Announcing Draft Federal Information Processing Standard (FIPS) Publication 200, Minimum Security Requirements for Federal Information and Information Systems
The National Institute of Standards and Technology (NIST) announces the release of draft Federal Information Processing Standards (FIPS) Publication 200, Minimum Security Requirements for Federal Information and Information Systems for public comment. Draft FIPS Publication 200 is one of a series of security standards and guidelines that NIST is developing to help federal agencies implement their responsibilities under the Federal Information Security Management Act (FISMA). The FISMA requires that all federal agencies develop, document and implement agency-wide information security programs to protect federal information and information systems. Draft FIPS Publication 200, which will be used with other publications already issued by NIST, specifies minimum security requirements for federal information and information systems and a risk-based process for selecting the security controls necessary to satisfy the minimum requirements. Prior to the submission of this proposed standard to the Secretary of Commerce for review and approval, it is essential that consideration be given to the needs and views of the general public, the information technology industry, and federal, state, and local government organizations. The purpose of this notice is to solicit such views.
Proposed Withdrawal of Ten (10) Federal Information Processing Standards (FIPS)
The National Institute of Standards and Technology (NIST) proposes to withdraw ten (10) Federal Information Processing Standards (FIPS) from the FIPS series. The standards proposed for withdrawal include FIPS 161-2, FIPS 183, FIPS 184, FIPS 192 and 192-1, which adopt voluntary industry standards for Federal government use. These FIPS are obsolete because they have not been updated to reference current or revised voluntary industry standards. In addition, FIPS 4-2, FIPS 5-2, FIPS 6-4, and FIPS 10-4, adopt specifications or data standards that are developed and maintained by other Federal government agencies or by voluntary industry standards organizations. These FIPS have not been updated to reflect the changes and modifications that have been made by the organizations that develop and maintain the specifications and data representations. FIPS 113, Computer Data Authentication, specifies an algorithm for generating and verifying a Message Authentication Code (MAC). Since the algorithm is based on the Data Encryption Standard, which has been recommended for withdrawal, NIST plans to recommend the use of newer techniques for data authentication based on more secure algorithms. Prior to the submission of this proposed withdrawal of FIPS to the Secretary of Commerce for review and approval, NIST invites comments from the public, users, the information technology industry, and Federal, State and local governments government organizations concerning the withdrawal of the FIPS.

Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Judges Panel of the Malcolm Baldrige National Quality Award will meet Thursday, July 28, 2005. The Judges Panel is composed of ten members prominent in the field of quality management and appointed by the Secretary of Commerce. The purpose of this meeting is to review the stage 1 process, consideration for moving applicants forward, review of stage 1 data and selection of applicants for consensus, pre-site visit conference call with team leaders, review of Stage 3 process documentation, update on revisions to Judges' survey, and summary of Improvements Day. Notice is hereby given that the Annual Meeting of the National Conference on Weights and Measures will be held July 10 through 14, 2005, at the Hilton in Walt Disney World, Orlando, FL. Request for Public Comments on World Trade Center Investigation Draft Final Reports
The Director of the National Institute of Standards and Technology (NIST), Technology Administration, United States Department of Commerce, announces the availability for public comment of the draft final reports of the study conducted by NIST into the technical causes of the World Trade Center (WTC) disaster on September 11, 2001, after the terrorist attacks. NIST requests comments on any or all of the 43 draft reports issued by NIST concerning various aspects of the WTC buildings, including their design, construction, maintenance and evacuation. These reports total about 10,000 pages. NIST especially encourages public comment on the approximately 200-page draft summary report, which contains the principal findings and recommendations for changes to codes, standards, and practices. NIST will consider all comments received from the public on the 43 draft reports before they are issued in final form.

Announcing a Public Workshop on Cryptographic Hash
A vulnerability was recently identified in the NIST-approved cryptographic hash algorithm, Secure Hash Algorithm-1 (SHA-1). In response, NIST is announcing a public workshop to discuss this vulnerability, assess the status of other NIST-approved hash algorithms, and discuss possible near- and long-term options.
