Marine Fisheries Advisory Committee Meeting
This notice sets forth the proposed schedule and agenda of a forthcoming meeting of the Marine Fisheries Advisory Committee (MAFAC). The members will discuss and provide advice on issues outlined under SUPPLEMENTARY INFORMATION below.
Census Scientific Advisory Committee
The Bureau of the Census (Census Bureau) is giving notice of a meeting of the Census Scientific Advisory Committee (C-SAC). The Committee will address policy, research, and technical issues relating to a full range of Census Bureau programs and activities, including communications, decennial, demographic, economic, field operations, geographic, information technology, and statistics. The C-SAC will meet in a plenary session from March 30-31, 2017. Last minute changes to the schedule are possible, which could prevent giving advance public notice of schedule adjustments. On January 13, 2017 NOAA published a notice in the Federal Register to solicit public comment on the joint draft environmental impact report and environmental impact statement (EIR/EIS) that analyzes the potential effects on the physical and human environment related to a proposed reverse osmosis desalination facility project within the Monterey Bay National Marine Sanctuary boundaries. This document extends the public comment period for the draft EIR/EIS until March 29, 2017.

NMFS is prohibiting directed fishing for Pacific cod by catcher vessels using trawl gear in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to prevent exceeding the A season apportionment of the 2017 Pacific cod total allowable catch allocated to catcher vessels using trawl gear in the BSAI.

On December 16, 2016, the Department of Commerce (``Department'') published a notice of initiation of an administrative review of the antidumping duty order on carbon and certain alloy steel wire rod (``wire rod'') from Mexico. Based on Nucor Corporation's (``Nucor'') timely withdrawal of the request for review of Ternium Mexico S.A. de C.V. (``Ternium''), we are rescinding this administrative review with respect to Ternium. The instant review will continue with respect to ArcelorMittal Las Truchas S.A. de C.V. (``AMLT'') and Deacero S.A.P.I. de C.V. (``Deacero'').
Certain Pasta From Italy: Notice of Partial Rescission of Antidumping Duty Administrative Review
On September 12, 2016, the Department of Commerce (the Department) published a notice of initiation of an administrative review of the antidumping duty order on certain pasta from Italy. Based on the timely withdrawal of the requests for review of certain companies from interested parties, we are now rescinding this administrative review with respect to eight companies.
Fisheries of the Exclusive Economic Zone Off Alaska; Bering Sea and Aleutian Islands; 2017 and 2018 Harvest Specifications for Groundfish
NMFS announces final 2017 and 2018 harvest specifications and prohibited species catch allowances for the groundfish fishery of the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to establish harvest limits for groundfish during the 2017 and 2018 fishing years, and to accomplish the goals and objectives of the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (FMP). The intended effect of this action is to conserve and manage the groundfish resources in the BSAI in accordance with the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).

The Benefits, Challenges, and Potential Roles for the Government in Fostering the Advancement of the Internet of Things
In response to requests for additional time, the Department of Commerce is extending the closing deadline for submitting comments to a request for public comments entitled ``The Benefits, Challenges, and Potential Roles for the Government in Fostering the Advancement of the Internet of Things.'' 82 FR 4313 (Jan. 13, 2017). In the request for comment, the Department is seeking broad input from all interested stakeholdersincluding the private industry, researchers, academia, and civil societyon the issues and proposed approach, current initiatives, and next steps laid out in the green paper ``Fostering the Advancement of the Internet of Things.'' Through this notice, the Department extends the comment period to March 13, 2017.
Temporary General License: Extension of Validity
On March 24, 2016, the Bureau of Industry and Security (BIS) published a final rule, Temporary General License. The March 24 final rule created a temporary general license that restored, for a specified time period, the licensing requirements and policies under the Export Administration Regulations (EAR) for exports, reexports, and transfers (in-country) as of March 7, 2016, to two entities (ZTE Corporation and ZTE Kangxun) that were added to the Entity List on March 8, 2016. At this time, the U.S. Government has decided to extend the temporary general license until March 29, 2017. In order to implement this decision, this final rule revises the temporary general license to remove the expiration date of February 27, 2017, and to substitute the date of March 29, 2017. This final rule makes no other changes to the EAR.

Endangered and Threatened Wildlife and Plants; Notice of 12-Month Finding on a Petition To List Thorny Skate as Threatened or Endangered Under the Endangered Species Act (ESA)
We, NMFS, have completed a comprehensive status review under the Endangered Species Act (ESA) for thorny skate (Amblyraja radiata) in response to a petition to list this species. Based on the best scientific and commercial information available, including the status review report, and taking into account ongoing efforts to protect this species, we have determined that the listing of a Northwest Atlantic (NWA) distinct population segment (DPS) or a U.S. DPS is not warranted at this time. While the petition only sought the listing of one of two alternative DPSs, we exercised our discretion to consider whether the listing of the species at the taxonomic level is warranted. We conclude that thorny skate is not currently in danger of extinction throughout all or a significant portion of its range or likely to become so in the foreseeable future.

