Eagle LNG Partners Jacksonville II LLC; Application for Long-Term, Multi-Contract Authorization To Export Liquefied Natural Gas to Non-Free Trade Agreement Nations

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on June 15, 2017, by Eagle LNG Partners Jacksonville II LLC (Eagle Maxville), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in a volume equivalent to 7.7 million cubic feet per day of natural gas, or approximately 0.01 billion cubic feet (Bcf) per day (2.8 Bcf per year). Eagle Maxville seeks authorization to export this LNG from its LNG production and storage facility in Jacksonville, Duval County, Florida (the Maxville Facility), which is anticipated to begin commercial operation in September 2017. Eagle Maxville requests authorization to export this LNG to countries with which trade is not prohibited by U.S. law or policy, including both countries with which the United States has entered into a free trade agreement (FTA) requiring national treatment for trade in natural gas (FTA countries) and all other countries (non-FTA countries). At the Maxville Facility, Eagle Maxville anticipates it will process domestically produced natural gas into LNG, temporarily store the produced LNG, and load the LNG into cryogenic transport trailers or approved ISO IMO7-TVAC-ASME LNG (ISO) containers for transportation by truck to port facilities for transfer into vessels or other ocean-going container ships. Eagle Maxville is requesting this authorization on its own behalf and as agent for other entities who hold title to the natural gas at the time of export. Eagle Maxville requests the authorization for a 20-year term to commence on the earlier date of the first export or five years from the date of a final order granting export authorization. Eagle Maxville filed the Application under section 3 of the Natural Gas Act (NGA).
