Pursuant to the Privacy Act of 1974, and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the Executive Office for Immigration Review (hereinafter EOIR), a component within the United States Department of Justice (DOJ) or (Department), proposes to update and reissue a current DOJ System of Records, entitled EOIR-003 Practitioner Complaint-Disciplinary Files. EOIR-003 will be renamed, ``Attorney Discipline System.'' The component proposes this update and reissuance to notify the public of the expanded functionality of this system, which now includes records of the adjudications of Attorney Discipline proceedings. This system will also adopt new and modified routine uses to better reflect the operational use of the system.

The Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Statistics, will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995. The proposed information collection was previously published in the Federal Register, allowing a 60-day comment period. Following publication of the 60-day notice, BJS received two requests for the survey instruments and one set of comments. The comments suggested new items to add to the instruments but no changes were made. New items require cognitive testing which at this point would result in a significant delay to launching the survey.

International Trade Data System Test-Cessation of Voluntary Export Pilot Project
The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) announces cessation of its voluntary participation in a U.S. Customs and Border Protection (CBP) pilot test of the International Trade Data System (ITDS) for processing import and export-related ATF forms and data using the Partner Government Agency (PGA) Message Set and the Automated Commercial Environment (ACE). The Border Interagency Executive Counsel (which oversees ITDS implementation) requires each agency to announce the start and cessation of the required pilots. ATF's participation for the imports and exports requirements were done separately with the imports pilot being completed in 2015. See 81 FR 60022 (August 31, 2016). This notice now concludes ATF participation in the pilot for the exportation requirements. While this notice announces the cessation of the pilot program, CBP has not yet announced the date that filing entries in ACE will be mandatory. The pilot test allowed participating exporters to submit ATF Form 9, Application and Permit for Permanent Exportation of Firearms (Form 9), and additional information to CBP electronically to obtain CBP certification of exportation. During the pilot, CBP validated that information and electronically transmitted export information to ATF to satisfy CBP's certification requirements.

Physical and Digital Management Software Products Market Survey
The National Institute of Justice (NIJ) is soliciting information for use in an upcoming Criminal Justice Testing and Evaluation Consortium (CJTEC) report tentatively titled, ``A Landscape Report of Physical and Digital Management Software Products.'' The report will identify software and web-based technologies that are commercially available to manage physical evidence and/or digital evidence, such as photos or videos. This document will assist law enforcement agencies in making informed decisions for purchasing and implementing software systems to manage and track physical evidence and/or digital evidence.
Schedules of Controlled Substances: Placement of para-Methoxymethamphetamine (PMMA) in Schedule I
The Drug Enforcement Administration proposes placing 1-(4- methoxyphenyl)-N-methylpropan-2-amine (para- methoxymethamphetamine, PMMA), including its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible, in schedule I of the Controlled Substances Act. This action is being taken to enable the United States to meet its obligations under the 1971 Convention on Psychotropic Substances. If finalized, this action would impose the regulatory controls and administrative, civil, and criminal sanctions applicable to schedule I controlled substances on persons who handle (manufacture, distribute, import, export, engage in research, conduct instructional activities or chemical analysis, or possess), or propose to handle PMMA.
