NMFS has received a request from the Carnival Corporation & PLC (Carnival) for the re-issuance of a previously issued incidental harassment authorization (IHA) with the only change being effective dates. The initial IHA authorized take of five species of marine mammals, by Level A and Level B harassment, incidental to construction associated with the Port of Long Beach Cruise Terminal Improvement Project in Port of Long Beach, California. The project has been delayed and none of the work covered in the initial IHA has been conducted. The initial IHA was effective from November 19, 2019, through November 18, 2020. Carnival has requested re-issuance with new effective dates of December 10, 2020 through December 9, 2021. The scope of the activities and anticipated effects remain the same, authorized take numbers are not changed, and the required mitigation, monitoring, and reporting remains the same as included in the initial IHA. NMFS is, therefore, issuing a second identical IHA to cover the incidental take analyzed and authorized in the initial IHA.

NMFS proposes to amend the regulations implementing the Atlantic Pelagic Longline Take Reduction Plan (hereinafter called the PLTRP or the Plan) to reduce mortalities and serious injuries of short- finned pilot whales incidental to the Atlantic pelagic longline fishery to meet the long-term goal of the Plan as required by the Marine Mammal Protection Act (MMPA). The PLTRP currently contains both regulatory and non-regulatory management measures to reduce mortality and serious injury of pilot whales (Globicephala spp.) and Risso's dolphins (Grampus griseus), in the Atlantic portion of the Category I Atlantic Ocean, Caribbean, Gulf of Mexico large pelagics longline fishery (hereinafter called Atlantic pelagic longline fishery). The proposed amendments to the PLTRP are based on consensus recommendations submitted by the Atlantic Pelagic Longline Take Reduction Team (hereinafter called the PLTRT or the Team) and include: Removing the Cape Hatteras Special Research Area and the associated special observer and research participation requirements for fishermen operating in that area, modifying the mainline length restrictions for pelagic longline sets in the U.S. exclusive economic zone (EEZ) portion of the Mid- Atlantic Bight, and implementing required hook and gangion modifications in the EEZ portion of the Florida East Coast, South Atlantic Bight, Mid-Atlantic Bight and Northeast Coastal fishing areas. Furthermore, NMFS is removing Risso's dolphins and long-finned pilot whales from the Plan's scope.

This notice provides information about the State of Connecticut's (hereafter Connecticut or the State) formal request to the Bureau of the Census (hereafter, Census Bureau) to adopt the State's nine planning regions as the county equivalent geographic unit for purposes of collecting, tabulating, and disseminating statistical data, replacing the eight counties, which ceased to function as governmental and administrative entities in 1960. The Census Bureau proposes to implement this change in 2023. The Census Bureau is publishing this Notice to inform users of county-level data of the proposed change and is requesting information related to potential impacts of this change. The Census Bureau and the State of Connecticut will use this information to reach a final decision regarding whether to implement this change to the county equivalents in Connecticut as well as the timing of implementation.

Certain fishermen and shark dealers are required to attend a workshop to meet regulatory requirements and to maintain valid permits. Specifically, the Atlantic Shark Identification Workshop is mandatory for all federally permitted Atlantic shark dealers. The Safe Handling, Release, and Identification Workshop is mandatory for vessel owners and operators who use bottom longline, pelagic longline, or gillnet gear, and who have also been issued shark or swordfish limited access permits. These changes are also informed by a notice of inquiry with request for comments on the 232 exclusions process that was published by Commerce on May 26, 2020. Notice To Suspend Applications for Certification for Printing NOAA Nautical Charts and Publications

The federal government ceased printing of paper nautical charts in April 2014. Since then, the Office of Coast Survey has successfully transitioned the printing of paper nautical charts to the private sector and, since the Federal Register Notice of January 2, 2014, has certified more than three dozen companies to print and sell NOAA nautical charts and the United States Coast Pilot[supreg]. This transition has resulted in a broad market providing product differentiation with optional value-added features. However, Coast Survey is in the process of reducing the amount of traditional NOAA paper nautical products that it maintains as it moves to facilitating a method from which paper charts can be derived from the NOAA's electronic navigational charts (NOAA ENC[supreg]) found on website: https://nauticalcharts.noaa.gov/charts/ noaa-enc.html. Within the next five years, the number of unique charts that will be available for vendors to print will be reduced by roughly 60%. Coast Survey recognized that a hold on accepting new applications must be put in place until the final number of traditional paper charts that NOAA will maintain is determined. The plan for transitioning away from the traditional NOAA paper charts is available in the ``Sunsetting Traditional NOAA Paper Charts'' document found on the following website: https://nauticalcharts.noaa.gov/publications/docs/raster- sunset.pdf. To maintain a healthy market that meets the needs of recreational and commercial mariners, Coast Survey is suspending the certifications for new, non-certified printers of charts while continuing to maintain certification of printers who continue to meet standards as provided under their current agreements. There are currently eight certified printers of the Coast Pilot. Coast Survey feels the market can bear no more that 10 of these printers. Once there are 10 certified printers of the Coast Pilot, Coast Survey will suspend the certifications for new, non-certified printers of the Coast Pilot.
