Notice of Proposed Changes to the National Handbook of Conservation Practices for the Natural Resources Conservation Service

Notice is hereby given of the intention of NRCS to issue a series of revised conservation practice standards in the National Handbook of Conservation Practices. These standards include: Conservation Cover (Code 327), Conservation Crop Rotation (Code 328), Contour Buffers (Code 332), Cover Crop (Code 340), Cross Wind Trap Strips (Code 589c), Grassed Waterway (Code 412), Groundwater Testing (Code 355), Heavy Use Area Protection (Code 561), Irrigation System, Tailwater Recovery (Code 447), Irrigation Water Management (Code 449), Monitoring Well (Code 353), On-Farm Secondary Containment Facility (Code 319), Roof Runoff Structure (Code 558), Surface Roughening (Code 609), Tree/Shrub Pruning (Code 660), Waste Transfer (Code 634), Water Well Decommissioning (Code 351) and Wildlife Structure (Code 649). NRCS State Conservationists who choose to adopt these practices for use within their States will incorporate them into section IV of their respective electronic Field Office Technical Guide. These practices may be used in conservation systems that treat highly erodible land (HEL) or on land determined to be a wetland. Section 343 of the Federal Agriculture Improvement and Reform Act of 1996 requires NRCS to make available for public review and comment all proposed revisions to conservation practice standards used to carry out HEL and wetland provisions of the law.
Notice of Availability of the Finding of No Significant Impact (FONSI) for the Upper Kanab Creek Watershed Vegetation Management Project

This notice announces the availability of NRCS's adoption, under provisions provided for in 40 CFR 1506.3, of an Environmental Assessment (EA) prepared by the Bureau of Land Management (BLM) for the Upper Kanab Creek Watershed Vegetation Management Project, dated April 2012.
Animal Welfare; Importation of Live Dogs

We are amending the regulations to implement an amendment to the Animal Welfare Act (AWA). The Food, Conservation, and Energy Act of 2008 added a new section to the AWA to restrict the importation of certain live dogs. Consistent with this amendment, this rule prohibits the importation of dogs, with limited exceptions, from any part of the world into the continental United States or Hawaii for purposes of resale, research, or veterinary treatment, unless the dogs are in good health, have received all necessary vaccinations, and are at least 6 months of age. This action is necessary to implement the amendment to the AWA and will help to ensure the welfare of imported dogs.

The Wrangell-Petersburg Resource Advisory Committee (RAC) will meet by videoconference in Wrangell, Alaska and Petersburg, Alaska. The Committee is authorized under the Secure Rural Schools and Community Self-Determination Act (the Act) (Pub. L. 110-343) and operates in compliance with the Federal Advisory Committee Act of 1972 (5 U.S.C. App. 2). The purpose of the Committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the Title II of the Act. The meeting is open to the public. Dixie, Fishlake, and Manti-La Sal National Forests; Utah; Initiation of Forest Plan Assessment Process

The U.S. Department of Agriculture (USDA), Forest Service, is initiating a forest plan amendment process pursuant to 36 CFR 219 (``Planning Rule'') for the Forest Land Management Plans (forest plans) for the Dixie, Fishlake, and Manti-La Sal National Forests, beginning with an assessment of current forest plan direction for managing livestock grazing as it relates to specific ecological conditions in riparian, aquatic, and sagebrush-grassland ecosystems. Interested parties are invited to contribute information to be used in the preliminary identification of the need for changing the forest plans. The appropriate National Environmental Policy Act (NEPA) analysis processes will be initiated if the result of the assessment indicates that an amendment may be needed.
