On December 30, 2010, the Foreign-Trade Zones Board (the Board) published a proposed rule in the Federal Register and invited comment. The Board's proposed rule would amend the substantive and procedural rules for the authorization of Foreign-Trade Zones (FTZs or zones) and the regulation of zone activity. Specifically, the proposed rule contains changes related to manufacturing and value-added activity in zones, as well as new rules designed to address compliance with the Act's requirement that a grantee provide uniform treatment for all users of a zone. The current comment period is open through April 8, 2011. The Board hereby extends the comment period to May 26, 2011. Additionally, the Board will accept reply comments that are filed by June 27, 2011.

On November 1, 2010, the Department of Commerce (``Department'') initiated the third sunset review of the antidumping duty order on granular polytetrafluoroethylene resin (``PTFE resin'') from Italy. The Department has conducted an expedited sunset review of this order. As a result of this review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping at the margins identified in the Final Results of Review section of this notice.

NMFS issues this rule to amend the American Fisheries Act implementing regulations that previously required cooperatives participating in the directed fishery for pollock in the Bering Sea to prepare and submit preliminary annual reports to the North Pacific Fishery Management Council (Council). The Council determined that the requirement for cooperatives to submit a preliminary annual report is no longer necessary, and this action eliminates that requirement. This action does not eliminate the requirement for the cooperatives to submit a single annual report to the Council. This action promotes the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act) and other applicable laws.

On September 2, 2010, the Department of Commerce published the preliminary results of the 2008/2009 administrative review of the antidumping duty order on polyethylene retail carrier bags from Thailand. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received and an examination of our calculations, we have made certain changes for the final results. The Department of Commerce (the Department) is currently conducting an administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC) covering the period February 1, 2009, through January 31, 2010. We preliminarily determine that sales made by Blue Field (Sichuan) Food Industrial Co., Ltd. (Blue Field), Guangxi Jisheng Foods, Inc. (Jisheng), and Xiamen International Trade & Industrial Co., Ltd. (XITIC) were made below normal value (NV). We invite interested parties to comment on these preliminary results. In addition, we are also rescinding this administrative review with respect to Zhangzhou Gangchang Canned Foods Co., Ltd. (Gangchang), Shandong Fengyu Edible Fungus Corporation Ltd. (Fengyu), and Zhangzhou Tongfa Foods Industry Co., Ltd. (Tongfa). Additionally, we are announcing that we intend to rescind this review with respect to five companies which we have preliminarily determined had no shipments during the period of review (POR).

The National Institute of Standards and Technology (NIST) publishes this notice to request comments on Draft Federal Information Processing Standard (FIPS) Publication 201-2, ``Personal Identity Verification of Federal Employees and Contractors Standard.'' Draft FIPS 201-2 amends FIPS 201-1 and includes clarifications of existing text, removal of conflicting requirements, additional text to improve clarity, adaptation to changes in the environment since the publication of FIPS 201-1, and specific changes requested by Federal agencies and implementers. NIST has received numerous change requests, some of which, after analysis and coordination with the Office of Management and Budget (OMB) and United States Government (USG) stakeholders, are incorporated in the Draft FIPS 201-2. Before recommending FIPS 201-2 to the Secretary of Commerce for review and approval, NIST invites comments from the public concerning the proposed changes. NIST will hold a public workshop at NIST in Gaithersburg, MD to present the Draft FIPS 201-2. Please see admittance instructions in the SUPPLEMENTARY INFORMATION section below.

The subject EFP would allow commercial fishing vessels to conduct fishing operations that are otherwise restricted by the regulations governing the fisheries of the Northeastern United States. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed EFPs.

On November 1, 2010, the Department of Commerce (``the Department'') initiated the second sunset reviews of the countervailing duty (``CVD'') orders on certain cut-to-length carbon-quality steel plate from India, Indonesia, Italy, and the Republic of Korea (``Korea'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of notices of intent to participate and adequate substantive responses filed on behalf of the domestic interested parties and inadequate response from respondent interested parties (in these cases, no response), the Department conducted expedited sunset reviews of these CVD orders pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B). As a result of these sunset reviews, the Department finds that revocation of the CVD orders would be likely to lead to continuation or recurrence of a countervailable subsidy at the level indicated in the ``Final Results of Reviews'' section of this notice.

On May 26, 2010, the Bureau of the Census (Census Bureau) published in the Federal Register an initial notice relating to the 2010 Census Count Question Resolution (CQR) Program (75 FR 29508). This notice provides final information concerning the CQR Program. The CQR Program will address requests for corrections to the 2010 Census count of housing units and/or group quarters (GQs) and associated population, based on three types of challenges (1) boundary, (2) geocoding, and (3) coverage. The CQR Program is not a mechanism or process to challenge or revise the population counts sent to the President by December 31, 2010, which are used to apportion the U.S. House of Representatives. The Census Bureau will accept challenges between June 1, 2011, and June 1, 2013, and will review challenges in the order they are received.

In response to requests from interested parties, the Department of Commerce. (``Department'') is conducting the first administrative review of the antidumping duty order on small diameter graphite electrodes (``SDGE'') from the People's Republic of China (``PRC''), covering the period August 21, 2008, through January 31, 2010. The Department has preliminarily determined that during the period of review (``POR'') respondents in this proceeding have made sales of subject merchandise at less than normal value (``NV''). If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. The Department is also rescinding this review for those exporters for which requests for review were timely withdrawn.\1\ For the companies for which this review is rescinded, antidumping duties shall be assessed at rates equal to the cash deposit of estimated antidumping duties required at the time of entry, or withdrawal from warehouse, for consumption. Furthermore, we determine that four companies for which a review was requested have not been responsive, and thus have not demonstrated entitlement to a separate rate.\2\ As a result, we have preliminarily determined that they are part of the PRC- wide entity, and continue to be subject to the PRC-wide entity rate.\3\ Further, the Department intends to rescind this administrative review with respect to UK Carbon & Graphite (``UKCG'') if the Department concludes that there were no entries, exports, or sales of the subject merchandise to the United States during the POR.\4\ Interested parties are invited to comment on these preliminary results. We will issue final results no later than 120 days from the date of publication of this notice, pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (``the Act'').

We, NMFS, announce a 90-day finding on a petition to list six species of sawfish: Anoxyprisitis cuspidata, Prisitis clavata, P. microdon, P. pristis, P. zijsron, and the remaining non-listed population(s) of P. pectinata as endangered or threatened under the Endangered Species Act (ESA). We find that the petition and information in our files present substantial information indicating the petitioned action may be warranted for five of the sawfish species petitioned (A. cuspidata, P. clavata, P. microdon, P. zijsron, and all non-listed population(s) of P. pectinata). We find that the petition and information in our files do not present substantial information indicating that the petitioned action may be warranted for P. pristis. We will conduct a status review of the five species of sawfish (A. cuspidata, P. clavata, P. microdon, P. zijsron, and all non-listed population(s) of P. pectinata) to determine if the petitioned action is warranted. To ensure that the status review is comprehensive, we are soliciting scientific and commercial data regarding these species (see below).

NMFS is reallocating the projected unused amount of Pacific cod from vessels using jig gear to catcher vessels less than 60 feet (18.3 meters) length overall using hook-and-line or pot gear in the Bering Sea and Aleutian Islands management area. This action is necessary to allow the A season apportionment of the 2011 total allowable catch of Pacific cod to be harvested.
