Stainless Steel Sheet and Strip in Coils from Mexico; Preliminary Results of Antidumping Duty Administrative Review
In response to requests from respondent ThyssenKrupp Mexinox S.A. de C.V. (Mexinox S.A.) and Mexinox USA, Inc. (Mexinox USA) (collectively, Mexinox) and petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel sheet and strip in coils (S4 in coils) from Mexico. This administrative review covers imports of subject merchandise from Mexinox S.A. during the period July 1, 2003, to June 30, 2004.
Final Results of Expedited Sunset Review of the Countervailing Duty Order: Certain Cut-To-Length Carbon-Quality Steel Plate From Korea
On January 3, 2005, the Department of Commerce (``the Department''') initiated a sunset review of the countervailing duty (``CVD'') order on certain cut-to-length carbon-quality steel plate from Korea pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act'''). See Initiation of Five-year (``Sunset'') Reviews, 70 FR 75 (January 3, 2005). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties, as well as inadequate response from respondent interested parties, the Department conducted an expedited sunset review pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B). As a result of this sunset review, the Department finds that revocation of the CVD order would be likely to lead to continuation or recurrence of countervailable subsidies at the levels indicated in the ``Final Results of Review'' section of this notice.
Saccharin From the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is conducting the first administrative review of the antidumping duty order on saccharin from the People's Republic of China (``PRC'') covering the period December 27, 2002, through June 30, 2004. We have preliminarily determined that sales have been made below normal value. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the period of review (``POR'') for which the importer-specific assessment rates are above de minimis. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.
Brass Sheet and Strip from Brazil, Canada, France, Italy and Japan; Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On April 1, 2005, the Department of Commerce (``the Department'') initiated sunset reviews of the antidumping duty orders on brass sheet and strip from Brazil, Canada, France, Italy and Japan pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). The Department conducted expedited (120-day) sunset reviews for these orders. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Reviews section of this notice.
Certain Cut-To-Length Carbon-Quality Steel Plate from France, India, Indonesia, Italy, Japan, and the Republic of Korea; Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On January 3, 2005, the Department of Commerce (``the Department'') initiated sunset reviews of the antidumping duty orders (``AD Orders'') on Certain Cut-To-Length Carbon-Quality Steel Plate (``CTL Plate'') from France, India, Indonesia, Italy, Japan, and the Republic of Korea pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). Canned Pineapple Fruit From Thailand: Preliminary Results of Antidumping Duty Administrative Review
In response to requests by certain producers/exporters of the subject merchandise and the petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on canned pineapple fruit (CPF) from Thailand. This review covers two producers/exporters of the subject merchandise. The period of review (POR) is July 1, 2003, through June 30, 2004.
Preliminary Results of Antidumping Duty Administrative Review: Stainless Steel Sheet and Strip in Coils from France
In response to requests from Ugine and ALZ France S.A. (U&A France) (the Respondent), and Allegheny Ludlum Corporation, AK Steel, Inc., North American Stainless, United Steelworkers of America, AFL- CIO/CLC, Butler Armco Independent Union, and Zanesville Armco Independent Organization (collectively, the Petitioners), the U.S. Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel sheet and strip in coils (SSSS) from France for the period July 1, 2003, through June 30, 2004 (POR). The Department preliminarily finds that U&A France's sales of SSSS in the United States were made at less than normal value (NV). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of U&A France's merchandise during the period of review. The preliminary results are listed in the section titled ``Preliminary Results of Review,'' below.
Certain Polyester Staple Fiber from the Republic of Korea and Taiwan: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On April 1, 2005, the Department of Commerce (``the Department'') initiated sunset reviews of the antidumping duty orders on certain polyester staple fiber (``PSF'') from the Republic of Korea (``Korea'') and Taiwan pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and adequate substantive responses filed on behalf of domestic interested parties and inadequate responses from respondent interested parties, the Department conducted expedited (120-day) sunset reviews. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would likely lead to continuation or recurrence of dumping at the levels identified in the Final Results of Reviews section of this notice.
Honey from the People's Republic of China: Initiation of New Shipper Antidumping Duty Review
In June 2005, the Department of Commerce (``the Department'') received two requests to conduct new shipper reviews of the antidumping duty order on honey from the People's Republic of China (``PRC''). We have determined that these requests meet the statutory and regulatory requirements for the initiation of new shipper reviews.
