We are soliciting public comment on potential revisions to the licensing requirements under our Animal Welfare Act regulations to promote compliance with the Act, reduce licensing fees, and strengthen existing safeguards that prevent any individual whose license has been suspended or revoked, or who has a history of noncompliance, from obtaining a license or working with regulated animals. We are soliciting public comment on these topics to help us consider ways to reduce regulatory burden and more efficiently ensure the sustained compliance of licensees with the Act.

GIPSA intends to request that the Office of Management and Budget (OMB) approve a 3-year extension of a currently approved information collection for the ``Reporting and Recordkeeping Requirements under the United States Grain Standards Act (USGSA) and under the Agricultural Marketing Act of 1946 (AMA).'' This approval is required under the Paperwork Reduction Act of 1995 (PRA).

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request approval of an information collection associated with the requirements for the interstate movement of fresh, mature Kaffir lime, curry, and bael leaves for consumption from areas quarantined for citrus greening and Asian citrus psyllid.

This agenda provides summary descriptions of significant and not significant regulations being developed in agencies of the U.S. Department of Agriculture (USDA) in conformance with Executive Orders (EO) 13771 ``Enforcing the Regulatory Reform Agenda,'' 12866 ``Regulatory Planning and Review,'' and 13563 ``Improving Regulation and Regulatory Review.'' The agenda also describes regulations affecting small entities as required by section 602 of the Regulatory Flexibility Act, Public Law 96-354. This agenda also identifies regulatory actions that are being reviewed in compliance with section 610(c) of the Regulatory Flexibility Act. We invite public comment on those actions as well as any regulation consistent with EO 13563. USDA has attempted to list all regulations and regulatory reviews pending at the time of publication except for minor and routine or repetitive actions, but some may have been inadvertently missed. The Food Safety and Inspection Service (FSIS) is announcing an educational meeting to discuss the enforcement and implementation of the Final Rule, ``Mandatory Inspection of Fish of the Order Siluriformes and Products Derived from Such Fish.'' Fish of the order Siluriformes include fish of several families, including catfish (fish of the family Ictaluridae), basa, tra, and swai (fish of the family Pangasiidae), and clarias (fish of the Clariidae family). FSIS will present information on the upcoming full implementation of the regulatory requirements at official domestic establishments that process Siluriformes fish and fish products, as well as information on entry procedures and reinspection at official import inspection establishments. FSIS is particularly interested in soliciting participation from representatives from domestic wild-caught operations that process Siluriformes fish and fish products. The primary objectives of the meeting are to provide updated information to stakeholders and to encourage dialogue between FSIS and the Siluriformes fish industry. Affected industry and interested individuals, organizations, and other stakeholders are invited to participate in the meeting.

The Agricultural Marketing Service (AMS) of the Department of Agriculture (USDA) is establishing voluntary United States Standards for Grades of Frozen Onions. The grade standards provide a common language for trade, a means of measuring value in the marketing of frozen onions, and guidance on the effective use of frozen onions.

In accordance with the Paperwork Reduction Act of 1995 this notice announces the Food and Nutrition Service's (FNS) intent to request approval to collect information via online forms. This is a revision of a currently approved information collection request which was transferred from Agricultural Research Service. These voluntary forms (SNAP-Ed Connection Recipe Submission and Review Forms) will be used by Supplemental Nutrition Assistance Program Education (SNAP-Ed) instructors, Individuals/Households (consumers from the general public), Business (the private sector), USDA Food program operators, and other Federal entities and State Agencies (school nutrition experts, State Agency nutrition programs) to submit recipes. These same groups will also be able to review recipes. These two voluntary forms (The Recipe Finder Submission Form and The Recipe Review Form) give consumers and nutrition program experts the opportunity to share recipes that they have developed and review recipes that have been submitted by either group.

South Carolina Department of Agriculture (SCDA) applied for the entire State of South Carolina. D.R. Schaal Agency, Inc. (Schaal) applied for all or part of the State of South Carolina.

The Agricultural Marketing Service (AMS) is making corrections to the Code of Federal Regulations (CFR) by revising the authority citation for its regulation, Cotton Research and Promotion. In a final rule published in the Federal Register on June 24, 2015, changes were inadvertently made to remove a legal citation from the authority citation and to erroneously include an unnecessary authority citation after a section in AMS regulations. This document corrects those errors.

We are withdrawing a proposed rule that would have defined a low-risk classical swine fever region in Mexico from which we would have allowed the importation of fresh pork and pork products into the United States under certain conditions. We are taking this action after reopening our risk evaluation of the classical swine fever status of Mexico using updated information.

The Southwest Mississippi Resource Advisory Committee (RAC) will meet in Meadville, Mississippi. The Chequamegon-Nicolet National Forest is proposing new recreation fee sites. The Chequamegon-Nicolet's proposal includes: A $75 nightly fee for the Franklin Lake Caretaker Cabin, and adding nine day-use sites to the Forest's day-use fee program. Sites proposed are: Ada Lake Beach, Bear Lake Beach, Bear Lake Boat Landing, Beck Road Trailhead, Block House Boat Landing, Gordon Lake Beach, Mondeaux Pines Picnic Site, Smith Rapids Picnic Area and Wanoka Trailhead. Fees are assessed based on the level of amenities and services provided, cost of operations and maintenance and market assessment. These fees are proposed and will be determined upon further analysis and public comment. Funds from fees would be used for the continued operation and maintenance and improvements to the facilities within the recreation areas. An analysis of nearby recreation facilities with similar amenities shows that the proposed fees are reasonable and typical of similar sites in the area.

In accordance with the Paperwork Reduction Act (PRA) of 1995, this notice announces the intention of the Foreign Agricultural Service to request an extension for a currently approved information collection for the Pima Agricultural Cotton Trust Fund.

We are advising the public that we are proposing to recognize Mexico as free of classical swine fever, subject to conditions in the regulations governing the importation of live swine, pork, and pork products from certain regions into the United States. We are proposing this action based on a risk evaluation that we have prepared in connection with this action and that we are making available to the public for review and comment.

We are advising the public that the Animal and Plant Health Inspection Service has prepared an environmental assessment concerning authorization to ship for the purposes of field testing, and then to field test, an unlicensed Bursal Disease-Marek's Disease Vaccine, Serotype 3, Live Marek's Disease Vector. Based on the environmental assessment, risk analysis, and other relevant data, we have reached a preliminary determination that field testing this veterinary vaccine will not have a significant impact on the quality of the human environment. We are making the documents available to the public for review and comment.
