This notice announces the Agricultural Marketing Service's (AMS) intention to request approval from the Office of Management and Budget (OMB) to conduct a new collection for surveys conducted by the Transportation and Marketing Program Marketing Services Division funded through cooperative agreements with various cooperators (other Federal agencies, State governments, land grant universities, and other organizations). AMS works with universities and other entities to research market access issues related to local and regional food systems. Surveys are a vital tool to help determine where to focus our research, as well as where we should encourage or initiate original research to support the sector. This generic clearance will allow AMS to conduct surveys with cooperating institutions in a timely manner.

This final rule revises regulations for seasons, harvest limits, methods, and means related to taking of fish for subsistence uses in Alaska during the 2021-2022 and 2022-2023 regulatory years. The Federal Subsistence Board (Board) completes the biennial process of revising subsistence hunting and trapping regulations in even-numbered years and subsistence fishing and shellfish regulations in odd-numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use and rural determinations during the applicable biennial cycle. This rule also revises rural determinations.

The National Organic Standards Board (NOSB) was established to assist in the development of standards for substances to be used in organic production and to advise the Secretary on the implementation of the Organic Foods Production Act of 1990 (OFPA). Through this Notice, the U.S. Department of Agriculture (USDA) is announcing its call for nominations to fill four vacancies. Descriptions of the four positions are listed below under supplementary information. Appointees will serve a 5-year term beginning January 24, 2022, and ending January 23, 2027. Additionally, USDA seeks nominations for a pool of candidates that the Secretary of Agriculture (Secretary) can draw upon as replacement appointees if unexpected vacancies occur.

The United States Department of Agriculture has revised the final rule for the Community Forest and Open Space Program (Community Forest Program). The revisions included in this final rule will allow grant recipients to convey conservation easements to funding entities and, in some circumstances when consistent with the program's purposes, convey community forest land to other eligible entities. The final rule also clarifies the definitions of program-specific terms, streamlines the application process, and implements the Office of Management and Budgets (OMB)'s Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

Inviting Applications for the Rural Business Development Grant Program To Provide Technical Assistance for Rural Transportation Systems

The Rural-Business Cooperative Service (the Agency) announces the availability of two individual grants: One single $500,000 grant from the rural transportation funds appropriated for the Rural Business Development Grant (RBDG) program and another single $250,000 grant for Federally Recognized Native American Tribes (FRNATs) (collectively ``Programs'') from the funds appropriated for the RBDG program. Each grant is to be competitively awarded to an eligible applicant which is a qualified national non-profit organization. One grant is for the provision of technical assistance to rural transportation (RT) projects and the other grant will solely be for the provision of technical assistance to RT projects operated by FRNATs. All applicants are responsible for any expenses incurred in developing their applications.
