In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0071, Boat Owner's Report, Possible Safety Defect. Our ICR describes the information we seek to collect from the public. Before submitting this ICR to OIRA, the Coast Guard is inviting comments as described below.
Safety Zone; Liberty to Freedom Swims, Liberty Island, Upper Bay and Hudson River, NY

The Coast Guard is establishing a temporary safety zone on the navigable waters of Upper New York Bay, NY and the Lower Hudson River for the September 5, 2012 and September 15, 2012 Liberty to Freedom swim events. This temporary safety zone is necessary to protect the maritime public and event participants from the hazards associated with swim events. This rule is intended to restrict all vessels and persons from entering into, transiting through, mooring, or anchoring within the safety zone unless authorized by the Captain of the Port (COTP) New York or a designated representative.
Notification of the Imposition of Conditions of Entry for Certain Vessels Arriving to the United States From the Republic of Yemen

The United States Coast Guard announces that it will impose conditions of entry on vessels arriving from the country of the Republic of Yemen, with the exception of vessels arriving from the Ash Shihr Terminal, the Balhalf LNG Terminal, and the Port of Hodeidah.
Suspension of Community Eligibility

This rule identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. Also, information identifying the current participation status of a community can be obtained from FEMA's Community Status Book (CSB). The CSB is available at https:// www.fema.gov/fema/csb.shtm.

Privacy Act of 1974; Department of Homeland Security U.S. Immigration and Customs Enforcement-005 Trade Transparency Analysis and Research (TTAR) System of Records

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to amend a current Department of Homeland Security system of records titled, ``Department of Homeland Security/ Immigration and Customs Enforcement-005 Trade Transparency Analysis and Research (TTAR) System of Records.'' This system of records is being modified to include new categories of individuals, categories of records, and purposes. The system is also being updated to update, consolidate, and clarify the existing routine uses, to reflect a proposed change to the retention period of the system's data, and to update and simplify the description of the record sources. The data in the TTAR system of records is generally maintained in the ICE Data Analysis and Research Trade Transparency System (DARTTS), which is a software application and data repository that conducts analysis of trade and financial data to identify statistically anomalous transactions that may warrant investigation for money laundering or other import-export crimes. Additionally, an update to the Privacy Impact Assessment for DARTTS has been posted on the Department's privacy web site (see www.dhs.gov/privacy). The exemptions for the existing system of records notice will continue to be applicable for this system of records notice. This updated system will be included in the Department of Homeland Security's inventory of record systems.
Aviation Security Advisory Committee (ASAC) Meeting
