On August 23, 2011 (76 FR 52642), the United States Strategic Command Strategic Advisory Group gave notice of a meeting to be held on November 1, 2011, from 8 a.m. to 5 p.m. Central Daylight Time and November 2, 2011, from 8 a.m. to 11:30 a.m. Central Daylight Time at the Dougherty Conference Center, Building 432, 906 SAC Boulevard, Offutt Air Force Base (AFB), Nebraska 68113. Pursuant to Section 10(a), Public Law 92-463, as amended, notice is hereby given that this meeting has been rescheduled. The new dates are: December 12, 2011 from 8 a.m. to 5 p.m. Central Standard Time and December 13, 2011 from 8 a.m. to 11:30 a.m. Central Standard Time at the Dougherty Conference Center, Building 432, 906 SAC Boulevard, Offutt AFB, Nebraska.

Name of Committee: United States Military Academy Board of Visitors. 2. Date: Thursday, October 27, 2011. 3. Time: 12:30 p.m.3 p.m. Members of the public wishing to attend the meeting will need to show photo identification in order to gain access to the meeting location. All participants are subject to security screening. 4. Location: Jefferson Hall Library, Haig Room. West Point, NY. 5. Purpose of the Meeting: This is the 2011 Annual Meeting of the USMA Board of Visitors (BoV). Members of the Board will be provided updates on Academy issues. 6. Agenda: The Academy leadership will provide the Board updates on the following: the Academic program, Honor and Respect Programs and the Annual Report writing process. 7. Under the provisions of the Paperwork Reduction Act (44 U.S.C. chapter 35), the Regulatory Secretariat (MVCB) will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning contractor business ethics compliance program and disclosure requirements. Public comments are particularly invited on: Whether this collection of information is necessary for the proper performance of functions of the FAR, and whether it will have practical utility; whether our estimate of the public burden of this collection of information is accurate, and based on valid assumptions and methodology; ways to enhance the quality, utility, and clarity of the information to be collected; and ways in which we can minimize the burden of the collection of information on those who are to respond, through the use of appropriate technological collection techniques or other forms of information technology.
Final Legislative Environmental Impact Statement (LEIS) for the Limestone Hills Training Area Land Withdrawal, Montana Army National Guard (MTARNG)

This announces the availability of the Final LEIS prepared by NGB (lead agency) and the Bureau of Land Management (BLM) of the Department of Interior (DOI) (cooperating agency). The LEIS analyzed the proposed withdrawal of 18,644 acres of federal land within the Limestone Hills Training Area (LHTA) from BLM administration. The LEIS proposes that Congress authorize BLM to transfer administrative responsibility of all federal land within the LHTA to the Army for military training use by the MTARNG. No new facilities are proposed in this LEIS. The LEIS is the detailed statement required by the National Environmental Policy Act to be included in a recommendation or report on a legislative proposal to Congress.
