The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with December anniversary dates. In accordance with our regulations, we are initiating those administrative reviews. The Department also received a request to revoke, in part, one antidumping duty order.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3506(c)(2)(A)).

On January 18, 2005, the Canadian Lumber Remanufacturer's Alliance (``CLRA'') and its individual members filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. A second, third, fourth and fifth Request for Panel Review was filed on January 19, 2005 on behalf of the Canfor Corporation and its affiliates Lakeland Mills Ltd. and the Pas Lumber Company Ltd. (collectively ``Canfor''); Terminal Forest Products Ltd. (``Terminal''); and on behalf of the Government of Canada, the Governments of the Provinces of Alberta, British Columbia, Manitoba, Ontario, and Saskatchewan, the Gouvernement du Quebec, the Governments of the Northwest Territories and the Yukon Territory, the British Columbia Lumber Trade Council and its constituent associations (the Coast Forest & Lumber Association and the Council of Forest Industries), the Ontario Forest Industries Association, the Ontario Lumber Manufacturers Association, Quebec Lumber Manufacturers Association; Apex Forest Products Inc., Aspen Planers Ltd., Buchanan Lumber Sales, Inc. and the Buchanan affiliated mills, exporters and importers (including Atikokan Forest Products Ltd., Buchanan Forest Products Ltd., Buchanan Northern Hardwoods Inc., Dubreuil Forest Products Limited, Great West Timber Limited, Long Lake Forest Products Inc., McKenzie Forest Products Inc., Nakina Forest Products Limited, Northern Sawmills Inc., Northern Wood, and Solid Wood Products Inc.), Devlin Timber (1992) Ltd., Downie Timber Ltd., Federated Co-operative Limited, Gorman Bros. Panel review was requested of the final results of countervailing duty administrative review and rescission of certain company-specific reviews made by the United States Department of Commerce, International Trade Administration, respecting Certain Softwood Lumber Products from Canada. This determination was published in the Federal Register, (69 FR 75917) on December 20, 2004. The determination was amended by Notice of Correction to Final Results on December 27, 2004 , 69 Federal Register 77220. The NAFTA Secretariat has assigned Case Number USA-CDA-2005-1904-01 to this request.

NMFS increases the trip limit in the commercial hook-and-line fishery for king mackerel in the Florida east coast subzone from 50 to 75 fish per day in or from the exclusive economic zone (EEZ). This trip limit increase is necessary to maximize the socioeconomic benefits of the quota.

This announcement provides notice that the decision record has been closed for an administrative appeal filed with the Department of Commerce by Luz Torres DeRosa.

The Under Secretary of Commerce for Oceans and Atmosphere has requested the NOAA Science Advisory Board (SAB) to conduct an external review of NOAA's ecosystem research and science enterprise. The SAB is chartered under the Federal Advisory Committee Act and is the only Federal Advisory Committee with the responsibility to advise the Under Secretary on long- and short-range strategies for research, education, and application of science to resource management and environmental assessment and prediction. The SAB is forming an external panel to review and draft recommendations on the appropriateness of the mix of scientific activities conducted and/or sponsored by NOAA to its mission and on the organization of NOAA's ecosystem research and science enterprise. Nominations to the panel are being solicited herein. The intent is to select from the nominees. However, the SAB retains the prerogative to name people to the review team that were not nominated if it deems it necessary to achieve the desired balance. The Western Pacific Fishery Management Council(Council) will hold a meeting of its Pelagics Plan Team (PPT) to discuss overfishing of Pacific bigeye tuna and to develop recommendations for future management. The agenda for the meeting can be found under the SUPPLEMENTARY INFORMATION section of this notice.

On October 21, 2004, the Department of Commerce published the preliminary results of the expedited review of the countervailing duty order on hard red spring wheat from Canada. The company covered by this review was Richelain Farms. The period of review is August 1, 2001, through July 31, 2002. We gave interested parties an opportunity to comment on those results. None were submitted. Thus, the final results of the expedited review do not differ from the preliminary results, in which we found that countervailable subsidies are not being provided to Richelain Farms. Based on these final results, we are excluding Richelain Farms from the countervailing duty order in this proceeding. We will instruct U.S. Customs and Border Protection to refund all collected cash deposits and waive future cash deposit requirements for Richelain Farms, as detailed in the ``Final Results of Expedited Review'' section of this notice.

The Bureau of the Census (Census Bureau) is conducting the 2004 Annual Surveys in the Manufacturing Area. The 2004 Annual Surveys consist of the Current Industrial Reports surveys, the Annual Survey of Manufactures, the Survey of Industrial Research and Development, and the Survey of Plant Capacity Utilization. We have determined that annual data collected from these surveys are needed to aid the efficient performance of essential governmental functions and have significant application to the needs of the public and industry. The data derived from these surveys, most of which have been conducted for many years, are not publicly available from nongovernmental or other governmental sources.

The Florida Fish and Wildlife Conservation Commission (FFWCC), Florida Marine Research Institute (Richard E. Matheson, Principal Investigator), 1481 Market Circle, Unit 1, Port Charlotte, FL 33953, has submitted a request to modify their permit application (File No. 1475). The original application requested authorization to conduct scientific research on smalltooth sawfish (Pristis pectinata).

The New England Fishery Management Council's Habitat Oversight Committee will meet in February 2005. Recommendations from the Committee will be brought to the full Council for formal consideration and action, if appropriate. NOAA and the Office of the Secretary, Department of the Interior (DOI), on July 23, 2003, jointly proposed criteria, definitions, and data fields that will be used in development of an Inventory of U.S. Marine Managed Areas (MMAs). The MMA Inventory will provide information that will lead to the fulfillment of requirements of Executive Order (E.O.) 13158 on Marine Protected Areas (MPAs). This action provides the final criteria and data fields that will be used to develop and complete the MMA Inventory and summarizes and responds to comments received on the notice of July 23rd. This will allow the completion of Phase I, development of the MMA Inventory, to be followed by the development of criteria for and the List of MPAs (Phase II) called for in E.O. 13158.

NMFS is notifying the owners and operators of registered vessels of their assignments for the A season Atka mackerel fishery in harvest limit area (HLA) 542 and/or 543 of the Aleutian Islands subarea of the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to allow the harvest of the A season HLA limits established for area 542 and area 543 pursuant to the interim 2005 harvest specifications for groundfish in the BSAI.

The U.S. Census Bureau (Census Bureau) is conducting the 2004 Company Organization Survey. The survey's data are needed, in part, to update the multilocation companies in the Business Register. The survey, which has been conducted annually since 1974, is designed to collect information on the number of employees, payroll, geographic location, current operational status, and kind of business for the establishments of multilocation companies. We have determined that annual data collected from this survey are needed to aid the efficient performance of essential governmental functions and have significant application to the needs of the public and industry. The data derived from this survey are not available from any other source.