Announcing an Implementation Workshop on FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors
The National Institute of Standards and Technology (NIST) will host a public workshop to provide additional guidance on Federal Information Processing Standards (FIPS) 201 implementation. The workshop is designed to provide clarifications and respond to the questions raised by the industry and Federal agencies. NIST has received many questions as to industry's plans to deliver products that are PIV-II compliant (i.e., meet the requirements of FIPS 201, PIV-II and NIST SP 800-73, end-point specifications). Commercial vendors have made significant progress in developing solutions to meet PIV-II requirements. The workshop will provide an opportunity for the industry to provide brief details to the participants, particularly agency officials, as to their product availability and planned timetables so that agencies can plan accordingly for PIV-II compliant implementations and procurement. NIST will discuss, in greater detail, the mandates and requirements of the FIPS 201 and related Special Publications through a series of educational presentations including the NIST reference implementation. National Fire Codes: Request for Proposals for Revision of Codes and Standards
The National Fire Protection Association (NFPA) proposes to revise some of its fire safety codes and standards and requests proposals from the public to amend existing or begin the process of developing new NFPA fire safety codes and standards. The purpose of this request is to increase public participation in the system used by NFPA to develop its codes and standards. Request for Technical Input-Standards in Trade Workshops
The National Institute of Standards and Technology (NIST) invites interested parties to submit recommendations for workshops covering specific sectors and targeted countries or regions of the world where training in the U.S. system of standards development, conformity assessment, and metrology may facilitate trade. Prospective workshops may be scheduled for one or two week periods. This notice is not an invitation for proposals to fund grants, contracts or cooperative agreements of any kind. NIST will offer a limited number of workshops, based upon the availability of resources. Recommenders are encouraged to consider departmental priorities outlined in part of the soon-to-be released National Export Strategy. Announcing Approval of the Withdrawal of Federal Information Processing Standard (FIPS) 46-3, Data Encryption Standard (DES); FIPS 74, Guidelines for Implementing and Using the NBS Data Encryption Standard; and FIPS 81, DES Modes of Operation
The Secretary of Commerce has approved the withdrawal of FIPS 46-3, Data Encryption Standard (DES); FIPS 74, Guidelines for Implementing and Using the NBS Data Encryption Standard; and FIPS 81, DES Modes of Operation. These FIPS are withdrawn because FIPS 46-3, DES, no longer provides the security that is needed to protect Federal government information. FIPS 74 and 81 are associated standards that provide for the implementation and operation of the DES. Federal government organizations are now encouraged to use FIPS 197, Advanced Encryption Standard (AES), which was approved for Federal government use in November 2001. FIPS 197 specifies a faster and stronger algorithm than the DES for encryption. For some applications, Federal government departments and agencies may use the Triple Data Encryption Algorithm to provide cryptographic protection for their information. This algorithm and its uses have been specified in NIST Special Publication 800-67, Recommendations for the Triple Data Encryption Algorithm (TDEA) Block Cipher, issued in May 2004. FIPS 197 and SP 800- 67 are available on NIST's Web pages. The content of these withdrawn standards will remain available at https://csrc.nist.gov/publications/ fips/ as reference documents and these three FIPS will be listed as withdrawn, rather than current FIPS.

Alternative Personnel Management System (APMS) at the National Institute of Standards and Technology
This notice provides for changes to the existing provisions of the National Institute of Standards and Technology's (NIST) Alternative Personnel Management System (APMS) published October 21, 1997, (62 FR 54606), primarily to strengthen the link between pay and performance, to simplify the pay-for-performance system, and to broaden the link between performance and retention service credit for reduction in force.
Proposed Voluntary Product Standard (PS) 20-05 “American Softwood Lumber Standard”
This notice advises the public that the National Institute of Standards and Technology (NIST) is distributing a proposed revision of Voluntary Product Standard (PS) 20-99, ``American Softwood Lumber Standard.'' This standard, prepared by the American Lumber Standard Committee, serves the procurement and regulatory needs of numerous federal, state, and local government agencies by providing for uniform, industry-wide grade-marking and inspection requirements for softwood lumber. The implementation of the standard also allows for uniform labeling and auditing of treated wood and, through a Memorandum of Understanding with the U.S. Department of Agriculture, labeling and auditing of wood packaging materials for international trade. As part of a five-year review process, NIST is seeking public comment and invites interested parties to review the revised standard and submit comments.

