Karnal Bunt; Compensation for Custom Harvesters in Northern Texas
We are adopting as a final rule, with changes, an interim rule that amended the Karnal bunt regulations to provide for the payment of compensation to custom harvesters for losses they incurred due to the requirement that their equipment be cleaned and disinfected after four counties in northern Texas were declared regulated areas for Karnal bunt during the 2000-2001 crop season. The interim rule also amended the regulations to provide for the payment of compensation to owners or lessees of other equipment that came into contact with Karnal bunt-positive host crops in those counties and was required to be cleaned and disinfected during the 2000-2001 crop season. This final rule amends the interim rule to indicate that affected parties may apply for compensation whenever disinfection was required by an inspector and to extend the deadline by which claims for compensation must have been submitted. The payment of compensation is necessary to reduce the economic burden imposed by the regulations and to encourage the participation of, and obtain cooperation from, affected individuals in our efforts to contain and reduce the presence of Karnal bunt in the United States.
Ketchikan Resource Advisory Committee

Notice for Requests for Proposals for Guaranteed Loans Under the Section 538 Guaranteed Rural Rental Housing Program (GRRHP) for Fiscal Year 2005
The Rural Housing Service (RHS) is correcting a notice published March 14, 2005 (70 FR 12569-12575). This action is taken to correct language that purports that Notice responses that score less than 25 points or score 25 points or more but have a development cost ratio of equal to or more than 70 percent may not be selected for further processing and obligation after June 13, 2005. These corrections are intended to ensure that all Notice responses received prior to June 13, 2005, and that meet program criteria, but score less than 25 points or score 25 points or more but have a development cost ratio of equal to or more than 70 percent may be selected for obligation after June 13, 2005, with the highest scoring responses receiving priority as long as funds remain available. These corrections are also intended to ensure that the Agency will continue to select the highest scoring Notice responses received after June 13, 2005, notwithstanding the score, as long as the response meets program criteria and funds remain available. Accordingly, the Notice published on March 14, 2005 (70 FR 12569- 12575), is corrected as follows: On page 12569, in the first column, fourth paragraph, under the heading DATES, the fourth sentence is corrected to read as follows: ``Each month after June 13, 2005, the Agency will select the highest scoring proposals, in light of the remaining funding, until all funds are expended.'' On page 12569, in the second column, under the heading DATES, the fifth sentence, ``Priority for the selection of proposals that meet the threshold score of 25 will be given to the highest scoring proposals,'' is removed. On page 12574, in the first column, first paragraph, under the heading ``Scoring of Priority Criteria for Selection of Projects,'' the fifth sentence is corrected to read as follows: ``Each month after June 13, 2005, the Agency will select the highest scoring proposals, in light of the remaining funding, until all funds are expended.'' Notice of Funding Availability: Section 515 Multi-Family Housing Preservation Revolving Loan Fund (PRLF) Demonstration Program
The Rural Housing Service (RHS) announces the availability of funds and the timeframe to submit applications for loans to private non-profit organizations, or such non-profit organizations' affiliate loan funds and State housing finance agencies, to carry out a housing demonstration program to provide revolving loans for the preservation and revitalization of low-income multi-family housing. Housing that is assisted by this demonstration program must be financed by RHS through its multi-family housing loan program under Section 515 of the Housing Act of 1949. This demonstration program will be achieved through loans made to intermediaries that establish programs for the purpose of providing loans to ultimate recipients for the preservation and revitalization of Section 515 multi-family housing as affordable housing.
Notice of Proposed Changes to Section IV of the Field Office Technical Guide (FOTG) of the Natural Resources Conservation Service in Indiana
It is the intention of NRCS in Indiana to issue five revised conservation practice standards in Section IV of the FOTG. The revised standards are: Clearing and Snagging (326), Fence (382), Field Border (386), Riparian Herbaceous Cover (390) and Roof Runoff Structure (558). These practices may be used in conservation systems that treat highly erodible land and/or wetlands.

Revision of Delegations of Authority
This document amends the delegations of authority from the Secretary of Agriculture in order to reflect the Secretary's designation of the General Counsel as the Department official responsible for delegating the authority to other Department heads for considering, ascertaining, adjusting, determining, compromising, and settling, pursuant to the Federal Tort Claims Act (FTCA) and regulations of the Attorney General, claims less than $2500 that allege the negligence or wrongful act of an employee of a certain agency.
National Animal Identification System; Notice of Availability of a Draft Strategic Plan and Draft Program Standards
We are advising the public that a Draft Strategic Plan and a Draft Program Standards document for the National Animal Identification System (NAIS) are being made available for public review and comment. The Draft Strategic Plan describes the process of developing the NAIS, in particular the timeline for full implementation, while the Draft Program Standards document presents our current view of how the system would work when fully implemented.
