The Federal Emergency Management Agency (FEMA) has submitted the following information collection to the Office of Management and Budget (OMB) for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995. The submission describes the nature of the information collection, the categories of respondents, the estimated burden (ie., the time, effort and resources used by respondents to respond) and cost, and includes the actual data collection instruments FEMA will use. Title: Federal Emergency Management Agency (FEMA) Individual Assistance Customer Satisfaction Surveys. OMB Number: 1660-0036. Abstract: Federal agencies are required to survey their customers to determine the kind and quality of services customers want and their level of satisfaction with existing services. FEMA Managers use the survey results to measure program performance against standards for performance and customer service; measure achievement of Government Performance and Results Act of 1993 (GPRA) and strategic planning objectives; and generally gauge and make improvements to disaster services that increase customer satisfaction and program effectiveness. Affected Public: Individuals and households, businesses or other for-profit, not-for-profit institutions. Number of Respondents: 32,407 for surveys and 1,368 for focus groups. Estimated Time Per Respondent: 0.25 hours for each survey and average of 1.63 hours for a focus group. Estimated Total Annual Time Burden: 8,791.75 hours. Annual Frequency of Response: 1. Technical information or comments are requested on the proposed Base (1% annual chance) Flood Elevations (BFEs) and proposed BFEs modifications for the communities listed below. The BFEs are the basis for the floodplain management measures that the community is required either to adopt or to show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP).

The Coast Guard is revising a temporary regulation published June 15, 2007, that establishes security zones in the vicinity of San Francisco Pier 30/32 and McCovey Cove on the navigable waters of the San Francisco Bay for the 2007 Major League Baseball All-Star Game and related events. The purpose of this revision is to clarify the location of the two security zones and the process for seeking permission to enter these zones. These regulated areas are necessary to provide security for participants, spectators, and the general public during this high profile event. The security zones will prohibit all persons and vessels from entering, transiting through, or anchoring within portions of the San Francisco Bay surrounding Pier 30/32 and McCovey Cove, unless authorized by the Captain of the Port (COTP) or his designated representative.

In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning the National Incident Management System (NIMS) Compliance Assistance Support Tool (NIMSCAST), a self-assessment tool for State, territorial, tribal, and local governments to evaluate and report on their jurisdiction's achievement with regards to NIMS implementation activities issued by FEMA Incident Management Systems Division (formerly known as the NIMS Integration Center).

The Community Contact Report form and the Community Visit Report form are used to gather information about a community's floodplain management regulations, administrative and enforcement procedures, Flood Insurance Studies, and basic information pertaining to names, addresses, and phone numbers of individuals responsible for a community's floodplain management program.

This notice amends the notice of a major disaster declaration for the State of Kansas (FEMA-1699-DR), dated May 6, 2007, and related determinations.

The Coast Guard seeks applications for membership in the Gulf of Mexico Area Maritime Security Committee (GOMAMSC). The Committee assists the Captain of the Port/Federal Maritime Security Coordinator (Commander, Eighth Coast Guard District) for the portion of the Gulf of Mexico that is within the Eighth Coast Guard District and outside of state waters in developing, reviewing, exercising, and updating the Area Maritime Security Plan.

The safety zone is necessary to protect the life and property of the maritime community from the hazards posed by the fireworks display. Entry into or movement within this safety zone during the effective period is prohibited without approval of the Captain of the Port, Long Island Sound.

The Coast Guard is establishing a temporary safety zone for the Port Jefferson Fireworks on East Beach in Port Jefferson, NY. The safety zone is necessary to protect the life and property of the maritime community from the hazards posed by the fireworks display. Entry into or movement within this safety zone during the enforcement period is prohibited without approval of the Captain of the Port, Long Island Sound.

The Coast Guard is establishing a temporary safety zone for the Trustees of Reservations July Fireworks on July 4, 2007. The safety zone is necessary to protect the life and property of the maritime public from the potential hazards posed by a fireworks display. The safety zone temporarily prohibits entry into or movement within this portion of Ipswich Bay during its closure period.

The Coast Guard is establishing a temporary safety zone for the Town of Hingham Fourth of July Fireworks on July 1, 2007. The safety zone is necessary to protect the life and property of the maritime public from the potential hazards posed by a fireworks display. The safety zone temporarily prohibits entry into or movement within this portion of Hingham Inner Harbor during its closure period.

The Coast Guard seeks applications for membership on the Navigation Safety Advisory Council (NAVSAC). NAVSAC provides advice and makes recommendations to the Secretary on a wide range of issues related to the prevention of collisions, rammings, and groundings. This includes, but is not limited to: Inland and International Rules of the Road, navigation regulations and equipment, routing measures, marine information, diving safety, and aids to navigation systems.

The Coast Guard is establishing a temporary safety zone on the Seneca River, Baldwinsville, NY. This safety zone is intended to restrict vessels from a portion of the Seneca River during the Seneca River Days fireworks display on July 6, 2007. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

The Great Lakes Pilotage Advisory Committee (GLPAC) will meet to discuss various issues relating to Pilotage on the Great Lakes. The meeting will be open to the public.

The Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA), as amended, provides that upon full implementation, U.S. citizens and certain classes of nonimmigrant aliens may enter the United States only with passports or such alternative documents as the Secretary of Homeland Security designates as satisfactorily establishing identity and citizenship. This notice of proposed rulemaking (NPRM) is the second phase of a joint Department of Homeland Security (DHS) and Department of State (DOS) plan, known as the Western Hemisphere Travel Initiative, to implement these new requirements. This NPRM proposes the specific documents that, as early as January 2008, and no sooner than 60 days from publication of the final rule, U.S. citizens and nonimmigrant aliens from Canada, Bermuda, and Mexico will be required to present when entering the United States at sea and land ports-of-entry from Western Hemisphere countries.
