The Advisory Committee (Committee) to the U.S. Section to the International Commission for the Conservation of Atlantic Tunas (ICCAT) announces its annual spring meeting to be held March 5-6, 2018.

NMFS is publishing this final rule to implement Amendment 16 of the Coastal Pelagic Species (CPS) Fishery Management Plan (FMP). This rule will allow for very small amounts of directed, non-live bait fishing (referred to as ``minor directed fishing'') on CPS finfish to occur when a fishery is otherwise closed to directed fishing. Currently, when directed fishing is closed, a small sector of the CPS fishery that is not part of the primary commercial directed fishery has been precluded from landing even minor amounts because this activity does not fall under the existing exemptions for incidental harvest or for harvesting CPS to be sold as live bait. This rule allows this sector to continue directed fishing after other directed fisheries are closed, unless otherwise specified in a closure notice published by NMFS or if an applicable annual catch limit (ACL) is anticipated to be exceeded. To prevent exploitation of this rule to make large aggregate harvests, ``minor directed fishing'' would not be allowed to exceed landings of 1 metric ton (mt) per day per vessel or person or one fishing trip per day by any vessel. The purpose of this rule is to provide greater flexibility to small fishing operations, while continuing to conserve the target CPS fish stocks.

The United States Patent and Trademark Office (USPTO), as required by the Paperwork Reduction Act of 1995 (44 U.S.C. 3506(c)(2)(A)), invites comments on a proposed extension of an existing information collection: 0651-0058 (Patent Prosecution Highway (PPH) Program).

The Hydrographic Services Review Panel (HSRP) will hold a meeting that will be open to the public and public comments are requested in advance and/or during the meeting. The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995.

The Department of Commerce (Commerce) determines that Mutlu Makarnacilik Sanayi ve Ticaret A.S. (Mutlu), an exporter of certain pasta (pasta) from Turkey and the sole respondent subject to this administrative review, had no bona fide sales during the period of review (POR) July 1, 2015 through June 30, 2016. Therefore, we are rescinding this administrative review.

On October 11, 2017, the Department of Commerce (Commerce) published its Preliminary Results for the January 1, 2016, through December 31, 2016, administrative review of the antidumping duty order on wooden bedroom furniture (WBF) from the People's Republic of China (China). Although invited to do so, interested parties did not comment on our Preliminary Results. We have adopted the Preliminary Results as the final results.

NMFS proposes management measures to implement special management zones for 13 New Jersey artificial reefs under the black sea bass provisions of the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan. The implementing regulations for the special management zones require NMFS to publish proposed measures to provide an opportunity for public comment. The intent of these measures is to reduce user group conflicts and help maintain the intended socioeconomic benefits of the artificial reefs to the maximum extent practicable.

The Bureau of the Census (Census Bureau) is announcing the following event, ``As a Matter of Open Government,'' in recognition of National Sunshine Week. The Census Bureau will hold public speaker sessions to educate and engage in open dialogue about our transparency efforts.

The Department of Commerce (Commerce) preliminarily determines that Agir Haddecilik A.S. (Agir) did not make sales of subject merchandise at prices below normal value during the period of review (POR) May 1, 2016, through April 30, 2017.

The Chief of the National Institute of Standards and Technology's (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) may terminate a specific Laboratory Accreditation Program (LAP) when it is determined that a need no longer exists to accredit laboratories for the services covered under the scope of the LAP. The Chemical Calibration: Certifiers of Spectrophotometric NIST Traceable Reference Materials (NTRMs) Program is comprised of laboratories that design, prepare, characterize, certify and distribute NTRM filter reference materials. Based on a lack of participation, the Chief of NVLAP has preliminarily determined that a need no longer exists to accredit laboratories for the services covered under the scope of this program and is proposing termination of the LAP. NIST is requesting written comment on the proposed termination.

We, NMFS, are convening a workshop to present the Southern Distinct Population Segment of Green Sturgeon (Acipenser medirostris) Draft Recovery Plan (Plan). The notice announcing availability of the Plan was published in the Federal Register on January 9, 2018. Our workshop will be held on March 5, 2018, at the NMFS office in Sacramento, CA and will be open to the public. With this notice, we announce the details of a public workshop.

The Western Pacific Fishery Management Council (Council) will hold a meeting of its American Samoa Archipelago Ecosystem Plan (FEP) Advisory Panels (AP) to discuss and make recommendations on fishery management issues in the Western Pacific Region.

The South Atlantic Fishery Management Council (Council) will hold meetings of the: Personnel Committee (Closed Session); Advisory Panel Selection Committee (Close Session); Citizen Science Committee; Spiny Lobster Committee; Joint Habitat Protection and Ecosystem-Based Management/Shrimp/and Golden Crab Committees; Snapper Grouper Committee; Southeast Data, Assessment and Review (SEDAR) Committee; Mackerel Cobia Committee; Standard Operating, Policy and Procedure (SOPPs) Committee, and the Executive Finance Committee. The Council will meet as a Committee of the Whole to address the Acceptable Biological Catch (ABC) Control Rule and have a meeting of the full Council. The Council will also hold an informal Question and Answer Session, a formal public comment session, and take action as necessary.

The Caribbean Fishery Management Council's (Council) Outreach and Education Advisory Panel (OEAP) will hold a 2-day meeting in March 8-9, 2018, to discuss items contained in the agenda in the SUPPLEMENTARY INFORMATION.

The Mid-Atlantic Fishery Management Council (Council) will hold a webinar-based meeting with the public for the purpose of providing instruction to for-hire operators on electronic reporting of vessel trip reports (VTRs).

In accordance with the Privacy Act of 1974, as amended; the Freedom of Information Act, as amended; and Office of Management and Budget (OMB) Circular A-108, ``Federal Agency Responsibilities for Review, Reporting, and Publication under the Privacy Act,'' the Department of Commerce (Department) is issuing this notice of its intent to establish a new system of records entitled ``COMMERCE/DEPT- 29, Unmanned Aircraft Systems.'' The use of Unmanned Aircraft Systems (UAS) significantly expands the Department's ability to collect data critical to its mission. Additionally, as compared to manned aircraft, UAS may provide lower-cost operation and augment existing capabilities while reducing risks to human life. The Department is committed to ensuring that collection, use, retention, or dissemination of information about individuals through the use of any technology, including UAS, complies with the Constitution, and Federal law, regulations, and policies. We invite public comment on the new system announced in this publication.

The Bureau of Industry and Security (BIS), Department of Commerce, is seeking public comments to perform a complementary review of items on the Commerce Control List concurrent with the Department of State's review of the controls implemented in its recent revisions of parts of the United States Munitions List (which control explosives and energetic materials, propellants, incendiary agents and their constituents; personal protective equipment; and military electronics), to ensure that the descriptions of these items on the CCL are clear, items for normal commercial use are not inadvertently controlled as military items on the USML, technological developments are accounted for on the control lists, and controls properly implement the national security and foreign policy objectives of the United States. This Notice of Inquiry also furthers the regulatory reform agenda directed by the President in Executive Order 13777.
