On October 24, 2012, U.S. Customs and Border Protection (CBP) published a notice in the Federal Register that announced the formalization and expansion of the Air Cargo Advance Screening (ACAS) pilot program that would run for six months. This document announces that CBP is extending the pilot period for an additional six months and reopening the application period for new participants for 30 days. The ACAS pilot is a voluntary test in which participants submit a subset of required advance air cargo data to CBP at the earliest point practicable prior to loading of the cargo onto the aircraft destined to or transiting through the United States.

This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with no change to the burden hours. This information collection was previously published in the Federal Register (78 FR 9719) on February 11, 2013, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.

The test will be known as the Customs Broker Importer Self-Assessment Pre- Certification (Broker ISA PC) test. The primary goal of the Broker ISA PC test is to leverage customs broker relationships to facilitate and promote importer participation in the ISA program, especially for small and medium enterprises. This notice provides the eligibility criteria for voluntary participation in the test, explains the test program application process, describes the broker participant responsibilities, provides information for importer ISA applicants, and discusses the repercussions for misconduct under the test. This notice also invites public comment concerning the test program.

This document announces U.S. Customs and Border Protection's (CBP's) plan to modify and expand its test for the Centers of Excellence and Expertise (CEEs), originally published in the Federal Register on August 28, 2012. This document announces that six new CEEsthe Agriculture & Prepared Products CEE; the Apparel, Footwear & Textiles CEE; the Base Metals CEE; the Consumer Products & Mass Merchandising CEE; the Industrial & Manufacturing Materials CEE; and the Machinery CEEwill be opened and tested to determine how they will operate with broad decision-making authority. This notice invites public comment concerning the methodology of the test program, identifies the purpose of the test and the regulations that will be affected, determines the length of the test, explains the application process and application timeframes, and provides the eligibility and selection criteria for voluntary participation in the test. This document also provides the legal authority for the test and explains the repercussions and appeals process for misconduct under the test. This notice also expands the regulations that will be included in the test for the six new CEEs as well as the four CEEs currently participating in the test: the Electronics CEE; the Pharmaceuticals, Health & Chemicals CEE; the Automotive & Aerospace CEE; and the Petroleum, Natural Gas & Minerals CEE. To the extent not modified by this notice, all provisions, terms, conditions, and requirements of the August 28, 2012 test notice continue to apply.

This notice advises the public of the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties. For the calendar quarter beginning April 1, 2013, the interest rates for overpayments will be 2 percent for corporations and 3 percent for non-corporations, and the interest rate for underpayments will be 3 percent for both corporations and non-corporations. This notice is published for the convenience of the importing public and U.S. Customs and Border Protection personnel.
