Federal Housing Administration (FHA) Mortgage Insurance Premiums for Multifamily Housing Programs, Health Care Facilities and Hospitals and Credit Subsidy Obligations for Fiscal Year (FY) 2011
This notice announces the mortgage insurance premiums (MIPs) for FHA Multifamily Housing, Health Care Facilities, and Hospital Mortgage Insurance programs that have commitments to be issued or reissued in FY 2011. The FY 2011 MIPs are the same as in FY 2010. For the third consecutive fiscal year, the MIPs remain unchanged for FHA's mortgage insurance programs. In addition to announcing MIPs for FY 2011, this notice announces that the risk categories incurring positive credit subsidy obligations for firm commitments issued or reissued in FY 2011 are the same as those in FY 2010. There are three positive credit subsidy risk categories: (1) Section 221(d)(3) new construction/substantial rehabilitation for nonprofit/ cooperatives; (2) section 241(a) supplemental loans for apartments only; and (3) section 223(d) operating loss loans.
Real Estate Settlement Procedures Act (RESPA): Technical Corrections and Clarifying Amendments
This final rule makes technical corrections and certain clarifying amendments to HUD's RESPA regulations promulgated by a final rule published on November 17, 2008. The majority of the regulations promulgated by the November 17, 2008, final rule became applicable on January 1, 2010. Now that the regulations have been in use for a little over one year, HUD has identified certain needed technical corrections, which this rule will make, and certain other regulatory provisions in which additional clarification would be helpful.

HUD Debt Collection: Revisions and Update to the Procedures for the Collection of Claims
This proposed rule would revise and update HUD's regulations governing the procedures for the collection of claims by HUD. This proposed rule would primarily revise HUD's debt collection regulations to implement the Debt Collection Improvement Act of 1996 (DCTA) and the revised Federal Claims Collection Standards (FCCS). The DCTA and FCCS generally apply to the collection of nontax debt owed to the Federal Government and require referral of all eligible delinquent nontax debt to the Department of the Treasury for collection by centralized offset and to a designated debt collection center for debt servicing when a debt becomes 180 days delinquent. This proposed rule would also update and make technical corrections to HUD's salary offset provisions to conform to the changes made to HUD's debt collection regulations.

SAFE Mortgage Licensing Act: Minimum Licensing Standards and Oversight Responsibilities
This final rule sets forth the minimum standards for the state licensing and registration of residential mortgage loan originators, requirements for operating the Nationwide Mortgage Licensing System and Registry (NMLSR), and HUD's Federal oversight responsibilities pursuant to the Secure and Fair Enforcement Mortgage Licensing Act of 2008 (SAFE Act or Act), to ensure proper monitoring and enforcement of states' compliance with statutory requirements. This 2008 law directs states to adopt loan originator licensing and registration requirements that meet the minimum standards specified in the SAFE Act. In addition to codifying the minimum licensing standards and HUD's oversight responsibilities under the SAFE Act, this rule also clarifies or interprets certain statutory provisions that pertain to the scope of the SAFE Act's licensing requirements, and other requirements that pertain to the implementation, oversight, and enforcement responsibilities of the states.

This notice announces HUD's intention to competitively sell certain unsubsidized single family mortgage loans in a sealed bid sale offering called SFLS 2011-2, without Federal Housing Administration (FHA) mortgage insurance. This notice also generally describes the bidding process for the sale and certain persons who are ineligible to bid. This second sale of Fiscal Year (FY) 2011 is scheduled for June 22, 2011. Specifically, this NOFA announces the availability of approximately $400,000 made available under the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Public Law 112-10, enacted April 15, 2011. The purpose of the Doctoral Dissertation Research Grant Program is to enable doctoral candidates enrolled at institutions of higher education accredited by a national or regional accrediting agency recognized by the U.S. Department of Education to complete and improve the quality of their dissertations on policy-relevant housing and urban development issues. HUD announces the availability on its Web site and Grants.gov applicant information, submission deadlines, funding criteria, and other requirements for HUD's FY2011 Choice Neighborhoods Initiative ProgramPlanning Grants NOFA. Specifically, this NOFA announces the availability of approximately $3.6 million made available under the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Public Law 112-10, enacted April 15, 2011. The purpose of the Choice Neighborhoods Initiative-Planning Grant Program is to support the development of comprehensive neighborhood revitalization plans which, when implemented, may be expected to achieve the following three core goals: 1. Housing: Transform distressed public and assisted housing into energy efficient, mixed-income housing that is physically and financially viable over the long-term; 2. People: Support positive outcomes for families who live in the target development(s) and the surrounding neighborhood, particularly outcomes related to residents' health, safety, employment, mobility, and education; and 3. Neighborhood: Transform distressed, high-poverty neighborhoods into viable, mixed-income neighborhoods with access to well-functioning services, high quality public schools and education programs, high quality early learning programs and services, public assets, public transportation, and improved access to jobs. To achieve these core goals, communities must develop and implement a comprehensive neighborhood revitalization strategy, or Transformation Plan. This Transformation Plan will become the guiding document for the revitalization of the public and/or assisted housing units, while simultaneously directing the transformation of the surrounding neighborhood and positive outcomes for families. Notice of Funding Availability (NOFA) for HUD's Fiscal Year 2011; Housing Opportunities for Persons With AIDA (HOPWA)
HUD announces the availability on its Web site of the applicant information, submission deadlines, funding criteria, and other requirements for HUD's FY2011 Housing for Persons with AIDS (HOPWA) Program NOFA. Specifically, this NOFA announces the availability of approximately $9.1 million made available under the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Public Law 112-10, approved April 15, 2011 for the Housing for Persons with AIDS (HOPWA) Program. The purpose of the HOPWA program is to advance HUD's implementation of the National HIV/AIDS Strategy (NHAS). HOPWA NOFA also addresses the Department's Fiscal Year 2010-2015 Strategic Plan and the Opening Doors Federal Strategic Plan To Prevent and End Homelessness. These actions address goals to: Prevent and end homelessness; increase the supply of affordable housing; and increase the coordination of mainstream housing resources and other health and human services. The HOPWA NOFA announces funds available for projects that address both: (1) Direct housing assistance and service delivery to low income persons and families living with HIV/AIDS, including homeless individuals and families; and (2) comprehensive planning and coordination of local resources in meeting housing and service needs of the population. As a result of project efforts, communities will be assisted in the development and use of an Integrated HIV/AIDS Housing Plan (IHHP) to be issued at the end of the third year of operation. The IHHP is an administrative function and should demonstrate local system changes in the delivery of housing and services. Grantees are expected to provide housing assistance to eligible persons in their communities while concurrently examining and comprehensively integrating local services for coordinating and streamlining where possible the delivery of those services in your community. Notice of Submission of Proposed Information Collection to OMB Section 3 Business Self-Certification Application
The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. The information collected from the Section 3 Business Self- Certification Application will allow HUD and recipients of covered HUD funding to identify Section 3 Businesses within their communities. The overriding purpose of this information collection is to ensure that contracting opportunities are provided to Section 3 businesses in fulfillment of the regulatory requirements set forth at 24 CFR part 135, and to increase the capacity of covered agencies to comply with the requirements of Section 3. HUD will use the information to identify firms that self-certify that they meet the regulatory definition of a Section 3 Business. The information collected from the Section 3 Business Self-Certification Application will be posted in a registry of Section 3 Businesses which will be posted on HUD's webpage. Agencies that receive covered HUD funding in the five pilot locations will be encouraged to notify the Section 3 Businesses contained in HUD's registry about the availability of covered contracting opportunities.
