Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Final Results of Countervailing Duty Administrative Review

On September 9, 2008, the U.S. Department of Commerce (``the Department'') published in the Federal Register its preliminary results of the administrative review of the countervailing duty (``CVD'') order on corrosion-resistant carbon steel flat products (``CORE'') from the Republic of Korea (``Korea'') for the period of review (``POR'') January 1, 2006, through December 31, 2006. See Corrosion- Resistant Carbon Steel Flat Products From the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review. 73 FR 52315 (September 9, 2008) (``Preliminary Results''). We preliminarily found that Pohang Iron and Steel Co. Ltd. (``POSCO'') and Dongbu Steel Co., Ltd. (``Dongbu'') received de minimis countervailable subsidies during the POR. We received comments on our preliminary results from POSCO, a respondent company. The final results are listed in the section ``Final Results of Review'' below.
Final Determination of Sales at Less Than Fair Value and Affirmative Determination of Critical Circumstances: Small Diameter Graphite Electrodes from the People's Republic of China

Notice of Initiation and Preliminary Results of Changed-Circumstances Antidumping Duty Review: Certain Carbon Steel Butt-Weld Pipe Fittings From Thailand

The Department of Commerce (the Department) received a request from Awaji Materia (Thailand) Co., Ltd. (AMT), for initiation of a changed-circumstances review of the antidumping duty order on certain carbon steel butt-weld pipe fittings (pipe fittings) from Thailand. After reviewing this request, we preliminarily determine that AMT is the successor-in-interest to Awaji Sangyo (Thailand) Co., Ltd. (AST), and, as a result, should be accorded the same treatment previously accorded to AST with respect to the antidumping duty order on pipe fittings from Thailand. Interested parties are invited to comment on these preliminary results.
Wooden Bedroom Furniture from the People's Republic of China: Amended Final Results Pursuant to a Final Court Decision

On October 10, 2008, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``Department'') final results of redetermination pursuant to the Department's voluntary remand, wherein the Department granted separate-rate status to Macau Youcheng Trading Co./Zhongshan Youcheng Wooden Arts & Crafts Co., Ltd. (collectively ``Youcheng'').\1\ The period of review (``POR'') is June 24, 2004, through December 31, 2005. As there is now a final and conclusive court decision in this case, the Department is amending the final results of the first administrative review of wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''), to reflect this determination pursuant to a request by the Department for the CIT to grant a remand in this case. On July 8, 2008, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on certain stainless steel butt-weld pipe fittings from Taiwan. See Certain Stainless Steel Butt-Weld Pipe Fittings from Taiwan: Preliminary Results of Antidumping Duty Administrative Review and Notice of Intent to Rescind in Part, 73 FR 38972 (July 8, 2008) (``Preliminary Results''). The merchandise covered by the order is certain stainless steel butt-weld pipe fittings from Taiwan as described in the ``Scope of the Order'' section of this notice. The period of review (``POR'') is June 1, 2006, through May 31, 2007. We provided interested parties an opportunity to comment on our Preliminary Results. Based upon our analysis of the comments received, we made changes to the margin calculation. On November 25, 2008, the Department of Commerce (the ``Department'') received a request on behalf of petitioners, the American Furniture Manufacturers Committee for Legal Trade and its individual members (the ``AFMC'' or ``petitioners''), for a changed circumstances review and a request to revoke in part the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China (``PRC'') with respect to certain toy boxes. In its November 25, 2008, submission, AFMC stated that it no longer has any interest in antidumping relief from imports of certain toy boxes with respect to the subject merchandise defined in the ``Scope of the Review'' section below. Interested parties are invited to comment on these preliminary results.

On September 30, 2008, the Department of Commerce (``the Department'') published a notice announcing the initiation of an administrative review of the antidumping duty order on granular polytetrafluoroethylene resin from Italy, covering the period August 1, 2007, through July 31, 2008. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 73 FR 56794, (September 30, 2008). The review was requested by Solvay Solexis, Inc. and Solvay Solexis S.p.A. (collectively, ``Solvay''). We are now rescinding this review as a result of Solvay's withdrawal of its request for an administrative review.

On September 8, 2008, the Department of Commerce (the Department) published the preliminary results and partial rescission of the 2006-2007 administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP 23) from the People's Republic of China (PRC). Barium Carbonate from the People's Republic of China: Final Results of the Expedited Sunset Review of the Antidumping Duty Order

On September 2, 2008, the Department of Commerce (``Department'') initiated a sunset review of the antidumping duty order on barium carbonate from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``Act''). See Initiation of Five-year (``Sunset'') Review, 73 FR 51275 (September 2, 2008) (``Sunset Initiation''); see also Antidumping Duty Order: Barium Carbonate from the People's Republic of China, 68 FR 56619 (October 1, 2003) (``Order''). On September 16, 2008, Chemical Products Corporation (``CPC''), the petitioner in the original barium carbonate investigation, notified the Department that it intended to participate in the sunset review. The Department did not receive a substantive response from any respondent party. Based on the notice of intent to participate and adequate response filed by the domestic interested party, and the lack of response from any respondent interested party, the Department conducted an expedited sunset review of the Order pursuant to section 751(c)(3)(B) of the Act and 19 C.F.R. 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Order would likely lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Sunset Review'' section of this notice, infra.

Revocation of Antidumping Duty Order: Certain Steel Concrete Reinforcing Bars from Turkey

On February 1, 2008, the Department of Commerce (the Department) initiated a sunset review of the antidumping duty order on certain steel concrete reinforcing bars (rebar) from Turkey. See Initiation of Five-year (``Sunset'') Reviews, 73 FR 6128 (Feb. 1, 2008). Pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), the International Trade Commission (ITC) determined that revocation of this order would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. See Steel Concrete Reinforcing Bar From Turkey; Determination, 73 FR 77841 (Dec. 19, 2008) (ITC Final). Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(iii), the Department is revoking the antidumping duty order on rebar from Turkey.
