Cranberries Grown in States of Massachusetts, et al.; Establishment of 2018-19 Seasonal Volume Regulation
This rule implements a recommendation to establish a grower allotment percentage for the 2018-19 crop year and allows for the diversion of processed products from that year under the marketing order for cranberries grown in the production area (Order). This action also specifies handlers subject to the regulation, revises the definition of outlets for excess fruit, revises dates by which certain actions are due, and establishes exemptions to the action.
Announcement of Disaster Assistance Grant Application Deadlines and Funding Levels
As part of the Bipartisan Budget Act of 2018, Public Law 115- 123, dated February 9, 2018, the Rural Utilities Service's Water and Environmental Programs (WEP) received $165,475,000 in supplemental grant funding of which $163,475,000 is available for repairs to drinking water systems and sewer and solid waste disposal systems impacted by Hurricanes Harvey, Irma, and Maria. States impacted include: Florida, Georgia, South Carolina, Texas, and the territories of Puerto Rico and Virgin Islands.
Pears Grown in Oregon and Washington; Decreased Assessment Rate for Processed Pears
This proposed rule would implement a recommendation from the Processed Pear Committee (Committee) to decrease the assessment rate established for ``summer/fall'' varieties of pears for canning for the 2018-2019 and subsequent fiscal periods. The assessment rate would remain in effect indefinitely unless modified, suspended, or terminated.
Lake Tahoe Basin Management Unit; CA; Meeks Bay Restoration Project
The USDA Forest Service, Lake Tahoe Basin Management Unit (LTBMU) will prepare an Environmental Impact Statement (EIS) for the Meeks Bay Restoration Project. The LTBMU proposes to conduct restoration and recreation enhancement work at Meeks Bay Resort, Meeks Bay Campground, and in Meeks Creek and Meeks Marina.
Common Crop Insurance Regulations; Sugar Beet Crop Insurance Provisions
The Federal Crop Insurance Corporation (FCIC) amends the Common Crop Insurance Regulations, Sugar Beet Crop Insurance Provisions (Crop Provisions). The intended effect of this action is to update existing policy provisions and definitions to better reflect current agricultural practices. The changes will be effective for the 2019 and succeeding crop years in states with a November 30 contract change date and for the 2020 and succeeding crop years in all other states.
Revision of the Land Management Plan for the Colville National Forest in Washington State
The USDA Forest Service has prepared a Revised Land Management Plan (Forest Plan) for the Colville National Forest. The Forest Service has also prepared a Final Environmental Impact Statement (FEIS) and a Draft Record of Decision (ROD). This notice is to inform the public that a 60-day objection period is being initiated for individuals or entities who have submitted substantive formal comments related to the revision of the Forest Plan during the opportunities for public comment provided during the planning process for that decision. Objections must be based on previously submitted substantive formal comments attributed to the objector unless the objection concerns an issue that arose after the opportunities for formal comment.

Codex Alimentarius Commission: Meeting of the Codex Committee on Food Import and Export Inspection and Certification Systems (CCFICS)
The U.S. Codex Office is sponsoring a public meeting on September 26, 2018. The objective of the public meeting is to provide information and receive public comments on agenda items and draft United States positions to be discussed at the 24th Session of the Codex Committee on Food Import and Export Inspection and Certification Systems (CCFICS) of the Codex Alimentarius Commission (Codex), taking place in Brisbane, Australia, October 22-26, 2018. The U.S. Manager for Codex Alimentarius and the Under Secretary, Office of Trade and Foreign Agricultural Affairs, recognize the importance of providing interested parties the opportunity to obtain background information on the 24th Session of the CCFICS and to address items on the agenda.

Newspapers Used for Publication of Legal Notices in the Southwestern Region, Which Includes Arizona, New Mexico, and Parts of Oklahoma and Texas
This notice lists the newspapers that will be used by all Ranger Districts, Grasslands, Forests, and the Regional Office of the Southwestern Region to publish legal notices. The intended effect of this action is to inform interested members of the public which newspapers the Forest Service will use to publish notices of proposed actions, notices of decision, and notices of opportunity to file an objection or appeal. This will provide the public with constructive notice of Forest Service proposals and decisions, provide information on the procedures to comment, appeal, or object, and establish the date that the Forest Service will use to determine if comments, appeals, or objections were timely.
Notice of Proposed Changes to the National Handbook of Conservation Practices for the Natural Resources Conservation Service
Notice is hereby given of the intention of NRCS to issue a series of revised conservation practice standards in the NHCP. These standards include Combustion System Improvement (Code 372), Dust Control on Unpaved Roads and Surfaces (Code 373), Integrated Pest management (Code 595), Nutrient Management (Code 590), Pesticide Mitigation (Code 594), Subsurface Drain (Code 606), Waste Facility Closure (Code 360), and Wildlife Habitat Planting (Code 420). NRCS State Conservationists who choose to adopt these practices in their States will incorporate them into Section IV of their respective electronic Field Office Technical Guide. These practices may be used in conservation systems that treat highly erodible land (HEL) or on land determined to be a wetland. Section 343 of the Federal Agriculture Improvement and Reform Act of 1996 requires NRCS to make available for public review and comment all proposed revisions to conservation practice standards used to carry out HEL and wetland provisions of the law.
Information Collection Request; Request for Aerial Photography
In accordance with the Paperwork Reduction Act of 1995, the Farm Service Agency (FSA) is requesting comments from all interested individuals and organizations on a revision and an extension of a currently approved information collection associated with FSA Aerial Photography Program. The FSA Aerial Photography Field Office (APFO) uses the information from the form to collect the customer and photography information needed to produce and ship the various photographic products ordered.

The United States Department of Agriculture (USDA) Rural Development (RD), comprised of the Rural Business-Cooperative Service (RBS), Rural Housing Service (RHS), and Rural Utilities Service (RUS) announces that it is hosting listening sessions for public input regarding development of a common platform to deliver four guaranteed loan programs. The Rural Development Innovation Center (IC) is holding these listening sessions specifically to provide an opportunity for stakeholders and other interested parties to offer their comments and input.
