The Department of Commerce (the Department) is currently conducting an administrative review of the antidumping duty order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC) covering the period December 1, 2007, through November 30, 2008. We preliminarily determine that sales made by Since Hardware (Guangzhou) Co., Ltd. (Since Hardware) were made below normal value (NV). We invite interested parties to comment on these preliminary results. In addition, we are also rescinding this administrative review with respect to New-Tec Integration (Xiamen) Co., Ltd. (New-Tec).

The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Wood Machinery Manufacturers of America (``WMMA'') on December 24, 2009. The Certificate has been amended ten times. The previous amendment was issued to WMMA on July 9, 2008, and published in the Federal Register July 17, 2008 (73 FR 41032). The original Export Trade Certificate of Review No. 88-00016 was issued to WMMA on February 3, 1989, and published in the Federal Register on February 9, 1989 (54 FR 6312).

On July 7, 2009, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the first administrative review of the antidumping duty order on certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC''). The period of review (``POR'') is from December 26, 2006, through May 31, 2008, for 27 companies.\1\