Polychloroprene Rubber from Japan; Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on polychloroprene rubber from Japan would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing this notice of continuation of this antidumping duty order.
Notice of Preliminary Results of Antidumping Duty Administrative Review: Individually Quick Frozen Red Raspberries from Chile
The Department of Commerce is conducting an administrative review of the antidumping duty order on individually quick frozen red raspberries from Chile. The period of review is July 1, 2003, through June 30, 2004. This order covers sales of individually quick frozen red raspberries with respect to Fruticola Olmue, S.A.; Santiago Comercio Exterior Exportaciones Limitada; and Vital Berry Marketing, S.A. We preliminarily find that, during the period of review, sales of individually quick frozen red raspberries were not made below normal value. Interested parties are invited to comment on these preliminary results. We will issue the final results not later than 120 days from the date of publication of this notice.
Sugar from the European Community; Final Results of the Full Sunset Review of the Countervailing Duty Order
On September 1, 2004, the Department of Commerce (``the Department'') initiated a sunset review of the countervailing duty (``CVD'') finding on sugar from the European Community (``the Community'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). See Notice of Initiation of Five-year (``Sunset'') Review, 69 FR 53408 (September 1, 2004). On the basis of a notice of intent to participate filed on behalf of the domestic interested parties and adequate substantive comments filed on behalf of the domestic interested parties and the Community, the Department conducted a full sunset review of the countervailing duty finding on sugar from the Community. As a result of this sunset review, the Department finds that revocation of the CVD finding would likely lead to continuation or recurrence of countervailable subsidies at the level indicated in the ``Final Results of Review'' section of this notice.
Continuation of Antidumping Duty Orders on Stainless Steel Sheet and Strip in Coils from Germany, Italy, Japan, the Republic of Korea, Mexico, and Taiwan, and Countervailing Duty Orders on Stainless Steel Sheet and Strip in Coils from Italy and the Republic of Korea
As a result of the determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty orders on stainless steel sheet and strip in coils from Germany, Italy, Japan, Republic of Korea (``Korea''), Mexico, and Taiwan, and the countervailing duty orders on stainless steel sheet and strip in coils from Italy and Korea, would likely lead to continuation or recurrence of dumping and countervailable subsidies, and material injury to an industry in the United States, the Department is publishing notice of continuation of these antidumping and countervailing duty orders.
Certain Stainless Steel Sheet and Strip in Coils from France and the United Kingdom; Final Results of Sunset Reviews and Revocation of Antidumping Duty Order
On June 1, 2004, the Department of Commerce (``the Department'') initiated its first sunset review of the antidumping duty orders on certain stainless steel sheet and strip in coils from France and the United Kingdom. See Initiation of Five-Year (``Sunset'') Reviews, 69 FR 30874 (June 1, 2004) (``First Sunset Review''). Pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the International Trade Commission (``the ITC''), in its first sunset review, determined that revocation of the antidumping duty orders on stainless steel sheet and strip in coils from France and the United Kingdom is not likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. Therefore, pursuant to section 751(d)(2) of the Act, and section 351.222(i)(1)(iii) of the Department's regulations, the Department is revoking the antidumping duty orders on certain stainless steel sheet and strip in coils from France and the United Kingdom.
