on Enforcement of Judgments of the Secretary of State's Advisory Committee on Private International Law, from 2 pm to 6 pm on Tuesday March 29 at the new headquarters of the U.S. Patent & Trademark Office: Henry Remsen Building, 400 Dulany Street, Conference Center (Lobby Level), Alexandria, VA 22313-1450. Full Text: The Department of State, in conjunction with the U.S. Patent and Trademark Office and other Federal agencies, is convening a meeting of the Secretary of State's Advisory Committee on Private International Law, Study Group on Enforcement of Judgments, in order to seek consultations on the proposed draft Hague Convention on Exclusive Choice of Court Agreements. The draft Convention will be considered at the 20th Diplomatic Session of the Hague Conference on Private International Law, June 14-30, 2005, and is expected to be adopted and opened for signature at that time. The meeting of the Advisory Committee will bring experts from industry, trade associations, bar associations, non-governmental associations, and other interested parties to consider in more detail those aspects of the draft convention that bear on intellectual property rights and related litigation, in order to assist the U.S. delegation prepare for the Diplomatic Conference. The current draft of the proposed convention may be found on the Web site of the Hague Conference (https://www.hcch.net). The meeting will be held from 2 pm to 6 pm on Tuesday March 29, at the new headquarters of the U.S. Patent & Trademark Office: Henry Remsen Building, 400 Dulany Street, Conference Center (Lobby Level), Alexandria, VA 22313-1450. The meeting is open to the public up to the capacity of the meeting room. Interested persons are invited to attend and to express their views. The Office of English Language Programs of the Bureau of Educational and Cultural Affairs announces an open competition for proposals to advance the Bureau's objectives through support of academic exchanges that will result in the improvement of English teaching capacity around the world and the enhancement of mutual understanding between the people of the United States and people overseas. The English Language Fellow Program places American citizens holding advanced TEFL/TESL or Applied Linguistics degrees with teacher- training and/or materials development experience and recent graduates with TEFL/TESL Master's degrees in all regions of the world at universities, teacher-training institutions, ministries of education, bi-national centers and other related language education institutions for ten-month assignments. Pending the availability of FY 2006 Funds, the Bureau anticipates placement of approximately 120 English Language Fellows overseas in academic year 2006-2007. Public and private non- profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501 (c) (3) may submit proposals to administer and manage the English Language Fellow Program for academic year 2006-2007.

Department of State Selection of Accrediting Entities Under the Intercountry Adoption Act of 2000

The Department of State (the Department) is the lead Federal agency for implementation of the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention) and the Intercountry Adoption Act of 2000 (the IAA). Among other things, the IAA gives the Secretary of State responsibility for the accreditation of agencies and approval of persons to provide adoption services under the Convention. The IAA requires the Department to enter into agreements with one or more qualified entities under which such entities will perform the task of accrediting or approving agencies and persons. This notice is to inform the public that the Department will be conducting meetings with potential accrediting entities in order to reach agreements with those that are qualified to be designated as IAA accrediting entities. The agreements will set forth how the accrediting entities will perform their functions under the IAA. The final agreements will be published in the Federal Register.
