The collection involves information that certain U.S. aircraft operators and foreign air carriers (collectively ``covered aircraft operators'') submit to Secure Flight for the purposes of identifying and protecting against potential and actual threats to transportation security and identifying individuals who are a lower risk to transportation security and therefore may be eligible for expedited screening. TSA is revising this collection to include the addition of risk-based assessments generated by aircraft operators using data in their Computer Assisted Passenger Prescreening Systems (CAPPS), Frequent Flyer Code Words (FFCWs) generated by aircraft operators, and the collection of lists of low- risk individuals provided by non-federal entities who are eligible for expedited screening. The CAPPS assessments and FFCWs are used in risk- based analysis of Secure Flight and other prescreening data that produces a boarding pass printing result (BPPR) for each passenger.

The Transportation Security Administration (TSA) is issuing this interim final rule (IFR) to address a statutory change affecting the IFR published on June 20, 2014 (2014 IFR), which implemented the passenger civil aviation security service fee (security service fee) increase mandated by the Bipartisan Budget Act of 2013. This IFR conforms TSA's regulations to statutory amendments enacted since publication of the 2014 IFR. These amendments impose a round-trip limitation on the security service fee. All other aspects of the regulations, including those made by the 2014 IFR and provisions unchanged by this rule, remain in effect. TSA is also requesting comments on added definitions related to imposition of a round-trip limitation. TSA is not soliciting comments with respect to any other issues concerning the 2014 IFR, except to the extent affected by this rule, as the deadline for such comments has expired.

The collection involves passenger information which certain U.S. aircraft operator and foreign air carriers (collectively ``covered aircraft operators'') submit to Secure Flight for the purposes of identifying and protecting against potential and actual threats to transportation security and identifying those individuals who are a lower risk to transportation security and therefore may be eligible for expedited screening. TSA is revising this collection to include the collection of Computer-Assisted Passenger Prescreening Systems (CAPPS) risk assessments, which is explained below.

This notice announces that the Transportation Security Administration (TSA) has forwarded the new Information Collection Request (ICR) abstracted below to the Office of Management and Budget (OMB) for review and approval under the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. TSA published a Federal Register notice, with a 60-day comment period soliciting comments, of the following collection of information on July 2, 2014, 79 FR 37763. The collection involves the TSA's Screening Partnership Program (SPP) (49 U.S.C. 44920 (ATSA Sec. 108)), which enables commercial airports to apply for a qualified private screening company to provide passenger and baggage security screening services. An airport submits the SPP application to have employees of qualified private companies carry out the screening of passengers and property at the airport under a contract entered into with TSA. The application process is the initial notification to TSA Headquarters of an airport's desire to opt-out of the federal screening provided by TSA employees.

The Transportation Security Administration (TSA) invites public comment on one currently approved Information Collection Request (ICR), Office of Management and Budget (OMB) control number 1652-0059, abstracted below, that we will submit to OMB for renewal in compliance with the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. The collection involves the voluntary submission of biographic and biometric information that will be used for identity verification and to conduct a security threat assessment which includes vetting of an individual's voluntarily submitted information against law enforcement, immigration, and intelligence databases to determine if the person poses a low risk to transportation or national security and is eligible for expedited screening through TSA Pre[check][supreg] lanes at airports. This notice also provides initial information regarding TSA plans to expand opportunities for enrollment into the TSA Pre[check][supreg] Application Program by using additional contractors that will be permitted to market, enroll, and pre-screen individuals for TSA Pre[check][supreg] Application Program eligibility. Under the proposed expansion, selected contractors will collect biographic and biometric information from the applicant, and perform an initial prescreening of applicants using processes approved by TSA. Those applicants who meet the prescreening standards will be forwarded by the contractors to TSA, which shall perform a security threat assessment and make a final determination of the applicants' eligibility for the TSA Pre[check][supreg] Application Program.
