HUD is seeking approval from the Office of Management and Budget (OMB) for the information collection described below. Delegation of Concurrent Authority to the Deputy Secretary
Through this Notice, the Secretary of the Department of Housing and Urban Development delegates to the Deputy Secretary all authority vested in or delegated or assigned to the Secretary of Housing and Urban Development, with certain exceptions as described herein in Section B. This Delegation supersedes all prior Delegations of Authority to the Deputy Secretary, including the Delegation of Concurrent Authority to the Deputy Secretary published in the Federal Register on November 7, 2012.
Revocation of Delegation of Concurrent Authority to the Associate Deputy Secretary
Through this notice, the Secretary of Housing and Urban Development hereby revokes all authority previously delegated to the Associate Deputy Secretary, including the delegation of concurrent authority published in the Federal Register on September 9, 2019.
Proposed Changes to the Methodology Used for Calculating Fair Market Rents
The United States Housing Act of 1937 (USHA) requires the Secretary to publish FMRs periodically, but not less than annually, adjusted to be effective on October 1 of each year. The primary uses of FMRs are to determine payment standards for the Housing Choice Voucher (HCV) program, to determine initial renewal rents for some expiring project-based Section 8 contracts, and to serve as rent ceilings for rental units in both the HOME Investment Partnerships Program and the Emergency Solutions Grants Program and a primary rent standard option for the Housing for Opportunities for Persons With AIDS (HOPWA) program. HUD also uses FMRs in the calculation of maximum award amounts for Continuum of Care grantees and in the calculation of flat rents for Public Housing units. To better determine payment standards and related parameters for HUD programs, HUD proposes changes in how FMRs are calculated in this notice and seeks public comment on the proposed changes. This notice also responds to public comments that were submitted on the publication of Fiscal Year 2023 FMRs.

National Standards for the Physical Inspection of Real Estate: Inspection Standards
This notice of NSPIRE Inspection Standards serves as a complementary document to the Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE) rule. The rule provides that HUD publish in the Federal Register a set of NSPIRE inspection Standards to consolidate and align housing quality requirements and associated inspection Standards across programs. After developing and testing draft Standards and receiving public comment on prior versions of the Standards, HUD is providing the final NSPIRE physical inspection Standards to accompany HUD's final rule. Additionally, HUD is providing a list of life-threatening conditions and incorporating them into the NSPIRE inspection Standards in place of codifying the list, which HUD proposed in the ``Housing Opportunity Through Modernization Act (HOTMA) of 2016Housing Choice Voucher (HCV) and Project Based Voucher Implementation: Additional Streamlining Changes'' proposed rule. These final Standards adopt the proposed Standards with changes identified in this notice.

Privacy Act of 1974; System of Records
Pursuant to the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office of Policy Development and Research (PD&R), is modifying system of records, for the Administrative Dataset for the Evaluation of HUD's Supportive Services Demonstration Evaluation. The Supportive Services Demonstration (SSD) is a demonstration sponsored by HUD to test the impact of Integrated Wellness in Supportive Housing (IWISH), which is a new model of housing-based supportive services on the healthcare utilization and housing stability of low-income older adults. Phase 1 of the demonstration ran from 2017-2020 and the Continuing Appropriations Act, 2021 and Other Extensions Act and the Consolidated Appropriations Act, 2021 provided additional funds and authorization to extend the demonstration for an additional two years.