Announcement of a Meeting to Explore Feasibility of Establishing a NIST/Industry Consortium on Gene Expression Metrology
The National Institute of Standards and Technology (NIST) invites interested parties to attend a pre-consortium meeting on May 16, 2005 to be held on the NIST campus in Boulder, Colorado. The goal of the one-day meeting is to evaluate industry interest in creating a NIST/industry consortium focused on gene expression metrology. The goals of such a consortium would include the development of measurement methods of known quality for microarray gene expression results. The consortium would be supervised and administered by NIST. Consortium research and development would be conducted by NIST staff members along with at least one technical representative from each participating member company. Membership in the Consortium is open to manufacturers of complete microarray gene expression systems (i.e. systems which include all components required to measure a genome-wide expression profile form isolated RNA). Consortium Members will be required to provide the NIST staff members with a complete system representative of their technology platform to support measurement and standards development. The initial term of the consortium is intended to be three years.
Public Forum on Urban Search and Rescue Robot Performance Standards
The National Institute of Standards and Technology (NIST) will host, in conjunction with the Department of Homeland Security (DHS), a public meeting from 9 a.m. to 4 p.m. on May 13, 2005 at the NIST campus in Gaithersburg, MD. This meeting pertains to a new DHS Program to develop comprehensive standards related to the development, testing, and certification of effective technologies for Urban Search and Rescue (US&R) robotics. These US&R robotic performance standards cover sensing, mobility, navigation, planning, integration, and operator control in order to ensure that the robots can meet operational requirements under the extremely challenging conditions that rescuers are faced with, including long endurance missions. The standards will also address issues of robotic component interoperability to reduce costs. The US&R robotic standards effort focuses on fostering collaboration between first responders, robot vendors, and technology developers to advance consensus standards for task specific robot capabilities and interoperability of components. These standards will allow DHS to provide guidance to local, state, and federal homeland security entities regarding the purchase, deployment and use of US&R robotic systems. The meeting is intended as a method of disseminating information pertaining to this newly initiated program. Attendees at the May 13 forum are expected to include: robot platform vendors, robot peripherals and software providers, sensor (chemical, biological, radiological, nuclear, environmental) providers, researchers working on robotic components, platforms, and algorithms, government agencies working on applicable robotic technologies and sensors, federal, state, and local responders and response agencies, and testing and evaluation sites and laboratories. Announcing Approval of Federal Information Processing Standard (FIPS) Publication 201, Standard for Personal Identity Verification of Federal Employees and Contractors
The Secretary of Commerce has approved Federal Information Processing Standard (FIPS) Publication 201, Standard for Personal Identity Verification of Federal Employees and Contractors, and has made it compulsory and binding on Federal agencies for use in issuing a secure and reliable form of personal identification to employees and contractors. The standard does not apply to personal identification associated with national security systems as defined by 44 U.S.C. 3542(b)(2). Homeland Security Presidential Directive (HSPD) 12, Policy for a Common Identification Standard for Federal Employees and Contractors, dated August 27, 2004, directed the Secretary of Commerce to promulgate, by February 27, 2005, a Government-wide standard for secure and reliable forms of identification to be issued by the Federal Government to its employees and contractors (including contractor employees). HSPD-12 specified that the secure and reliable forms of identification to be issued to employees and contractors should be based on: sound criteria for verifying an individual employee's identity; strong resistance to identity fraud, tampering, and terrorist exploitation; capability of being rapidly authenticated electronically; and issuance by providers whose reliability has been established by an official accreditation process. FIPS 201 was developed to satisfy the technical, administrative, and timeliness requirements of HSPD 12. The standard was developed in a ``manner consistent with the Constitution and applicable laws, including the Privacy Act (5 U.S.C. 552a) and other statutes protecting the rights of Americans'' as required in HSPD 12. In developing the standard, NIST used technical input solicited from industry and government participants in workshops and public meetings, and from a Federal Register notice (69 FR 68128) of November 23, 2004, inviting comments from industry and government on the draft standard.