Irish Potatoes Grown in Colorado; Relaxation of Handling Regulation for Area No. 2 and Certain Imported Potatoes
This rule would relax the minimum grade requirements for potatoes handled under the Colorado potato marketing order, Area No. 2. This rule was recommended by the Colorado Potato Administrative Committee for Area No. 2 (Committee), the agency responsible for the local administration of the marketing order. For all potato varieties produced in Area No. 2 measuring from 1\1/2\-inch minimum diameter to 2\1/4\-inch maximum diameter (size B), and from 1-inch minimum diameter to 1\3/4\-inch maximum diameter, this rule changes the minimum grade from U.S. No. 1 to U.S. Commercial. This rule also would relax the minimum grade requirements between October 1 through June 30 of each year for imported red-skinned round type potatoes of the same size categories under the import regulations as required by section 8e of the Agricultural Marketing Agreement Act of 1937. The changes are intended to provide potato handlers and importers with more marketing flexibility, growers with increased returns, and consumers with a greater supply of small potatoes, and to bring the section 8e potato import regulation into conformity with the marketing order.
Oranges, Grapefruit, Tangerines, and Tangelos Grown in Florida; Change in the Minimum Maturity Requirements for Fresh Grapefruit
The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim final rule reducing the minimum maturity requirements for fresh grapefruit under the marketing order for Oranges, Grapefruit, Tangerines, and Tangelos Grown in Florida (order). The Citrus Administrative Committee (Committee), which locally administers the order, recommended this change. This rule continues in effect the action that reduced the minimum maturity requirement for soluble solids (sugars) from 8.0 percent to 7.5 percent until July 31, 2005. This action makes additional quantities of grapefruit available for the fresh market and will help reduce the losses sustained by the grapefruit industry during the recent hurricanes in Florida.
Okanogan and Wenatchee National Forests Resource Advisory Committee
The Okanogan and Wenatchee National Forests Resource Advisory Committee will meet on Wednesday, May 18, 2005, at the Okanogan and Wenatchee National Forests Headquarters office, 215 Melody Lane, Wenatchee, Washington. The meeting will begin a 9 a.m. and continue until 3 p.m. Committee members will review Kittitas County and Yakima County projects proposed for Resource Advisory Committee consideration under Title II of the Secure Rural Schools and Community Self- Determination Act of 2000. ARS also intends to grant to CoBatCo Inc. a license for all human food ingredient and food product applications. This is the third license granted by ARS for these inventions in this field of use. ARS intends to grant no additional licenses in this field of use. Availability of a Risk Analysis Evaluating the Exotic Newcastle Disease Status of Denmark
We are advising the public that a risk analysis has been prepared by the Animal and Plant Health Inspection Service concerning the exotic Newcastle disease status of Denmark, and the related disease risks associated with importing poultry carcasses, parts or products of poultry carcasses, and eggs (other than hatching eggs) of poultry, game, or other birds from Denmark. This evaluation will be used as a basis for determining whether to relieve certain restrictions on the importation of those articles into the United States from Denmark. We are making this evaluation available to the public for review and comment.

Mills Creek-Iditarod Trail Hut-to-Hut System Project on the Chugach National Forest, Kenai Peninsula Borough, AK
The USDA Forest Service will prepare an Environmental Impact Statement (EIS) on a proposal from the Alaska Mountain and Wilderness Alaska Huts (Alaska Huts) to construct a backcountry hut-to-hut system traversing over 28 miles of trail and existing road. Approximately 16 new miles of trail would be constructed with this project. The majority of all components of this project will occur on Chugach National Forest land in the Kenai Peninsula Borough.
Pistachios Grown in the State of California; Termination of Language in Table 3, “Maximum Defect and Minimum Size Levels”
This proposed rule would terminate language in Table 3, ``Maximum Defect and Minimum Size Levels,'' of the marketing order regulating pistachios produced in the State of California. This language was erroneously included in Table 3 at the time of promulgation of the order. Correction of the table was unanimously recommended by the Administrative Committee for Pistachios, the committee responsible for local administration of the order.
Introductions of Plants Genetically Engineered To Produce Industrial Compounds
We are adopting as a final rule, without change, an interim rule that amended our regulations regarding genetically engineered organisms to require that introductions of plants genetically engineered to encode compounds for industrial use be conducted only under permit. Prior to the interim rule, such introductions could be accomplished under notification, an expedited permitting procedure. The interim rule was necessary to strengthen our regulations for introductions of this small subgroup of genetically engineered plants until such time as the issues related to these plants are fully considered in conjunction with subsequent regulatory revision.

