Notice is hereby given of a public hearing to receive evidence on proposed amendments to the Cotton Research and Promotion Order (Order). The Agricultural Marketing Service (AMS) is proposing to amend the Order to implement section 14202 of the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-234), hereinafter referred to as the ``2008 Farm Bill'', that amended the Cotton Research and Promotion Act (7 U.S.C. 2101-2118), hereinafter referred to as the ``Cotton Act.'' The 2008 Farm Bill designated the States of Kansas, Virginia, and Florida in the definition of ``cotton-producing state'' effective beginning with the 2008 crop of cotton. In addition, AMS proposes to make any such changes as may be necessary to the order to conform to any amendment that may result from the hearing.

GIPSA is announcing designation of the following organizations to provide official services under the United States Grain Standards Act, as amended (USGSA or Act): Alabama Department of Agriculture and Industries (Alabama); Kankakee Grain Inspection, Inc. (Kankakee); Springfield Grain Inspection, Inc. (Springfield); State Grain Inspection, Inc. (State Grain); and Washington Department of Agriculture (Washington).

The designations of the official agencies listed below will end on June 30, 2009. GIPSA is asking persons interested in providing official services in the areas served by these agencies to submit applications for designation. GIPSA is also asking for comments on the quality of services provided by these currently designated agencies: Kansas Grain Inspection Service, Inc. (Kansas); Mid-Iowa Grain Inspection, Inc. (Mid-Iowa); Minot Grain Inspection, Inc. (Minot); and Tri-State Grain Inspection Service, Inc. (Tri-State).