Notice To Establish an Advisory Committee on Travel and Tourism
In accordance with the provisions of the Federal Advisory Committee Act, 5 U.S.C. App. 2, and the General Services Administration (GSA) rule of Advisory Committee Management, 41 CFR part 102-3 and after consultation with GSA, the Secretary of Commerce has determined that the establishment of the U.S. Travel and Tourism Advisory Board is in the public interest, in connection with the performance of duties imposed on the Department by law. This is a renaming of the original board established in 2003 under the name U.S. Travel and Tourism Promotion Advisory Board pursuant to the Department of Commerce and Related Agencies Appropriations Act, 2003, section 210 (Public Law 108- 7). This also expands the duties of the Board to include the activities that are authorized under 15 U.S.C. 1512, set forth below. Under the newly established U.S. Travel and Tourism Advisory Board, the Secretary of Commerce shall in consultation with the Board design, develop and implement an international promotional campaign, which seeks to encourage foreign individuals to travel to the United States for the purposes of engaging in tourism related activities. Also, pursuant to 15 U.S.C. 1512 which provides the Department of Commerce the province and duty to foster, promote and develop foreign and domestic commerce, the Board shall advise the Secretary of Commerce on the development, creation and implementation of a national tourism strategy and shall provide a means of ensuring regular contact between the government and the travel and tourism sector. The Board shall advise the Secretary on government policies and programs that affect the United States travel and tourism industry and provide a forum for discussing and proposing solutions to industry related problems. The U.S. Travel and Tourism Advisory Board will consist of no more than 15 members appointed by the Secretary of Commerce to assure a balanced representation among the travel and tourism industry sector. The U.S. Travel and Tourism Advisory Board will function solely as an advisory body, and in compliance with the provisions of the Federal Advisory Committee Act. Its charter will be filed under the Act, fifteen days from the date of publication of this notice.
Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Notice of Rescission of Antidumping Duty Administrative Review
In response to a request by Beijing Shougang Xingang Co., Ltd., and Beijing Alliance of Xingang Science and Trade Co., Ltd., (collectively ``Shougang''), an exporter of subject merchandise, the Department of Commerce (the ``Department'') initiated an administrative review of the antidumping duty order on cut-to-length carbon steel plate (``CTL Plate'') from the People's Republic of China (``PRC''). No other interested party requested a review of Shougang. The period of review (``POR'') is November 3, 2003, through October 31, 2004. On July 5, 2005, Shougang withdrew its request for a review. The Department is now rescinding the administrative review of Shougang.
Duty Drawback Practice in Antidumping Proceedings
On June 30, 2005, the Department of Commerce (the Department) published a notice in the Federal Register requesting comments regarding its practice with respect to duty drawback adjustments to export price in antidumping proceedings (70 FR 37764). The Department has decided to extend the comment period by one week, making the new deadline for the submission of public comments August 15, 2005. Written comments (original and six copies) should be sent to the Assistant Secretary for Import Administration, U.S. Department of Commerce, Central Records Unit, Room 1870, 14th Street and Constitution Ave., NW, Washington, DC 20230.
Certain Forged Stainless Steel Flanges From India; Preliminary Results of New Shipper Review
The Department of Commerce (the Department) is conducting a new shipper review of the antidumping duty order on certain forged stainless steel flanges (stainless steel flanges) from India manufactured by Hilton Forge (Hilton). The period of review (POR) covers February 1, 2004, through July 31, 2004. We preliminarily determine that Hilton made sales of subject merchandise at less than normal value (NV) in the United States during the POR. If these preliminary results are adopted in the final results of this new shipper review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of the subject merchandise for which the importer-specific assessment rates are above de minimis. We invite interested parties to comment on these preliminary results. Parties who submit argument in these proceedings are requested to submit with the argument 1) a statement of the issues and 2) a brief summary of the argument.

Mechanical Transfer Presses from Japan: Final Results of Sunset Review and Revocation of Order
On May 2, 2005, the Department of Commerce (``Department'') initiated the second sunset review of the antidumping duty order on mechanical transfer presses from Japan (70 FR 22632). Because the domestic interested parties did not participate in this sunset review, the Department is revoking this antidumping duty order.
Granular Polytetrafluoroethylene Resin from Japan: Notice of Rescission of Antidumping Duty Administrative Review
On May 10, 2005, the Department of Commerce published a notice of intent to rescind an administrative review of the antidumping duty order on granular polytetrafluoroetheylene resin from Japan for the period August 1, 2003, through July 31, 2004. The Department did not receive any comments or requests for a public hearing in response to this notice, and we are rescinding this administrative review, pursuant to 19 CFR 351.213(d).
Brass Sheet and Strip from Germany, Brazil, and France: Extension of Final Results of Expedited Sunset Reviews of the Antidumping and Countervailing Duty Orders
The Department of Commerce (``the Department'') is extending the time limit for its final results in the expedited sunset reviews of the antidumping (AD) and countervailing duty (CVD) orders on brass sheet and strip from Germany (AD), Brazil (CVD), and France (CVD). As a result of this extension, the Department intends to issue final results of these sunset reviews on or about October 28, 2005.
