Title: Flood Insurance Policy Acquisition and Retention Among Recipients of Federal Assistance Study. OMB Number: 1660-NW19. Abstract: This survey will collect information on flood insurance purchasing patterns among property owners in communities with high densities of disaster recipients. Data findings will be used to develop strategies to improve compliance with flood insurance regulations. Affected Public: Individuals and Households. Number of Respondents: 1,200. Estimated Time per Respondent: 20 minutes or .33 hour. Estimated Total Annual Burden Hours: 400 hours. Frequency of Response: One-time only. The Department of Homeland Security (DHS) and the Council on Environmental Quality (CEQ) have established Alternative Arrangements to meet the requirements of the National Environmental Policy Act (NEPA) and the CEQ Regulations for Implementing the Procedural Requirements of NEPA (CEQ Regulations) for FEMA Grants to Reconstruct Critical Infrastructure in the New Orleans Metropolitan Area. These Alternative Arrangements are designed to enable timely action on the expected large number of grant applications to restore safe and healthful living conditions in the New Orleans Metropolitan Area (NOMA). These alternative arrangements will enable FEMA, as a component of DHS, to consider the potential for significant impacts to the human environment from its approval to fund the reconstruction of critical physical infrastructure in NOMA through its grant programs.

If FEMA receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.
