Principal Product: The loan, guarantee, or grant applicant is the exclusive supplier of composite structures to Harvest Wind Energy Corporation (HWEC). HWEC is a developer and manufacturer of next generation wind turbine electrical generator systems. The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden conducts a preclearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) [44 U.S.C. 3506(c)(2)(A)]. Section 132(c) of the Workforce Investment Act (WIA) (Pub. L. 105-220), requires the Secretary to conduct reallotment of excess unobligated WIA Adult and Dislocated Worker formula funds based on state financial reports submitted as of the end of the prior program year. The procedures the Secretary uses for recapture and reallotment of funds are described in WIA regulations at 20 CFR 667.150. This notice publishes Dislocated Worker PY 2005 funds to be recaptured and amounts reallotted to eligible states. No PY 2005 Adult funds are being recaptured.