Ammonium Nitrate from the Russian Federation: Extension of Preliminary and Final Results of a Full Five-year Sunset Review of Suspended Antidumping Duty Investigation
The Department of Commerce (``the Department'') is extending the time limit for its preliminary results in the full sunset review of the suspended antidumping duty investigation on ammonium nitrate from the Russian Federation (``Russia''). As a result of this extension, the Department intends to issue the preliminary results of this sunset review on or about October 18, 2005 and the final results of this sunset review by February 27, 2006.
Notice of Preliminary Results, Partial Rescission of Antidumping Duty Administrative Review and Revocation of the Antidumping Duty Order in Part: Eighth Administrative Review of the Antidumping Duty Order on Certain Pasta from Italy
In response to requests by interested parties, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain pasta (``pasta'') from Italy for the period of review (``POR'') July 1, 2003, through June 30, 2004. We preliminarily determine that during the POR, Barilla G.e.R. Fratelli, S.p.A. (``Barilla'') (formerly Barilla Alimentare, S.p.A.), Corticella Molini e Pastifici S.p.A. and its affiliate Pasta Combattenti S.p.A. (collectively, ``Corticella''),\1\ Industrie Alimentare Colavita, S.p.A. and its affiliate Fusco S.r.L. (collectively, ``Indalco''),\2\ Pastificio Riscossa F.lli Mastromauro, S.r.L. (``Riscossa''), and Pastificio F.lli Pagani S.p.A. (``Pagani'') sold subject merchandise at less than normal value (``NV''). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties equal to the difference between the export price (``EP'') or constructed export price (``CEP'') and NV.
Certain Cased Pencils from the People's Republic of China; Final Results and Partial Rescission of Antidumping Duty Administrative Review
On January 12, 2005, the Department of Commerce (the Department) published in the Federal Register the preliminary results and rescission in part of the 2002-2003 administrative review of the antidumping duty order on certain cased pencils (pencils) from the People's Republic of China (PRC). The period of review (POR) is December 1, 2002, through November 30, 2003. We have now completed the 2002-2003 administrative review of the order. Based on comments received, we have made changes in the dumping margin calculations. Therefore, the final results differ from the preliminary results. For details regarding these changes, see the section of this notice entitled ``Changes Since the Preliminary Results.'' The final results are listed below in the ``Final Results of Review'' section.

Honey from the People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review
On January 31, 2005, the Department of Commerce (the Department) published in the Federal Register (70 FR 4818) a notice announcing the initiation of the administrative review of the antidumping duty order on honey from the People's Republic of China (PRC). The period of review (POR) is December 1, 2003, to November 30, 2004. On June 22, 2005, petitioners and Wuhan Bee Healthy Co., Ltd. (Wuhan Bee) withdrew their requests for an administrative review of Wuhan Bee. This review is now being rescinded for Wuhan Bee.
Certain Preserved Mushrooms from the People's Republic of China: Preliminary Results of the Eighth New Shipper Review
The Department of Commerce (``the Department'') is currently conducting the eighth new shipper review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (``PRC'') covering the period February 1, 2004, through July 31, 2004. This review covers one exporter. Pursuant to section 751(a)(2)(B) of the Tariff Act of 1930 (``the Act''), we have preliminarily determined that sales have not been made at less than normal value (``NV'') with respect to the exporter who participated in this review. If the preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to not assess antidumping duties on entries of merchandise subject to this review. Interested parties are invited to comment on the preliminary results. We will issue the final results no later than 90 days from the date of publication of this notice.
Furfuryl Alcohol from Thailand: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce is conducting an administrative review of the antidumping duty order on furfuryl alcohol from Thailand. The period of review is July 1, 2003, through June 30, 2004. This review covers imports of furfuryl alcohol from one producer/exporter. We preliminarily determine that sales of subject merchandise have not been made at less than normal value. If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection to liquidate entries of furfuryl alcohol from Indorama Chemicals (Thailand) Ltd. without regard to antidumping duties. We invite interested parties to comment on these preliminary results. We will issue the final results not later than 120 days from the date of publication of this notice.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with June anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received a request to revoke one antidumping duty order in part.
