Department of Defense (DoD) Civilian Physicians and Dentists Clinical Specialties and Tables; Correction
On Friday, July 25, 2014 (79 FR 43445-43446), the Department of Defense published a notice titled Department of Defense (DoD) Civilian Physicians and Dentists Clinical Specialties and Tables. Subsequent to the publication of the notice, DoD realized that the DATES section was missing a sentence informing the public of the 30-day public comment period. The corrected DATES section is printed as set forth in this notice. The first sentence in the SUPPLEMENTARY INFORMATION section of the published notice is also corrected to include a reference to a 90-day effective date, rather than a 60-day effective date. This notice corrects this error.

Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, as amended, the Office of the Secretary of Defense proposes to establish a new system of records for Continuous Evaluation (CE).\1\ These records will be used to conduct CE, as defined in Executive Order 13467, to: (1) Identify DoD-affiliated personnel who have engaged in conduct of security concern; (2) identify and initiate needed follow-on inquiries and/or investigative activity and enable security officials and adjudicators to determine and take appropriate actions; and (3) perform research, development, and analyses related to DoD's CE program. These analyses are conducted to: (a) Evaluate and improve DoD and Federal personnel security, insider threat,\2\ and other background vetting and continuous evaluation procedures, programs, and policies; (b) assist in providing training, instruction, and advice on personnel security and insider threats, and assess continuing reliability of subjects; (c) encourage cooperative research within and among DoD Components, the Intelligence Community, and the Executive branch on initiatives having DoD or Federal Government-wide implications in order to ensure that appropriate information is shared efficiently when authorized to do so and to avoid duplication of efforts; (d) address items of special interest to personnel security officials within DoD Components, the Intelligence Community, and the Executive branch (e.g., evaluating responses to excessive indebtedness, auditing information to ensure individuals with mental health issues are being protected appropriately, monitoring numbers and types of security incidents); (e) conduct personnel security pilot test projects related to DoD's CE program for purposes of research and development.

Defense Science Board; Notice of Advisory Committee Meetings
The Defense Science Board 2014 Summer Study on Strategic Surprise will meet in closed session on August 18-22, 2014, from 8:00 a.m. to 5:00 p.m. at the Charles Stark Draper Laboratory, 555 Technology Square, Room 7137, Cambridge, MA.
Department of Defense Science and Technology Reinvention Laboratory (STRL) Personnel Management Demonstration Project Program
STRLs will implement Senior Scientific Technical Manager (SSTM) positions, which are defined as senior professional scientific and technical positions classified above the GS-15 level of the General Schedule (GS). The primary functions of these positions shall be (1) to engage in research and development in the physical, biological, medical, or engineering sciences, or another field closely related to the mission of such STRL; and (2) to carry out technical supervisory responsibilities. These positions may only be established at authorized STRLs with personnel demonstration projects. STRLs will also implement two new direct-hire authorities to appoint bachelor's degree candidates into scientific and engineering positions and veteran candidates into scientific, technical, engineering, and mathematics positions. The current direct-hire authority to appoint candidates with an advanced degree into scientific and engineering positions is also being included in this notice so that all STRL direct-hire authorities are documented in one location.
Civilian Employment and Reemployment Rights for Service Members, Former Service Members and Applicants of the Uniformed Services
This rule updates established policy, assigned responsibilities, and procedures for informing Service members and individuals who apply for uniformed service of their civilian employment and reemployment rights, benefits, and obligations. The purpose of this regulatory action is to support the non-career uniformed service by taking appropriate actions to inform and assist uniformed Service members and former Service members and individuals who apply for uniformed service of their rights, benefits, and obligations under Uniformed Services Employment and Reemployment Rights Act (USERRA).
Privacy Act of 1974; system of records
The Defense Health Agency is proposing to alter an existing system of records, EDHA 08, entitled ``Health Affairs Survey and Study Data Base'', in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will be used to collect, assemble, interpret, analyze, report and publish survey and study findings and results for the purpose of improving the quality of DoD health care and the health status, welfare, and well-being of the DoD beneficiary population. Uses of identifiable data include primary analysis; secondary analysis; non-response analysis; and cross-mapping analysis. Results will only be reported in the aggregate.
Notice of Public Meetings for the Proposed Naval Base Coronado Coastal Campus Draft Environmental Impact Statement, California
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 and regulations implemented by the Council on Environmental Quality (40 Code of Federal Regulations parts 1500-1508), the Department of the Navy (DoN) has prepared and filed with the U.S. Environmental Protection Agency, a Draft Environmental Impact Statement (EIS) evaluating the potential environmental effects of constructing, operating, and maintaining an academic campus on Naval Base Coronado (NBC) to support the operational readiness of Naval Special Warfare Command (NSWC) personnel. With the filing of the Draft EIS, the DoN is initiating a 60-day public comment period beginning on July 25, 2014 and ending on September 22, 2014. During this period, the DoN will conduct two public meetings to receive oral and written comments on the Draft EIS. This notice announces the dates and locations of the public meetings and provides supplementary information about this environmental planning effort. Dates and Addresses: Public information and comment meetings will be held in Imperial Beach and Coronado, California between 5:00 p.m. to 8:00 p.m. on the following dates and at the following locations: 1. Revised Non-Foreign Overseas Per Diem Rates
The Defense Travel Management Office is publishing Civilian Personnel Per Diem Bulletin Number 294. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 294 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

Department of Defense (DoD) Civilian Physicians and Dentists Clinical Specialties and Tables

On Tuesday, July 8, 2014, the Department of Defense published a meeting notice titled Independent Review Panel on Military Medical Construction Standards; Notice of Federal Advisory Committee Meeting (79 FR 38522-38523). Subsequent to the publication of that notice, the Department of Defense realized that the original notice did not specify the location for each of the three meeting dates. In addition, the staff at Wilford Hall Ambulatory Surgical Center required modifications to the original times. This notice makes these revisions. The ``Agenda'' paragraph in the SUPPLEMENTARY INFORMATION section is reprinted with revisions. All other information in the July 8, 2014 notice remains the same.