Voting Equipment Evaluations
In accordance with the provisions of the Help America Vote Act (HAVA), the National Institute of Standards and Technology (NIST) will be conducting research on voting equipment used in the 2004 elections. The NIST research is designed to: (1) Determine the realistic usability benchmarks for current voting system technology to support usability performance standards in next generation voluntary voting systems standards, and (2) develop usability test protocols for conformance testing of such standards. Announcement of a Meeting To Explore Feasibility of Establishing a NIST/Industry Consortium on Fire Resistive Materials for Structural Steel
The National Institute of Standards and Technology (NIST) invites interested parties to attend a pre-consortium meeting on July 14, 2005 to be held on the NIST campus. The goal of the one-day meeting is to evaluate industry interest in creating a NIST/industry consortium focused on the materials science of fire resistive materials for structural steel. The goals of such a consortium would include the development of measurement methods for the thermal and adhesion properties of fire resistive materials, tools for the characterization of their three-dimensional microstructure, and linkages between microstructure and the above-mentioned performance properties. The consortium would be supervised and administered by NIST. Consortium research and development would be conducted by NIST staff members along with at least one technical representative from each participating member company. It is estimated that membership fees for participation in the consortium would be on the order of Twenty-five Thousand ($25,000) per year. The initial term of the consortium is intended to be three years.
Announcement of a Meeting To Discuss an Opportunity To Join a Cooperative Research and Development Consortium on Fire Retardant Foam Flammability
The National Institute of Standards and Technology (NIST) invites interested parties to attend a meeting on April 20, 2005 to discuss the possibility of setting up a cooperative research consortium. The objective is to develop high throughput foam preparation methods and flammability measurement methods to aid polyurethane manufacturers and additive suppliers in developing fire safe foams that are environmentally safe and cost effective. The primary outcome of this work being the creation of a structure- flammability property database for polyurethane foams.
Public Forum for U.S. Standards Strategy
The National Institute of Standards and Technology (NIST) will host, in conjunction with the American National Standards Institute, a public workshop from 9 a.m. to noon on April 15, 2005, at the Department of Commerce, Herbert C. Hoover Building, 14th Street and Constitution Ave., NW., Washington, DC. The purpose of the workshop is to raise awareness of the effort currently underway to complete the United States Standards Strategy; to engage stakeholders in a dialogue of its principles, strategic initiatives and tactics; and to invite public comment. The results of the workshop discussions will be included in a compilation of public comments and considered in a final draft of the U.S. Standards Strategy. There is no charge for the workshop, but pre-registration is required. The NCNR Financial Assistance Program will offer financial assistance in the field of Neutron Research and Spectroscopy specifically aimed at developing new instrumentation for Neutron Research, conducting collaborative research with NIST scientists, and assisting visiting researchers at the NCNR.

Announcing Approval of Withdrawal of Seventeen (17) Federal Information Processing Standards (FIPS) Publications
The purpose of this notice is to announce that the Secretary of Commerce has approved the withdrawal of seventeen (17) Federal Information Processing Standards (FIPS) Publications. These FIPS are being withdrawn because they are obsolete, or have not been updated to adopt current voluntary industry standards, current federal data standards, or current good practices for information security. This situation preserves obsolete standards for agency use. Some of these FIPS adopt voluntary industry standards. Federal agencies and departments are directed by the National Technology Transfer and Advancement Act of 1995 (Public Law 104-113) to use technical standards that are developed in voluntary consensus standards bodies. Consequently, FIPS that duplicate voluntary industry standards are no longer needed. Some of these FIPS adopt data standards that are developed and used by other Federal government agencies. These FIPS have not been updated to reflect changes and modifications that have been made to the data representations. The remaining FIPS provide advisory guidance to Federal agencies on information security issues. This advisory guidance, which is not compulsory and binding, has been updated by NIST and issued in more recent recommendations and publications.
