NIST Federal Information Processing Standard (FIPS) 140-3 (Second Draft), Security Requirements for Cryptographic Modules; Request for Additional Comments
The National Institute of Standards and Technology (NIST) seeks additional comments on specific sections of Federal Information Processing Standard 140-3 (Second Draft), Security Requirements for Cryptographic Modules, to clarify and resolve inconsistencies in the public comments received in response to the Federal Register (74 FR 91333) notice of December 11, 2009. The draft standard is proposed to supersede FIPS 140-2.
Request for Comments on U.S. Technical Participation in the 14th Conference of the International Organization of Legal Metrology (OIML)
The National Institute of Standards and Technology (NIST) seeks comments concerning U.S. technical participation in the 14th Conference of the International Organization of Legal Metrology (OIML). This conference is held once every four years and was last held in 2008. Interested parties are requested to review and submit comments on the 24 OIML Recommendations and Documents on legal measuring instruments that will be presented for ratification by the Conference. Comments may also be submitted on other issues relevant to the Conference.
Alternative Personnel Management System (APMS) at the National Institute of Standards and Technology
This notice announces changes to existing provisions of the National Institute of Standards and Technology's (NIST) Alternative Personnel Management System (APMS). NIST will pilot direct-hire authority for a period of one year from the publication date of this notice, for all positions in the General Engineering, 801 series and General Physical Science, 1301 series.

The Advanced Manufacturing National Program Office (AMNPO), housed at the National Institute of Standards and Technology (NIST), announces the third workshop in a series of public workshops entitled ``Designing for Impact: Workshop on Building the National Network for Manufacturing Innovation.'' This workshop series provides a forum for the AMNPO to introduce the National Network for Manufacturing Innovation (NNMI) and its regional components, Institutes for Manufacturing Innovation (IMIs), and for public discussion of this new initiative that was announced by President Obama on March 9, 2012.\1\ The discussion at the workshop will focus on the following topics: Technologies with Broad Impact, Institute Structure and Governance, Strategies for Sustainable Institute Operations, and Education and Workforce Development.

Alternative Personnel Management System (APMS) at the National Institute of Standards and Technology
This notice announces changes to the existing provisions of the National Institute of Standards and Technology's (NIST) Alternative Personnel Management System (APMS) published October 21, 1997. NIST is implementing direct-hire authority on a permanent basis for all Nuclear Reactor Operator positions in NIST's Scientific and Engineering Technician (ZT) career path at the Pay Band III and above, and for all positions in NIST's Scientific and Engineering (ZP) career path at the Pay Band III and above except for the Information Technology Management, 2210 series; the General Engineering, 801 series; and the General Physical Science, 1301 series.
Prospective Grant of Exclusive Patent License
This is a notice in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i) that the National Institute of Standards and Technology (``NIST''), U.S. Department of Commerce, is contemplating the grant of an exclusive license in the United States of America, its territories, possessions and commonwealths, to NIST's interest in the invention embodied in Provisional Application for Patent Application No. 61,638,362 titled ``Flow Cytometer Systems and Associated Methods,'' NIST Docket No. 11-010 to the Regents of the University of Colorado, having a place of business at 1800 Grant Street, 8th Floor, Denver, CO 80203. The grant of the license would be for all fields of use.

Work Group on Measuring Systems for Electric Vehicle Fueling
The National Institute of Standards and Technology (NIST) is forming a Work Group (WG) to develop proposed requirements for commercial electricity-measuring devices (including those used in sub- metering electricity at residential and business locations and those used to measure and sell electricity dispensed as a vehicle fuel) and to ensure that the prescribed methodologies and standards facilitate measurements that are traceable to the International System of Units (SI). This work is not intended to address utility metering in the home or business where the electricity metered is consumed by the end purchaser.
