Air University Board of Visitors Meeting
Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the Air University Board of Visitors' meeting will take place on Monday, November 17th, 2008, from 8 a.m.-5 p.m., and Tuesday, November 18th, 2008, from 8 a.m.-8 p.m. Due to conference room renovation, portions of the meeting will be held off-base in the local community. Please contact Dr. Dorothy Reed, 334- 953-5159 for further details of the meeting locations. The purpose of this meeting is to provide independent advice and recommendations on matters pertaining to the educational, doctrinal, and research policies and activities of Air University. The agenda will include topics relating to the policies, programs, and initiatives of Air University educational programs. Pursuant to 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155 all sessions of the Air University Board of Visitors' meeting will be open to the public. Any member of the public wishing to provide input to the Air University Board of Visitors should submit a written statement in accordance with 41 CFR Sec. 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Written statements can be submitted to the Designated Federal Officer at the address detailed below at any time. Statements being submitted in response to the agenda mentioned in this notice must be received by the Designated Federal Officer at the address listed below at least five calendar days prior to the meeting which is the subject of this notice. Written statements received after this date may not be provided to or considered by the Air University Board of Visitors until its next meeting. The Designated Federal Officer will review all timely submissions with the Air University Board of Visitors' Board Chairperson and ensure they are provided to members of the Board before the meeting that is the subject of this notice. Additionally, any member of the public wishing to attend this meeting should contact either person listed below at least five calendar days prior to the meeting for information on base entry passes.

Active Duty Service Determinations for Civilian or Contratual Groups
On September 24, 2008, the Secretary of the Air Force, acting as Executive Agent of the Secretary of Defense, determined that the service of the group known as the ``Vietnamese Citizens Who Served in Vietnam Under Contract With the U.S. Armed Forces and Were Assigned to Reconnaissance Teams and Exploitation Forces Within the Military Assistance Command, Studies and Observations Group (MACVSOG), Ground Operations OP-35, Command and Control (C&C), From January 1964 to April 1972.'' Shall not be considered ``active duty'' for purposes of all laws administered by the Department of Veterans Affairs (VA).
Extension of Public Comment Period for the Proposed White Elk Military Operations Area Draft Environmental Impact Statement
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321, et seq.), the Council on Environmental Quality Regulations for implementing the procedural provisions of NEPA (40 Code of Federal Regulations (CFR) Parts 1500- 1508), and Air Force's Environmental Impact Analysis Process as implemented by 32 CFR Part 989, the United States Air Force (Air Force) is issuing this notice to advise the public of our intent to provide an extension of the public comment period for the Proposed White Elk Military Operations Area (MOA) Draft Environmental Impact Statement (EIS). The original comment period was scheduled to close on 29 September 2008 (Federal Register: August 15, (Volume 73, Number 159) [Notices] [Page 47948-47949]. The comment period now ends on 13 November 2008.
Announcement of IS-GPS-200, IS-GPS-705, IS-GPS-800 Interface Control Working Group (ICWG) Meeting
This notice informs the public that the Global Positioning Systems Wing will be hosting an Interface Control Working Group (ICWG) meeting for document/s IS-GPS-200 (NAVSTAR GPS Space Segment/Navigation User Interfaces), IS-GPS-705 (NAVSTAR GPS Space Segment/User Segment L5 Interfaces), and IS-GPS-800 (NAVSTAR GPS Space Segment/User Segment L1C Interfaces). The meeting will address PIRN/IRN changes and contractor redlines to the documents. The ICWG is open to the general public. For those who would like to attend and participate in this ICWG meeting, you are requested to register to attend the meeting no later than 4 November 08. Proposed Collection; Comment Request
In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Community College of the Air Force announces the proposed extension of a public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information collection; (d) ways to enhance the quality, utility, and clarity of the information to be collected; and (e) ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology.