District Export Council Nomination Opportunity
The U.S. Department of Commerce is currently seeking expressions of interest from individuals in serving as a member of one of the fifty-nine District Export Councils (DECs) nationwide. The DECs are closely affiliated with the U.S. Export Assistance Centers (USEAC) of the U.S. Commercial Service. DECs combine the energy of more than 1,500 exporters and export service providers who promote U.S. exports. DEC members volunteer at their own expense.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on Carbon and Certain Alloy Steel Wire Rod from Canada for the period October 1, 2003, to September 30, 2004 (the POR). We preliminarily determine that sales of subject merchandise by Ivaco Inc. and Ivaco Rolling Mills (IRM) (collectively, ``Ivaco'') and Ispat Sidbec, Inc. (Ispat) (now known as Mittal Canada Inc. (Mittal)\1\) have been made below normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the publication of this notice.
Certain Iron Metal Castings from India: Notice of Court Decision and Suspension of Liquidation
On June 16, 2005, in Kiswok Industries Pvt. Ltd. and Calcutta Ferrous Ltd. v. United States, Slip Op. 05-73, the Court of International Trade (CIT) affirmed the Department of Commerce (the Department) Final Results of Redetermination on Remand dated July 9, 2004. Consistent with the decision of the U.S. Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), the Department will continue to order the suspension of liquidation of the subject merchandise, where appropriate, until there is a ``conclusive'' decision in this case. If the case is not appealed, or if it is affirmed on appeal, the Department will instruct U.S. Customs and Border Protection (CBP) to liquidate all relevant entries from Calcutta Ferrous Ltd.
Notice of Scope Rulings
The Department of Commerce (the Department) hereby publishes a list of scope rulings completed between January 1, 2005, and March 31, 2005. In conjunction with this list, the Department is also publishing a list of requests for scope rulings and anticircumvention determinations pending as of March 31, 2005, as well as scope rulings inadvertently omitted from prior published lists. We intend to publish future lists after the close of the next calendar quarter.
United States Travel and Tourism Promotion Advisory Board
The United States Travel and Tourism Promotion Advisory Board (Board) will hold a Board meeting on August 1, 2005 in the Sorrel Room at the Grand Californian Hotel, 1600 South Disneyland Drive, Anaheim, California 92802. The Board will discuss the results of the international advertising and promotion campaign launched in the United Kingdom in 2004/2005, which sought to encourage individuals to travel to the United States for the express purpose of engaging in tourism. Continuation of Antidumping Duty Orders on Certain Stainless Steel Plate in Coils From Belgium, Italy, South Korea, South Africa, and Taiwan, and the Countervailing Duty Orders on Certain Stainless Steel Plate in Coils From Belgium, Italy, and South Africa
As a result of the determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty orders on certain stainless steel plate from Belgium, Italy, South Korea, South Africa, and Taiwan, and the countervailing duty orders on Belgium, Italy, and South Africa would likely lead to continuation or recurrence of dumping and countervailable subsidies, and material injury to an industry in the United States, the Department is publishing notice of continuation of these antidumping and countervailing duty orders.
Revocation of Antidumping Duty Order; Certain Stainless Steel Plate in Coils From Canada
On May 21, 1999, the Department of Commerce (``the Department'') published an antidumping duty order on certain stainless steel plate in coils from Canada. See Antidumping Duty Order, Certain Stainless Steel Plate in Coils from Belgium, Canada, Italy, Republic of Korea, South Africa, and Taiwan, 64 FR 27756 (May 21, 1999). On April 1, 2004, the Department initiated its first sunset review of the order on certain stainless steel plate in coils from Canada. See Initiation of Five-Year (``Sunset'') Reviews, 69 FR 17129 (April 1, 2004). (``First Sunset Review''). Pursuant to section 751(c) of the Tariff Act from 1930, as amended (``the Act''), the International Trade Commission (``the ITC'') determined that revocation of the antidumping duty order on certain stainless steel plate in coils from Canada is not likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. See Certain Stainless Steel Plate from Belgium, Canada, Italy, Korea, South Africa, and Taiwan, 70 FR 38710 (July 5, 2005). Therefore, pursuant to section 751(d)(2) of the Act, and section 351.222(i)(1)(iii) of the Department's regulations, the Department is revoking the antidumping duty order on certain stainless steel plate in coils from Canada.
