Revision to Power Marketing Policy Georgia-Alabama-South Carolina System of Projects
Southeastern Power Administration (Southeastern or SEPA) announces revision to the power marketing policy for the Georgia- Alabama-South Carolina System of Projects to include a procedure for distribution of renewable energy certificates (RECs). The Georgia- Alabama-South Carolina System power marketing policy was published on December 28, 1994, and is reflected in contracts for the sale of system power, which are maintained in Southeastern's headquarters office. Pursuant to the Procedure for Public Participation in the Formulation of Marketing Policy, published in the Federal Register on July 6, 1978, Southeastern published on January 14, 2022, a notice of intent to revise the power marketing policy to include provisions regarding RECs from the Georgia-Alabama-South Carolina System. The proposed revision to the Georgia-Alabama-South Carolina System Power Marketing Policy was published in the Federal Register on August 16, 2022. A virtual web based public information and comment forum was held on October 19, 2022, with written comments due on or before November 3, 2022.
Notice of Interim Approval of Rate Schedules for the Georgia-Alabama-South Carolina Projects
The Administrator for the Southeastern Power Administration (Southeastern) has confirmed and approved, on an interim basis, rate schedules SOCO-1-G, SOCO-2-G, SOCO-3-G, SOCO-4-G, Duke-1-G, Duke-2-G, Duke-3-G, Duke-4-G, Santee-1-G, Santee-2-G, Santee-3-G, Santee-4-G, SCE&G-1-G, SCE&G-2-G, SCE&G-3-G, SCE&G-4-G, Pump-1-A, and Replacement- 1. These rate schedules are applicable to Southeastern power sold to existing preference customers in Alabama, Florida, Georgia, Mississippi, North Carolina, and South Carolina. The rate schedules are approved on an interim basis through September 30, 2027, and are subject to confirmation and approval by the Federal Energy Regulatory Commission (FERC) on a final basis.

The current power marketing policy was published on December 28, 1994, for the Georgia-Alabama-South Carolina System (System) and is reflected in contracts for the sale of system power, which are maintained in Southeastern's headquarters office. The following is the proposed revision to the Georgia-Alabama-South Carolina System Power Marketing Policy to include a procedure for distribution of RECs to Preference Customers. Southeastern solicits written comments in formulating the final marketing policy revision.
Intent to Formulate Power Marketing Policy Jim Woodruff System Project
Pursuant to its Procedure for Public Participation in the Formulation of Marketing Policy published in the Federal Register of July 6, 1978, Southeastern Power Administration (Southeastern) intends to create a marketing policy for future disposition of power from the Jim Woodruff System. Southeastern solicits written comments and proposals in formulating the proposed marketing policy.
Proposed Rate Adjustment, Public Forum, and Opportunities for Public Review and Comment for Georgia-Alabama-South Carolina System of Projects
Southeastern Power Administration (Southeastern) proposes to revise existing schedules of rates and charges applicable to the sale of power from the Georgia-Alabama-South Carolina System of Projects effective for a 5-year period, October 1, 2022, through September 30, 2027. Additionally, opportunities will be available for interested persons to review the present rates and the proposed rates and supporting studies, to participate in a public forum and to submit written comments. Southeastern will evaluate all comments received in this process.
