This notice announces the open meetings of the Commercial Heating, Ventilation, and Air-conditioning (HVAC), Water Heating (WH), and Refrigeration Certification Working Group (Commercial Certification Group). The purpose of the Commercial Certification Group is to undertake a negotiated rulemaking to discuss and, if possible, reach consensus on proposed certification requirements for commercial HVAC, WH, and refrigeration equipment, as authorized by the Energy Policy and Conservation Act of 1975, as amended.
Notice of Intent To Prepare a Programmatic Environmental Impact Statement for Engineered High Energy Crop Programs, Southeastern United States

The U.S. Department of Energy (DOE), Advanced Research Projects Agency-Energy (ARPA-E) announces its intent to prepare a Programmatic Environmental Impact Statement (PEIS) and conduct public scoping meetings to evaluate the potential environmental impacts of DOE's proposed action to implement one or more programs to catalyze the development and demonstration of engineered high energy crops (EHECs). EHECs are agriculturally-viable photosynthetic species containing genetic material that has been intentionally introduced through biotechnology, interspecific hybridization, or other engineering processes (excluding processes that occur in nature without human intervention), and specifically engineered to produce more energy per acre by producing fuel molecules that can be introduced easily into existing energy infrastructure. EHECs include those being developed under the ARPA-E Plants Engineered to Replace Oil (PETRO) program. A main component of the proposed EHEC programs would be providing financial assistance for field trials to evaluate the performance of EHECs. Confined field trials may range in size and could include development-scale (up to 5 acres), pilot-scale (up to 250 acres), or demonstration-scale (up to 15,000 acres). All necessary permits, such as from the U.S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS), would be obtained before initiating confined field trials. This PEIS will assess the potential environmental impacts of such confined field trials in the southeastern United States.