Hood/Willamette Resource Advisory Committee (RAC)
The Hood/Willamette Resource Advisory Committee (RAC) will meet on Wednesday, May 25, 2005. The meeting is scheduled to begin at 11 a.m. and will conclude at approximately 4 p.m. The meeting will be held at Hood River Ranger District office; 6780 Highway 35; Mt. Hood- Parkdale, Oregon; (541) 352-6002. A field trip to visit Title II projects is scheduled for the next day, Thursday, May 26, 2005, starting at the same location. The field trip will start at 8 a.m.
Travel Plan Revision, Caribou-Targhee National Forest
On April 1, 2005 the Notice of Availability of the Draft EIS for the Caribou Travel Plan Revision was published in the Federal Register (70 FR 16815). Some interested parties have requested that the comment period be extended so they can provide more substantive comments. The Forest Supervisor has agreed to extend the comment period on the Draft EIS for an additional 11 days.
United States Standards for Grades of Pea Pods
The Agricultural Marketing Service (AMS), prior to undertaking research and other work associated with official grade standards, is soliciting comments on the possible development of the United States Standards for Grades of Pea Pods. At a 2003 meeting with the Fruit and Vegetable Industry Advisory Committee, AMS was asked to identify commodities that may be better served if grade standards are developed. The standards would provide industry with a common language and uniform basis for trading, thus promoting the orderly and efficient marketing of pea pods.
Agency Information Collection Activities: Proposed Collection; Comment Request-Fresh Fruit and Vegetable Program
In accordance with the Paperwork Reduction Act of 1995, this notice announces the Food and Nutrition Service's (Agency) intention to request Office of Management and Budget's approval of a new information collection for States and schools that participate in the Fresh Fruit and Vegetable Program. The Agency will collect reports from the states during fiscal years 2005 through 2008.
Public Meeting; Criteria for New Category of Imported Nursery Stock
We are advising the public that the Animal and Plant Health Inspection Service will hold a meeting concerning the possibility of establishing a category of plant taxa excluded pending pest risk analysis with respect to the importation of plants for planting. In order to allow interested persons who cannot attend the meeting an opportunity to prepare and submit comments, we are also reopening the comment period for our December 2004 advance notice of proposed rulemaking regarding whether and how we should amend the regulations concerning the importation of nursery stock.
Brucellosis in Swine; Add Florida to List of Validated Brucellosis-Free States
We are amending the brucellosis regulations concerning the interstate movement of swine by adding Florida to the list of validated brucellosis-free States. We have determined that Florida meets the criteria for classification as a validated brucellosis-free State. This action relieves certain restrictions on the interstate movement of breeding swine from Florida.
Tuolumne County Resource Advisory Committee
The Tuolumne County Resource Advisory Committee (RAC) will meet on May 16, 2005 at the City of Sonora Fire Department, in Sonora, California. The primary purpose of the meeting is to review new project proposals. The Committee will view a video ``Communities for Health Forests'', and receive briefings on a concept papers regarding integrated fuels reduction projects, and the national RAC meeting held in Reno, Nevada.
Revision and Extension of an Approved Information Collection; Standard Rules Tender Governing Motor Carrier Transportation
The Commodity Credit Corporation (CCC) is seeking approval from the Office of Management and Budget (OMB) for a revision and extension of the collection of information used in support of motor carrier transportation services needed to meet domestic and export food assistance program needs. This information collection will allow CCC to determine the availability of motor freight carriers to meet the motor carrier needs of CCC for the movement of its freight traffic.
Site-Specific Invasive Plant Treatment Project-Mt. Hood National Forest and Columbia River Gorge National Scenic Area; Oregon
The USDA Forest Service will prepare an Environmental Impact Statement (EIS) to document and disclose the potential environmental effects of proposed invasive plant treatments. The Proposed Action is to apply manual, mechanical, biological, and/or herbicide treatments to control known invasive plant sites within approximately 13,000 acres (208 sites) on the Mt. Hood National Forest and southern Columbia River Gorge National Scenic Area in Oregon. The Proposed Action would also establish criteria for responding to infestations that cannot be predicted. This notice of intent revises the Notice to Intent to prepare an EIS announced in the Federal Register on February 23, 2004; more information will be submitted at a later date for the National Forest System lands in Washington.
Export Inspection and Weighing Waiver for High Quality Specialty Grains Transported in Containers
The Grain Inspection, Packers and Stockyards Administration (GIPSA) is amending regulations under the United States Grain Standards Act (USGSA) to waive the mandatory inspection and weighing requirements of the Act for high quality specialty grains exported in containers. GIPSA is establishing this waiver to facilitate the marketing of high quality specialty grains exported in containers. This action is consistent with the objectives of the USGSA. This action will facilitate the continuing development of the high quality specialty export market. This waiver will be in effect for a maximum of 5 years, and if after this time period GIPSA determines that this waiver continues to advance the objectives of the USGSA, GIPSA will consider making this waiver permanent.
