On August 30, 2022, the U.S. Department of Commerce (Commerce) published the notice of initiation and preliminary results of changed circumstances reviews (CCR) of the antidumping duty (AD) and countervailing duty (CVD) orders on certain cold-rolled steel flat products (cold-rolled steel) and certain corrosion-resistant steel products (CORE) from the Republic of Korea (Korea). For these final results, Commerce continues to find that KG Steel Corporation (dba KG Dongbu Steel Co., Ltd.) (KG Steel) is the successor-in-interest to KG Dongbu Steel Co., Ltd. (KG Dongbu Steel) in the context of the AD and CVD orders on cold-rolled steel and CORE from Korea. Furthermore, KG Steel is entitled to KG Dongbu Steel's AD and CVD cash deposit rates with respect to entries of subject merchandise in each of the above- referenced proceedings.

``Executive Order on America's Supply Chains'', issued on February 24, 2021, outlines U.S. policy objectives with respect to strengthening the resilience of America's supply chains. The Executive Order directed relevant Secretaries to prepare reports on the supply chains for critical sectors and subsectors within either 100 days or 1 year of the Order. Through this Request for Comment (RFC), the Department of Commerce (Commerce) is requesting input from the public on a draft list of critical goods and materials within four of the supply chains assessed under the Order: public health and biological preparedness, information and communications technology (ICT), energy, and critical minerals. The draft list, defined by 8- and 10-digit tariff lines of the Harmonized Tariff Schedule of the United States (HTSUS), is set out online at https://www.trade.gov/data-visualization/draft-list-critical- supply- chains. The list of critical goods and materials will serve as a tool to facilitate ongoing targeted analysis of trade data and the evaluation of policies to strengthen these supply chains. This RFC is a part of the government's ongoing work to identify risks, address vulnerabilities, and develop a strategy to promote American supply chains resiliency in accordance with the Order.

On September 13, 2022, the U.S. Court of International Trade (CIT) issued its final judgment in Bothwell (Taizhou) Steel Fittings, Co., Ltd. v. United States, Consol. Court no. 21-00166, sustaining the U.S. Department of Commerce's (Commerce) remand results pertaining to the administrative review of the countervailing duty (CVD) order on forged steel fittings (FSF) from the People's Republic of China (China) covering the period March 14, 2018, through December 31, 2018. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the countervailable subsidy rate assigned to Both-Well (Taizhou) Steel Fittings, Co., Ltd. (Both-Well).

The examination of whether Russia has remained an ME country for purposes of the AD law is now being continued within the context of the emulsion styrene-butadiene rubber (ESBR) investigation from Russia.

In that notice, Commerce did not state that it is aligning the final CVD determination in this investigation with the final determination in the companion antidumping duty (AD) investigation of WGJC from Argentina. We are correcting this error with this notice, as described below.
