Membership of the National Telecommunications and Information Administration's Performance Review Board
In accordance with 5 U.S.C. 4314(c)(4), the National Telecommunications and Information Administration (NTIA), Department of Commerce (DOC), announce the appointment of those individuals who have been selected to serve as members of NTIA's Performance Review Board. The Performance Review Board is responsible for (1) reviewing performance appraisals and rating of Senior Executive Service (SES) members and (2) making recommendations to the appointing authority on other performance management issues, such as pay adjustments, bonuses and Presidential Rank Awards for SES members. The appointment of these members to the Performance Review Board will be for a period of twenty- four (24) months.
Request for Comments on Department of Commerce Green Paper, Copyright Policy, Creativity, and Innovation in the Digital Economy
On October 3, 2013, the Department of Commerce's Internet Policy Task Force (Task Force) published a notice of public meeting and a request for public comments on five issues critical to economic growth, job creation, and cultural development that were identified in the Department's Green Paper on Copyright Policy, Creativity, and Innovation in the Digital Economy (Green Paper). The purpose of this notice is to announce a change in the date of the public meeting and additional opportunities for the submission of public comments. The public meeting (previously scheduled for October 30, 2013) will now be held on December 12, 2013. The deadline for the submission of pre- meeting comments is November 13, 2013. Post-meeting comments are due on or before January 10, 2014.
Innovative Spectrum Sharing Technology Day Event
The National Telecommunications and Information Administration (NTIA) and the National Institute of Standards and Technology (NIST), with the support of the National Coordination Office of the Networking and Information Technology Research and Development (NITRD) program, will co-host the Innovative Spectrum Sharing Technology Day on November 5, 2013. The Technology Day will showcase advances in spectrum sharing and other innovations and initiatives aimed at satisfying the nation's surging demand for wireless services, devices and applications. The event will be open to the public and will provide policy-makers, researchers, industry stakeholders, and federal agency representatives the opportunity to witness live demonstrations of innovative wireless technologies and applications. President Obama, supported by the President's Council of Advisors on Science and Technology, has focused on the use of spectrum sharing technology innovations to enhance spectrum efficiency and to expedite commercial access to spectrum bands where technically and economically feasible.

Request for Comments on Department of Commerce Green Paper, Copyright Policy, Creativity, and Innovation in the Digital Economy
Consistent with the Department of Commerce's Internet Policy Task Force (Task Force) Green Paper on Copyright Policy, Creativity, and Innovation in the Digital Economy (Green Paper) released on July 31, 2013, the Task Force seeks public comment from all interested stakeholders on the following copyright policy issues critical to economic growth, job creation, and cultural development: The legal framework for the creation of remixes; the relevance and scope of the first sale doctrine in the digital environment; the appropriate calibration of statutory damages in the contexts of individual file sharers and of secondary liability for large-scale infringement; whether and how the government can facilitate the further development of a robust online licensing environment; and establishing a multistakeholder dialogue on improving the operation of the notice and takedown system for removing infringing content from the Internet under the Digital Millennium Copyright Act (DMCA). The Task Force will also hold an initial public meeting on October 30, 2013, to discuss these topics.

Specifically, NTIA is releasing a new edition of the NTIA Manual, which Federal agencies must comply with when requesting use of radio frequency spectrum.
Common Format for Federal Entity Transition Plans
The National Telecommunications and Information Administration (NTIA) issues this Notice of Inquiry (NOI) to seek public input on a common format for transition plans to be developed by federal entities to facilitate the relocation of, and spectrum sharing with, U.S. Government stations in spectrum bands reallocated from federal use to non-federal use, or to shared use, and auctioned by the Federal Communications Commission (FCC). Pursuant to Section 923(h)(1) of Title 47 of the U.S. Code, NTIA will specify, after public input, a common format for all affected federal entities to follow in preparing transition plans for the eligible frequencies in the 1695-1710 MHz and 1755-1780 MHz bands.
Spectrum Monitoring Pilot Program
In his June 2013 Executive Memorandum on Expanding America's Leadership in Wireless Innovation, President Obama directed the National Telecommunications and Information Administration (NTIA) to design and conduct a pilot program to monitor spectrum usage in real time in selected communities throughout the country. NTIA's budget request to Congress for fiscal year (FY) 2014 seeks an initial $7.5 million research and development investment for a two-year pilot program to determine the benefits of an automated spectrum measurement and data collection system to better analyze actual spectrum usage. NTIA issues this Notice of Inquiry (NOI) to seek public comment on this proposed spectrum monitoring pilot program that, if funded, would develop and deploy a prototype system to monitor spectrum usage in up to ten metropolitan areas throughout the United States. The NOI requests input from all interested stakeholders on the measurement system's design, features, deployment options, operational parameters, expected utility, potential benefits, and other issues. Subject to the availability of funds, NTIA will design, develop, validate, and field this prototype system and evaluate whether a more comprehensive monitoring program would create additional opportunities for more efficient spectrum access through, for example, increased and more dynamic sharing. NTIA intends to use the input received in response to this NOI to help design and implement the spectrum monitoring program.

Recruitment of First Responder Network Authority Board of Directors
The National Telecommunications and Information Administration (NTIA) issues this Notice on behalf of the First Responder Network Authority (FirstNet) as part of its annual process to seek expressions of interest from individuals who would like to serve on the FirstNet Board.\1\ When the Acting Secretary of Commerce made the initial appointments to the Board last August 20, 2012, by law, four of the 12 appointments of non-permanent members were for one-year terms.\2\ While the Secretary of Commerce has the discretion to reappoint individuals to serve on the FirstNet Board provided they have not served two consecutive full three-year terms,\3\ NTIA issues this Notice in case the Secretary will need to fill any vacancies on the Board at the time the one-year terms expire on August 19, 2013. Expressions of interest for appointment to the FirstNet Board will be accepted until June 14, 2013.

Incentives To Adopt Improved Cybersecurity Practices
The President has directed the Secretary of Commerce to evaluate a set of incentives designed to promote participation in a voluntary program to be established by the Secretary of Homeland Security to support the adoption by owners and operators of critical infrastructure and other interested entities of the Cybersecurity Framework being developed by the National Institute of Standards and Technology (NIST). The evaluation will include analysis of the benefits and relative effectiveness of such incentives, and whether the incentives would require legislation or can be provided under existing law and authorities to participants in the Program. The Department of Commerce (Department) will use input received in response to this Notice to inform its recommendations, which will focus on incentives for critical infrastructure owners. In addition, the Department may use this input to develop a broader set of recommendations that apply to U.S. industry as a whole.

Country Code Top-Level Domain (ccTLD) for the United States; Policies and Requirements; Comments Request

The current contract expires on August 31, 2013. Relocation of and Spectrum Sharing by Federal Government Stations-Technical Panel and Dispute Resolution Boards
The National Telecommunications and Information Administration (NTIA) adopts regulations governing the Technical Panel and dispute resolution process established by Congress to facilitate the relocation of, and spectrum sharing with, U.S. Government stations in spectrum bands reallocated from Federal use to non-Federal use or to shared use. This action is necessary to ensure the timely relocation of Federal entities' spectrum-related operations and, where applicable, the timely implementation of arrangements for the sharing of radio frequencies. Specifically, this action implements certain additions and modifications to the NTIA Organization Act as amended by the Middle Class Tax Relief and Job Creation Act of 2012 (the Tax Relief Act). As required by the Tax Relief Act, this rule has been reviewed and approved by the Director of the Office of Management and Budget (OMB).
