False Island Timber Sale(s), Sitka Ranger District, Tongass National Forest
The Department of Agriculture, Forest Service is issuing this notice to advise the public that we are canceling the notice of intent (NOI) to prepare an Environmental Impact Statement (EIS) for the False Island Timber Sale(s) project.
Grazing Permit Administration Handbook (FSH 2209.13), Chapters 10 (Term Grazing Permits) and 20 (Grazing Agreements)
The Forest Service published on August 19, 2005 (70 FR 48663), a notice of issuance of an interim directive and proposed directives to Forest Service Handbook (FSH) 2209.13, chapter 10Term Grazing permits and chapter 20Grazing Agreements. The notice contained an incorrect World Wide Web/Internet address. In addition, language was mistakenly included in the proposed direction that incorrectly indicated restrictions of the base property and livestock ownership requirements.
Wrangell-Petersburg Resource Advisory Committee
The Wrangell-Petersburg Resource Advisory Committee (RAC) has scheduled its next two regular meetings. The first meeting will be via teleconference and will take place Saturday, September 24, 2005 from 10 a.m. until 4 p.m. The second meeting will take place on Friday, October 21, 2005 from 8 a.m. until 5:30 p.m. (or until the conclusion of public testimony) and on Saturday, October 22, 2005 from 8 a.m. until 9 a.m. This meeting will take place in Wrangell, Alaska. The purpose of the September meeting is to review project funding proposals that are received by September 15 pursuant to Title II, Public Law 106-393, H.R. 2389, the Secure Rural Schools and Community Self-Determination Act of 2000, also called the ``Payments to States'' Act. This meeting will identify any additional information needed for the committee to fully consider the proposals. It is expected that election for a committee chairperson will also occur at this meeting. The purpose of the October meeting is to review and discuss in greater detail proposals received for funding, and potentially make funding recommendations for specific projects. Public testimony regarding the proposals will also be taken at the October meeting.
Collection of State Commodity Assessments
This final rule sets forth the Commodity Credit Corporation's (CCC) policy with respect to implementation of the discretionary authority provided to it by Public Law 108-470. This act allows for the collection of assessments levied on the marketings of agricultural commodities. Generally, these assessments are required, under State and Federal law, to be paid from CCC marketing assistance loan proceeds by a producer who markets the commodity or are required to be collected by the first purchaser of the commodity. This final rule adopts, with changes, the proposed rule published in the Federal Register on June 7, 2005 (70 FR 33043).

The Mendocino County Resource Advisory Committee (RAC) will meet September 16, 2005 in Willits, California. Notice of Intent To Revise and Extend a Currently Approved Information Collection
In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13) and Office of Management and Budget regulations at 5 CFR part 1320 (60 FR 44978, August 29, 1995), this notice announces the intention of the National Agricultural Statistics Service (NASS) to revise and extend a currently approved information collection, the Agricultural Labor Survey.
Assessment of Fees for Dairy Import Licenses for the 2006 Tariff-Rate Import Quota Year
This notice announces that the fee to be charged for the 2006 tariff-rate quota (TRQ) year for each license issued to a person or firm by the Department of Agriculture authorizing the importation of certain dairy articles which are subject to tariff-rate quotas set forth in the Harmonized Tariff Schedule of the United States (HTS) will be $150.00 per license.
Lake Tahoe Basin Federal Advisory Committee
The Lake Tahoe Basin Federal Advisory Committee will hold a meeting on September 20, 2005, at the North Tahoe Conference Center, 8318 N. Lake Blvd., Kings Beach, CA. This Committee, established by the Secretary of Agriculture on December 15, 1998 (64 FR 2876), is chartered to provide advice to the Secretary on implementing the terms of the Federal Interagency Partnership on the Lake Tahoe Region and other matters raised by the Secretary.
Opportunity for Designation in the Jamestown (ND), Lincoln (NE), Memphis (TN), Omaha (NE), and Sioux City (IA), Areas, Request for Comments on the Official Agencies Serving These Areas, and Amendment to the Sioux City (IA) Area
The designations of the official agencies listed below will end in March 2006. Grain Inspection, Packers and Stockyards Administration (GIPSA) is asking persons interested in providing official services in the areas served by these agencies to submit an application for designation. GIPSA is also asking for comments on the quality of services provided by these currently designated agencies: Grain Inspection, Inc. (Jamestown); Lincoln Inspection Service, Inc. (Lincoln); Midsouth Grain Inspection Service (Midsouth); Omaha Grain Inspection Service, Inc. (Omaha); and Sioux City Inspection and Weighing Service Company (Sioux City). The designation of Sioux City has been amended to include the former Fort Dodge, Iowa, area.
Designation for Aberdeen (SD), Decatur (IL), Hastings (NE), Clinton (IA), Missouri, South Carolina, and Wisconsin Areas, and Amendment to the Eastern Iowa (IA) Area
Grain Inspection, Packers and Stockyards Administration (GIPSA) announces designation of the following organizations to provide official services under the United States Grain Standards Act, as amended (Act): Aberdeen Grain Inspection, Inc. (Aberdeen); Decatur Grain Inspection, Inc. (Decatur); Hastings Grain Inspection, Inc. (Hastings); John R. McCrea Agency, Inc. (McCrea); Missouri Department of Agriculture (Missouri); South Carolina Department of Agriculture (South Carolina); and Eastern Iowa Grain Inspection and Weighing Service, Inc. (Eastern Iowa). The designation of Eastern Iowa has been amended to include the area formerly designated to Wisconsin Department of Agriculture, Trade and Consumer Protection, excluding the export locations delegated to Wisconsin.