Xanthan Gum From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on xanthan gum from the People's Republic of China (``PRC''). For these final results, we have treated Neimenggu Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.)/Shandong Fufeng Fermentation Co., Ltd./Xinjiang Fufeng Biotechnologies Co., Ltd. (collectively, ``Fufeng''), Deosen Biochemical Ltd./Deosen Biochemical (Ordos) Ltd. (collectively, ``Deosen''), and A.H.A. International Co., Ltd. (``AHA'') as mandatory respondents. The period of review (``POR'') is July 19, 2013, through June 30, 2014. The Department published its Preliminary Results on August 7, 2015 and issued post-preliminary results on August 5, 2016. We gave interested parties an opportunity to comment on the Preliminary Results and post-preliminary results, and based upon our analysis of the comments received, we made certain changes to the dumping margin calculations for these final results of review.

Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Final Results of Antidumping Duty Administrative Review, 2015-2016
On November 9, 2016, the Department of Commerce (Department) published in the Federal Register the preliminary results of the eleventh administrative review of the antidumping duty order on certain warmwater shrimp from the Socialist Republic of Vietnam (Vietnam). We continue find that the mandatory respondents in this review do not qualify for a separate rate and are, therefore, considered part of the Vietnam-Wide Entity during the period of review (POR) February 1, 2015, through January 31, 2016.
Pacific Halibut Fisheries; Catch Sharing Plan
NMFS proposes to approve changes to the Pacific Halibut Catch Sharing Plan (Plan) and codified regulations for the International Pacific Halibut Commission's (IPHC or Commission) regulatory Area 2A off Washington, Oregon, and California (Area 2A). In addition, NMFS proposes to implement the portions of the Plan and management measures that are not implemented through the IPHC. These measures include the sport fishery allocations and management measures for Area 2A. These actions are intended to conserve Pacific halibut, provide angler opportunity where available, and minimize bycatch of overfished groundfish species.
National Sunshine Week Public Event
The Bureau of the Census (U.S. Census Bureau) is announcing the following event, ``Strengthening Transparency through Open Data and Access to Information,'' in recognition of National Sunshine Week. In recognizing open government, the Census Bureau will hold public speaker sessions to educate and engage the public in open data and information efforts.

NMFS announces the receipt of an application for an exempted fishing permit (EFP) from Dr. Janelle Fleming, on behalf of the Eastern Carolina Artificial Reef Association (ECARA). If granted, the EFP would authorize the deployment of Maine lobster traps, crab pot Christmas trees, and geometric reef balls (fish attracting devices) at several sites in the Federal waters off North Carolina to determine the efficacy of these gear types for attracting and collecting invasive lionfish.
Fisheries of the Northeastern United States; Atlantic Deep-Sea Red Crab Fishery; 2017-2019 Atlantic Deep-Sea Red Crab Specifications
We are approving specifications for the 2017 Atlantic deep-sea red crab fishery, including an annual catch limit and total allowable landings limit. We are also projecting quotas for 2018-2019. This action is necessary to establish allowable red crab harvest levels that will prevent overfishing and allow harvesting of optimum yield. This action is intended to establish the allowable 2017 harvest levels, consistent with the Atlantic Deep-Sea Red Crab Fishery Management Plan.

The VCAT is composed of not fewer than 9 members appointed by the NIST Director, a majority of whom are eminent in such fields as business, research, new product development, engineering, labor, education, management consulting, environment, and international relations.
Monosodium Glutamate From Indonesia: Final Results of Antidumping Duty Administrative Review; 2014-2015
On November 25, 2016, the Department of Commerce (Department) published its preliminary results of the administrative review of the antidumping duty order on monosodium glutamate (MSG) from Indonesia. The administrative review covers one exporter of the subject merchandise, PT Cheil Jedang Indonesia (CJI). The period of review (POR) is May 8, 2014, through October 31, 2015. We continue to find that sales of subject merchandise by CJI were not made at prices less than normal value during the POR. The final weighted- average dumping margin is listed below in the section entitled ``Final Results of Review.''
Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to the Bravo Wharf Recapitalization Project
Notice is hereby given that we have revised an incidental harassment authorization (IHA) issued to the U.S. Navy (Navy) to incidentally harass, by Level B harassment only, one species of marine mammal during construction activities associated with a wharf recapitalization project at Naval Station Mayport, Florida. The project has been delayed and the effective dates revised accordingly.
Fisheries of the Northeastern United States; Summer Flounder Fishery; Quota Transfer
NMFS announces that the State of North Carolina is transferring a portion of its 2017 commercial summer flounder quota to the Commonwealth of Virginia. This quota adjustment is necessary to comply with the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan quota transfer provision. This announcement informs the public of the revised commercial quotas for North Carolina and Virginia.
