Notice is hereby given with an intent to grant to A123 Systems, Inc. of Watertown, Massachusetts an exclusive license to practice the inventions described in U.S. Patent Application No. 11/ 768,977, entitled ``High Power and High Energy Density Battery.'' The inventions are owned by the United States of America, as represented by the U.S. Department of Energy (DOE).

In compliance with the requirements of section 3506(c)(2)(a) of the Paperwork Reduction Act of 1995 (Pub. L. No. 104-13), the Federal Energy Regulatory Commission (Commission) is soliciting public comment on the specific aspects of the information collection described below.
