Negotiated Rulemaking Committee, Negotiator Nominations and Schedule of Committee Meetings-Title IV Federal Student Aid Programs, Violence Against Women Act
We announce our intention to establish a negotiated rulemaking committee to prepare proposed regulations to address the changes to the campus safety and security reporting requirements in the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), made by the Violence Against Women Reauthorization Act of 2013 (VAWA). The committee will include representatives of organizations or groups with interests that are significantly affected by the subject matter of the proposed regulations. We request nominations for individual negotiators who represent key stakeholder constituencies for the issues to be negotiated to serve on the committee, and we set a schedule for committee meetings.
Final Waiver and Extension of the Project Period for the Individuals With Disabilities Education Act Partnership Project
The Secretary waives the requirements in the Education Department General Administrative Regulations that generally prohibit project periods exceeding five years and extensions of project periods involving the obligation of additional Federal funds. This waiver and extension of the project period enables the currently funded Individuals with Disabilities Education Act (IDEA) Partnership Project (Partnership Project) to receive funding from October 1, 2013, through September 30, 2014.

Assistance to States for the Education of Children With Disabilities
The Secretary proposes to amend regulations under Part B of the Individuals with Disabilities Education Act (IDEA or Act). These regulations govern the Assistance to States for the Education of Children with Disabilities program. The Secretary seeks public comment on proposed amendments to the regulation regarding local maintenance of effort to clarify existing policy and make other related changes regarding: The compliance standard; the eligibility standard; the level of effort required of a local educational agency (LEA) in the year after it fails to maintain effort under the IDEA; and the consequence for a failure to maintain local effort. The Secretary also seeks comment on whether States and LEAs or other interested parties think these proposed amendments will be helpful in increasing understanding of, and ensuring compliance with, the current local maintenance of effort requirements. Specifically, the Secretary seeks comment from States and LEAs to identify where they are experiencing the most problems in implementing the maintenance of effort requirements.
Final Waivers and Extensions of Project Periods; American Indian Vocational Rehabilitation Services (AIVRS) Program
The Secretary waives the regulations that generally limit project periods to 60 months and that restrict project period extensions involving the obligation of additional Federal funds. As a result, for the 60-month projects initially funded in fiscal years (FYs) 2007 and 2008 under the AIVRS program, the Secretary is extending the project periods until September 30, 2014.
National Board for Education Sciences; Meeting
This notice sets forth the schedule and proposed agenda of an upcoming meeting of the National Board for Education Sciences (NBES). The notice also describes the functions of the Committee. Notice of this meeting is required by Section 10(a) (2) of the Federal Advisory Committee Act and is intended to notify the public of their opportunity to attend the meeting.
President's Board of Advisors on Historically Black Colleges and Universities
This notice sets forth the schedule and agenda of the meeting of the President's Board of Advisors on Historically Black Colleges and Universities. The notice also describes the functions of the Board. Notice of the meeting is required by section 10(a)(2) of the Federal Advisory Committee Act and intended to notify the public of its opportunity to attend. This notice is being published less than 15 days prior to the meeting date due to the need to obtain sponsors/ supplemental funding for the meeting during the annual HBCU Conference scheduled for the same week. Due to stringent budget constraints, it is more feasible to have a board meeting while the members are already in Washington, DC for the conference as opposed to having them return at a later date and having the board incur additional expenses.

Applications for Fiscal Year 2014 Awards; Impact Aid Section 8002 Grant Program
The Secretary extends the deadline date for the submission of applications for Impact Aid fiscal year 2014 section 8002 grants to October 11, 2013. Impact Aid regulations specify that the annual application deadline is January 31. Due to changes in the applications that were necessitated by legislative amendments in the fiscal year 2013 National Defense Appropriation Act, and the subsequent revision, production, and distribution of the application packages, the Secretary extends the deadline to October 11, 2013, for the potential applicants under section 8002 for Impact Aid assistance for fiscal year 2014.
Advisory Committee on Student Financial Assistance: Meeting
The Advisory Committee on Student Financial Assistance gives notice of the cancellation of the meeting scheduled for September 19, 2013 announced in the Federal Register on August 21, 2013 in Vol. 78, No. 162. The meeting will be rescheduled for a date to be announced in the future.

The Secretary of Education is correcting an omission in the final priorities, requirements, definitions, and selection criteria published in the Federal Register on August 6, 2013 (78 FR 47980), namely waiving the 60-day time period for a major rule to become effective under the Congressional Review Act. Through this document, we correct this omission. We do not change any other aspect of the final priorities, requirements, definitions, and selection criteria, and their regulatory texts remain unchanged.
