The Lincoln National Forest (LNF) proposes to implement an integrated Forest-wide management strategy to control spread of non- native invasive plants (NNIP) within the LNF. The proposal utilizes several management tools, including registered herbicides, biological agents, controlled grazing, manual/mechanical methods, and adaptive management. Invasive plants designated by the State of New Mexico as noxious weeds are the primary focus of this project. By definition, noxious weeds pose a potential threat to human health and/or economic activity. The LNF proposes to manage occurrences of other NNIP species that pose an identifiable threat to native species diversity, ecological function, or resilience of native habitats.

National Veterinary Accreditation Program; Currently Accredited Veterinarians Performing Accredited Duties and Electing to Participate

We are announcing to the public that veterinarians who are currently accredited in the National Veterinary Accreditation Program (NVAP) may continue to perform accredited duties and to elect to continue to participate in the NVAP until further notice. The regulations indicate that currently accredited veterinarians must elect to continue their participation in the NVAP in order to maintain their accredited status, after which we will confirm their continued participation and notify them of their first renewal date. Various logistical obstacles have prevented us from processing in a timely manner the elections to participate that we have received. Allowing currently accredited veterinarians to continue to perform accredited duties and to elect to participate will ensure that we obtain an accurate and complete record of accredited veterinarian participation while continuing to allow veterinarians to provide accredited services to the public.

The USDA, Forest Service will prepare an environmental impact statement (EIS) on a proposed action to allocate about 54,000 visitor days (of the estimated recreation carrying capacity of approximately 148,000 days) annually for outfitter and guide use on the Ketchikan- Misty Fiords Ranger District. The decision on the EIS will allocate recreation carrying capacity on the District to outfitters and guides through special use permits that serve the public need for guide services. The allocation will set limits for outfitter and guide use levels, but will not limit or regulate use by unguided visitors. The alternatives will include the proposed action, no action, and additional alternatives that respond to issues identified during scoping. The agency will give notice of the full environmental analysis and decision-making process so interested and affected people may participate and contribute to the final decision.

Revision of the Shoshone National Forest Land and Resource Management Plan

As directed by the National Forest Management Act (NFMA), the USDA Forest Service is preparing the Shoshone National Forest's revised land management plan (forest plan) and an environmental impact statement (EIS) for this revised forest plan. This notice briefly describes the nature of the decision to be made, the need for change and proposed action, and information concerning public participation. It also provides estimated dates for filing the EIS and the name and address of the responsible agency official and the individual who can provide additional information. Finally, this notice briefly describes the applicable planning rule and how plan revision work completed under the 2008 planning rule will be used or modified for completing this plan revision. The revised land management plan will supersede the 1986 forest plan, as amended. The amended plan will remain in effect until the revision takes effect.

The Farm Service Agency (FSA) is proposing to amend the Farm Loan Programs (FLP) loan making regulations to implement four provisions of the Food, Conservation, and Energy Act of 2008 (2008 Farm Bill). The first proposed amendment renames, expands, and makes the Beginning Farmer and Rancher Land Contract Guarantee Pilot Program permanent. The next two proposed amendments change the farm experience requirements in the regulations for direct Farm Operating Loans (OL) and direct Farm Ownership Loans (FO). The fourth proposed amendment makes some equine farmers and certain equine losses eligible for Emergency Loans (EM).

Importation of Wooden Handicrafts from China

We are proposing a change related to our proposed rule published in the Federal Register on April 9, 2009, that would amend the regulations to provide for the importation of wooden handicrafts from China under certain conditions. One of those conditions would have required that, unless the handicrafts are under 6 inches in diameter and treated with methyl bromide, they must be treated with heat treatment or heat treatment with moisture reduction that raises the temperature at the center of the handicraft to at least 71.1 [deg]C and maintains the handicraft at that center temperature for at least 75 minutes. Based on a recently published article, in this supplemental proposed rule we are proposing measures that would modify this requirement to a temperature at the center of at least 60 [deg]C for a duration of at least 60 minutes.

This Notice announces the availability of $6,256,000 of competitive grant funds for the RCDI program through the Rural Housing Service (RHS), an agency within the USDA Rural Development mission area herein referred to as the Agency. Applicants must provide matching funds in an amount at least equal to the Federal grant. These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. The RCDI grant program also includes an initiative called ``Great Regions.'' This Notice lists the information needed to submit an application for these funds.
National Urban and Community Forestry Advisory Council

The National Urban and Community Foresty Advisory Council, (NUCFAC), is charged, by law, to provide recommendations to the Secretary of Agriculture on urban forestry related issues and opportunities. Part of the Council's role is to recommend the criteria for the Forest Service's Urban and Community Forestry, (U&CF) Challenge Cost Share Grant Program. The NUCFAC has revised the criteria for the Forest Service's U&CF Challenge Cost Share Grant Program for 2011. The 2011 U&CF Challenge Cost Share Grant Program will solicit innovative grant proposals. A total anticipated amount of $855,000 would be available in 2011 for Innovation Grants.

In a final rule that was published in the Federal Register on December 9, 2009 (74 FR 64998-65013, Docket No. APHIS-2006-0093), and effective on February 1, 2010, we amended the National Veterinary Accreditation Program regulations, adding new provisions and reorganizing others. In that final rule, we redesignated the section containing the standards for performing accredited veterinarian duties, but we neglected to update citations of that section elsewhere in 9 CFR chapter I. This document corrects those errors.

Tart Cherries Grown in the States of Michigan, et al.; Increased Assessment Rate for the 2010-2011 Crop Year for Tart Cherries

This rule increases the assessment rate established for the Cherry Industry Administrative Board (Board) for the 2010-2011 fiscal period from $0.0066 to $0.0075 per pound of assessable tart cherries. The Board locally administers the marketing order which regulates the handling of tart cherries grown in Michigan, New York, Oregon, Pennsylvania, Utah, Washington, and Wisconsin. Assessments upon tart cherry handlers are used by the Board to fund reasonable and necessary expenses of the program. The 2010-2011 fiscal period year begins October 1, 2010. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.

National Poultry Improvement Plan and Auxiliary Provisions

We are proposing to amend the National Poultry Improvement Plan (the Plan) and its auxiliary provisions by providing new or modified sampling and testing procedures for Plan participants and participating flocks. The proposed changes were voted on and approved by the voting delegates at the Plan's 2008 National Plan Conference. These changes would keep the provisions of the Plan current with changes in the poultry industry and provide for the use of new sampling and testing procedures.
Removal of the List of Ports of Embarkation and Export Inspection Facilities from the Regulations

As a result of this rulemaking, those ports and facilities would henceforth be listed on the Internet rather than in the regulations, thus enabling us to amend the list, when necessary, in a timelier manner than we can now and allowing us greater flexibility in regulating animal exports.
Notice of Decision To Issue Permits for the Importation of Sweet Limes From Mexico Into the Continental United States

We are advising the public of our decision to begin issuing permits for the importation into the continental United States of sweet limes from Mexico. Based on the findings of a pest risk analysis, which we made available to the public for review and comment through a previous notice, we believe that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of sweet limes from Mexico.
Live Goats and Swine for Export; Removal of Certain Testing Requirements

We are proposing to amend the livestock exportation regulations to eliminate the requirement for pre-export tuberculosis and brucellosis testing of goats and breeding swine intended for export to countries that do not require such tests. This action would facilitate the exportation of goats and breeding swine by eliminating the need to conduct pre-export tuberculosis and brucellosis testing when the receiving country does not require such testing.