International Code Council: The Update Process for the International Codes
The International Code Council (ICC), under whose auspices the International Codes (``I-Codes'') are developed, maintains a process for updating these model codes based on receipt of proposals from interested individuals and organizations. The ICC's 14 separately published codes are comprehensively updated and re-published every three years with a Supplement published between each edition. The most current versions of the I-Codes are the 2003 Editions and 2004 Supplements. Each structured 18-month code development cycle includes two separate public sessions, both open to public participation and observation. The first of the two sessions is the Code Development Hearing during which balanced committees initially review, discuss and vote on an opinion on each proposal for change to the model codes. Attendees to this hearing are eligible to raise objection to and call for a vote of the ICC members assembled regarding the committee's opinion. The results of the Code Development Hearing are made available for public review and comment prior to the second public session. Public comments received by the ICC are published and distributed for public review. At the second session, entitled the Final Action Hearing, public comments are reviewed and discussed and final voting is conducted to determine which proposals are adopted into the I-Codes. The purpose of this notice is to invite the public participation in the Code Development Hearing. The publication of this notice by the National Institute of Standards and Technology (NIST) on behalf of ICC is being undertaken as a public service; NIST does not necessarily endorse, approve, or recommend any of the codes or standards referenced in the notice. Session Dates: The Code Development Hearings of the 2004/2005 Code Development Cycle will occur on February 22-March 4, 2005, at the Millennium Hotel, Cincinnati, Ohio. This will be followed by the Final Action Hearings scheduled for September-October 1, 2005, at the COBO Center in Detroit, Michigan. Proposed changes approved during this cycle, in addition to changes published in the 2004 Supplement, will constitute the 2006 Edition of the International Codes. Small Grant Programs, Precision Measurement Grants Program, Summer Undergraduate Research Fellowship (SURF) Programs; Amendment
The National Institute of Standards and Technology (NIST) published a document in the Federal Register on January 5, 2005, announcing the availability of funds for Small Grants Programs. On December 27, 2004, NIST published two documents in the Federal Register, one announcing the availability of funds for the Summer Undergraduate Research Fellowships (SURF) Programs, and the other announcing the availability of funds for the Precision Measurement Grants Program. This document amends the Supplementary Information for each notice to update the citation to the Department of Commerce Pre- Award Notification Requirements for Grants and Cooperative Agreements printed in the notices.
Manufacturing Extension Partnership National Advisory Board
Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Manufacturing Extension Partnership National Advisory Board (MEPNAB), National Institute of Standards and Technology (NIST), will meet Thursday, February 17, 2005, from 8:30 a.m. to 3:30 p.m. The MEPNAB is composed of eleven members appointed by the Director of NIST who were selected for their expertise in the area of industrial extension and their work on behalf of smaller manufacturers. The Board was established to fill a need for outside input on MEP. MEP is a unique program consisting of centers in all 50 states and Puerto Rico. The centers have been created by state, federal, and local partnerships. The Board works closely with MEP to provide input and advice on MEP's programs, plans, and policies. The purpose of this meeting is to update the board on the latest program developments including a NIST Update, a MEP Policy Overview, and a MEP Program Operations Update. Radiation Detection Instrument Evaluations
On behalf of the Department of Homeland Security (DHS), the National Institute of Standards and Technology (NIST) is coordinating performance tests, supporting the ANSI N42.32, N42.33, N42.34 and N42.35 standards, of commercially available equipment for the DHS by various National laboratories. The tests are designed to determine the effectiveness of radiation detection instruments that may be used by first responders in a radiological incident. The participating National laboratories are: Oak Ridge National Laboratory (ORNL), Pacific Northwest National Laboratory (PNNL), Los Alamos National Laboratory (LANL) and Lawrence Livermore National Laboratory (LLNL).
Announcing Development of Federal Information Processing Standard (FIPS) 140-3, a Revision of FIPS 140-2, Security Requirements for Cryptographic Modules
The National Institute of Standards and Technology announces that it plans to develop Federal Information Processing Standard (FIPS) 140-3, which will supersede FIPS 140-2, Security Requirements for Cryptographic Modules. FIPS 140-2, approved by the Secretary of Commerce and announced in the Federal Register (June 27, 2001, Volume 66, Number 124, Pages 34154-34155), identifies requirements for four levels of security for cryptographic modules that are utilized by Federal agencies to protect the security of Federal information systems. The Federal Information Security Management Act (FISMA) (Public Law 107-347) requires that all Federal agencies and their contractors use only those cryptographic-based security systems that were validated to FIPS 140-2 or to its predecessor, FIPS 140-1.
