DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to remove several transportation-related provisions and clauses, as well as a clause reference, that are no longer necessary.

The Defense Travel Management Office publishes this Civilian Personnel Per Diem Bulletin Number 310. Bulletin Number 310 lists current per diem rates prescribed for reimbursement of subsistence expenses while on official Government travel to Alaska, Hawaii, the Commonwealth of Puerto Rico, and the possessions of the United States. The Fiscal Year (FY) 2019 per diem rate review for American Samoa, Hawaii, and Midway Islands resulted in lodging and meal rate changes in certain locations.

In compliance with the Paperwork Reduction Act of 1995, the Navy Personnel Command announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a section of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2018 to make inflation adjustments of statutory acquisition-related thresholds applicable to existing contracts and subcontracts in effect on the date of the adjustment that contain the revised clauses as proposed in this rulemaking.

The U.S. Army Corps of Engineers (Corps) will prepare an Environmental Impact Statement (EIS) to evaluate project alternatives and the public interest review factors for the Project which includes 17 in-stream transmission towers and fender protection systems to support a 500kiloVolt (kV) aerial transmission line over navigable waters and placement of 27 transmission towers in non-tidal wetlands. The Project begins in Surry County near Surry Nuclear Power Plant, crosses the James River towards Skiffes Creek in James City County, and continues through Newport News, York County, and Hampton to an existing substation in Whealton. In total, the Project permanently impacts 2712 square feet (0.06 acres) of subaqueous river bottom and 281 square feet (0.006 acres) of non-tidal wetlands, and converts 0.67 acres of palustrine forested non-tidal wetlands to palustrine scrub shrub non- tidal wetlands. The Project is located within the Lower James River and Lynnhaven-Poquoson watersheds; specifically the James River, Skiffes Creek, Lee-Hall Reservoir, Harwood's Mill Reservoir, Woods Creek, Jones Run, Brick Kiln Creek, Newmarket Creek and Whiteman Swamp. Hydrologic Unit Codes 02080206 & 02080108.

This final rule removes the Department of Defense (DoD) regulation, not updated since March 23, 1989, relating to the general procedures and delegations of authority of the Board of Regents (BOR), Uniformed Services University of the Health Sciences' (University), which includes the composition of the BOR, administrative procedures for its meetings, and voting requirements. The regulation also identifies a standing committee of the BOR, officers of the BOR and the University, and rules for amending the BOR's procedures. Because the BOR is now a federal advisory committee, its policies and procedures do not require rulemaking, and it no longer appoints officers of the University. Therefore, this rule is outdated, unnecessary and can be removed from the Code of Federal Regulations (CFR).

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve a revision and extension of a previously approved information collection requirement concerning change order accounting.

In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, the Federal Acquisition Regulation (FAR) Council invites the public to comment upon an extension of a previously approved information collection requirement concerning limitation of costs/funds.

The Defense Logistics Agency (DLA) is rescinding a system of records, S240.28 DoD, Case Adjudication Tracking System (CATS). This system of records recorded and documented personnel security adjudicative actions within the Department, federal agencies, and for DoD contractors. The system also provided a status of investigative and adjudicative updates to security officers, managers and other authorized users. With the transfer of responsibility for CATS from DLA to the Defense Manpower Data Center (DMDC), and subsequent publication of the DMDC 24 DoD, Defense Information System for Security (DISS), system of records notice, the DLA CATS system of records is no longer in use as it is subsumed within the DISS system of records. All records previously covered by the DLA CATS system of records are now covered by the DISS system of records.

The Department of Defense is publishing the unclassified text of an arms sales notification.

The Military Surface Deployment and Distribution Command (SDDC) will conduct an Open Season, effective 3 Jun 19 thru 29 Feb 20 (Applications will not be accepted prior to 3 Jun 19). This will affect domestic motor Transportation Service Providers (TSPs) only. TSPs must be registered in the Federal Motor Carrier Safety Administration (FMSCA) and have valid Department of Transportation (DOT) authority for three (3) consecutive years (without a break) prior to 3 Jun 19. New TSPs will indicate their small business status via the Freight Carrier Registration Program (FCRP) during registration. Registration for other modes will continue to be accepted (barge, ocean, pipeline, and international carriers).
