In accordance with 15 U.S.C. Section 1512 and Executive Order 11625, the Minority Business Development Agency (MBDA) is soliciting competitive applications from organizations to operate a Minority Business Enterprise Center (MBEC) in El Paso, TX. The MBEC operates through the use of business consultants and provides a range of business consulting and technical assistance services directly to eligible minority-owned businesses. Responsibility for ensuring that applications in response to this competitive solicitation are complete and received by MBDA on time is the sole responsibility of the applicant. Applications submitted must be to operate a MBEC and to provide business consultation services to eligible clients. Applications that do not meet these requirements will be rejected. This is not a grant program to help start or to further an individual business.

The Minority Business Development Agency (MBDA) is publishing this notice to allow for up to a 180-day funded extension, on a non- competitive basis, of the overall award periods for those Minority Business Enterprise Centers (MBECs) identified in this notice. MBDA is taking this action to allow for continued program delivery by the incumbent MBEC operators while MBDA completes the competitive solicitation and award processes for the next three (3) year MBEC award period.

The NABEC operates through the use of business consultants and provides a range of technical assistance services directly to Native American- and other minority-owned businesses. Responsibility for ensuring that applications in response to this competitive solicitation are complete and received by MBDA on time is the sole responsibility of the applicant. Applications submitted must be to operate a NABEC and to provide business consultation to eligible clients. Applications that do not meet these requirements will be rejected. This is not a grant program to help start an individual business.

The President's Advisory Commission on Asian Americans and Pacific Islanders (Commission) will convene a teleconference meeting on April 23, 2007 to deliberate the draft Commission report to the President. This meeting is open to the public and interested persons may listen to the teleconference by using the call-in number and pass code provided below (see ADDRESSES).

On August 17, 2004, the Minority Business Development Agency (MBDA) published a Federal Register notice soliciting competitive applications for operators of the Miami/Ft. Lauderdale, Oklahoma City and Honolulu Minority Business Enterprise Centers (MBECs) (formerly Minority Business Development Centers). No other MBECs were included as part of this competitive solicitation. The August 17, 2004 notice provides for a two-year award period, with an optional third-year award period available at the sole discretion of MBDA and the Department of Commerce. The notice also provides that only those MBECs achieving ``outstanding'' performance ratings for each of the two prior program years are eligible to receive funding for the optional third-year of the award. This notice amends the August 17, 2004 notice to change the minimum required performance rating for the optional third-year award period from ``outstanding'' to ``at least commendable'' for the first program year. The ``outstanding'' performance requirement for the second program year continues to apply. MBDA is making this amendment to allow the operators of these three MBECs to be eligible for a third and final year of continuation funding if they achieve at least a ``commendable'' performance rating for first program year and an ``outstanding'' performance rating for the second program year.
