Safety Zone; Pier 15 Fireworks; San Francisco Bay, San Francisco, CA
The Coast Guard is establishing a temporary safety zone on the navigable waters of the San Francisco Bay, off of Pier 15, in San Francisco, CA in support of fireworks displays on March 22, 2025, March 29, 2025, April 19, 2025, April 26, 2025, and May 3, 2025. This safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port, Sector San Francisco or a designated representative.
Special Local Regulations: Back River, Baltimore County, MD
On July 9, 2024, the Coast Guard updated its special local regulations for the Fifth District. Due to an error, however, we were unable to add an event. This correcting amendment adds the Tiki Lee's Shootout on the River High Speed Power Boat Event and Air Show.
Drawbridge Operation Regulation; Hackensack River, Little Snake Hill, NJ
The Coast Guard is modifying the operating schedule that governs the Amtrak Portal Bridge across the Hackensack River, mile 5.0, at Little Snake Hill, New Jersey. This action is necessary to facilitate the construction of the new replacement Portal Bridge North, as designed by Amtrak as the owner of the bridge, adjacent to the current Amtrak Portal Bridge. This final rulemaking limits the extent of the opening of the Amtrak Portal Bridge in the horizontal position to prevent the swing span from striking the new Portal Bridge North during construction.
Drawbridge Operation Regulation; Okeechobee Waterway, Stuart, FL
The Coast Guard proposes to modify the operating schedule that governs the Florida East Coast (FEC) Railroad Bridge, across the Okeechobee Waterway (OWW), mile 7.41, at Stuart, FL. This proposed rule will allow the drawbridge to operate on a more predictable and reliable schedule to meet the needs of competing modes of transportation. This action is necessary due to a significant increase in railway activity. We invite your comments on this proposed rulemaking.

The Coast Guard is altering the operating regulations and signaling requirements that govern the Norfolk Southern Railroad Bridge, mile 3.5, over the Sandusky Bay.
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-California Half Ironman Triathlon
The Coast Guard will enforce the California Half Ironman Triathlon special local regulations on the waters of Oceanside, California on April 5, 2025. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-San Diego Crew Classic
The Coast Guard will enforce the special local regulation on the waters of Mission Bay, San Diego, CA, during the San Diego Crew Classic on March 28, 2025, through March 30, 2025, from 2 p.m. to 4 p.m. each day. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Imposition of Conditions of Entry for Vessels Arriving to the United States From the Republic of Cuba
The Coast Guard announces that it will impose conditions of entry on vessels arriving from the Republic of Cuba. Conditions of entry are intended to protect the United States from vessels arriving from foreign ports or places that have been found to have deficient anti-terrorism measures.
Gulf of America Renaming
In keeping with Presidential directive, the Coast Guard is amending its regulations to update the name of the "Gulf of Mexico" to the "Gulf of America."
Security Zones; Tampa Bay: Big Bend, Boca Grande, Crystal River, East Bay, Hillsborough Bay, MacDill Air Force Base, Manbirtee Key, Old Port Tampa, Port Manatee, Port Tampa, Port St. Petersburg, Port Sutton, Rattlesnake, and Weedon Island, FL
The Coast Guard is proposing to disestablish the existing security zone for Rattlesnake, Tampa, FL in old Tampa Bay, including on land portions of the Chemical Formulators Chlorine Facility. Since the implementation of the regulation, the facility has permanently ceased operations making the provisions of the security zone no longer applicable. This proposed action would remove existing regulations that restrict vessel movement through the area. We invite your comments on this proposed rulemaking.
