Department of Commerce March 2020 – Federal Register Recent Federal Regulation Documents

We are implementing specifications for the 2020 spiny dogfish fishery, including an annual catch limit and commercial quota. This action is necessary to ensure allowable harvest levels to prevent overfishing while allowing harvest of optimum yield, consistent with the Magnuson-Stevens Fishery Conservation and Management Act. This action is intended to establish 2020 specifications, consistent with the Spiny Dogfish Fishery Management Plan and previously announced multi-year specifications.

The Bureau of Industry and Security (BIS) publishes this document to correct a final rule published in the Federal Register on February 24, 2020 (February 24th rule), in which BIS amended the Export Administration Regulations (EAR) to revise the Country Group designations for the Russian Federation (Russia) and Yemen based on national security and foreign policy concerns, including proliferation- related concerns. This document corrects the final rule to provide an instruction to remove Yemen from Country Group B, as was described in the preamble of the February 24th rule.

The Director of the Bureau of the Census (Director) (Census Bureau) is seeking nominations for the Census Scientific Advisory Committee (CSAC). The purpose of the CSAC is to provide advice to the Director of the Census Bureau on the full range of Census Bureau programs and activities including communications, decennial, demographic, economic, field operations, geographic, information technology, and statistics. The Director has determined that the work of the CSAC is in the public interest and relevant to the duties of the Census Bureau. Therefore, the Director is seeking nominations to fill vacancies on the CSAC. The Department of Commerce (Commerce) is amending its final results of the administrative review of the antidumping duty order on circular welded carbon steel standard pipe and tube products (pipes and tubes) from Turkey. The period of review (POR) is May 1, 2017 through April 30, 2018. The amended final weighted-average dumping margins are listed below in the section entitled ``Amended Final Results.''

NMFS announces a public meeting of the General Advisory Committee (GAC) to the U.S. Section to the Inter-American Tropical Tuna Commission (IATTC) on June 18, 2020, and a public meeting of the Scientific Advisory Subcommittee (SAS) to the GAC on June 17, 2020. The meeting topics are described under the SUPPLEMENTARY INFORMATION section of this notice.

We, NMFS, are announcing 5-year reviews of four species listed under the Endangered Species Act (ESA) of 1973, as amended. The four distinct population segments (DPSs) included in this notice are the southern DPS of eulachon (Thaleichthys pacificus), the Puget Sound/ Georgia Basin DPSs of yelloweye rockfish (Sebastes ruberrimus) and bocaccio (S. paucispinis), and the southern DPS of green sturgeon (Acipenser medirostris). The purpose of these reviews is to ensure the accuracy of the listing classifications of these threatened and endangered species. The 5-year reviews will be based on the best scientific and commercial data available at the time of the reviews; therefore, we are requesting that interested parties submit any new relevant information on these DPSs that has become available since the original listing determinations or since the species' status was last updated. Based on the results of these 5-year reviews, we will make the requisite determinations under the ESA.

The Pacific Fishery Management Council's (Council) Ad Hoc Climate and Communities Core Team (CCCT) will hold a webinar, which is open to the public.

The National Oceanic and Atmospheric Administration (NOAA) and the U.S. Department of Interior (DOI) will hold a public meeting of the 43rd U.S. Coral Reef Task Force (USCRTF). NOAA and DOI will be accepting oral and written comments.

In accordance with Executive Order 13891, ``Promoting the Rule of Law Through Improved Agency Guidance Documents'' (84 FR 55235), the Department of Commerce (Department) announces the launch of a dedicated web page for the Department's guidance documents.

The Department of Commerce (Commerce) preliminarily determines that imports of unpatented R-421A from the People's Republic of China (China) are circumventing the antidumping duty (AD) order on HFC blends from China. As a result, imports of blends of unpatented R-421A from China will be subject to suspension of liquidation effective June 18, 2019. We invite interested parties to comment on this preliminary determination.

The Department of Commerce (Commerce) preliminarily determines that polyethylene terephthalate sheet (PET sheet) from the Sultanate of Oman (Oman) is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation is July 1, 2018 through June 30, 2019. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce (Commerce) preliminarily determines that polyethylene terephthalate sheet (PET sheet) from the Republic of Korea (Korea) is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is July 1, 2018 through June 30, 2019. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce (Commerce) is amending the final results of the administrative review of the antidumping duty (AD) order on certain pasta from Italy to correct one ministerial error. The period of review (POR) is July 1, 2017 through June 30, 2018.

The Caribbean Fishery Management Council's (Council) District Advisory Panels (DAPs) of St. Thomas/St. John, USVI, will hold a one- day meeting in March 25, 2020, to discuss the items contained in the agenda SUPPLEMENTARY INFORMATION.

On November 22, 2019, NMFS published a notice inviting qualified commercial shark permit holders to submit applications to participate in the 2020 shark research fishery. The shark research fishery allows for the collection of fishery-dependent data for future stock assessments and cooperative research with commercial fishermen to meet the shark research objectives of the Agency. Every year, the permit terms and permitted activities (e.g., number of hooks and retention limits) specifically authorized for selected participants in the shark research fishery are designated depending on the scientific and research needs of the Agency, as well as the number of NMFS- approved observers available. In order to inform selected participants of this year's specific permit requirements and ensure all terms and conditions of the permit are met, NMFS is holding a mandatory meeting (via conference call) for selected participants. The date and time of that meeting is announced in this notice.

The Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain glass containers (glass containers) from the People's Republic of China (China) for the period of investigation (POI) January 1, 2018 through December 31, 2018. Interested parties are invited to comment on this preliminary determination.

In accordance with the Tariff Act of 1930, as amended (the Act), the Department of Commerce (Commerce) is automatically initiating the five-year reviews (Sunset Reviews) of the antidumping and countervailing duty (AD/CVD) order(s) listed below. The International Trade Commission (the ITC) is publishing concurrently with this notice its notice of Institution of Five-Year Reviews which covers the same order(s).
