Operational Risk Assessments for Waterfront Facilities Handling Liquefied Natural Gas as Fuel, and Updates to Industry Standards
The Coast Guard proposes to amend its regulations concerning waterfront facilities handling liquefied natural gas (LNG) and liquefied hazardous gas (LHG). The proposed rule would make the following three changes. First, the proposed rule would revise the Coast Guard's existing regulations to allow waterfront facilities handling LNG as fuel to conduct an operational risk assessment instead of a waterway suitability assessment (WSA) without first obtaining Captain of the Port approval. Second, the proposed rule would revise existing regulations to update incorporated technical standards to reflect the most recent published editions. Third, for waterfront facilities handling LNG that must comply with the WSA requirements, the proposed rule would require these facilities to provide information to the Coast Guard regarding the nation of registry for vessels transporting natural gas that are reasonably anticipated to be servicing the facilities, and the nationality or citizenship of officers and crew serving on board those vessels.
Survival Craft Equipment-Update to Type Approval Requirements
The Coast Guard is proposing to update the type approval requirements for certain types of equipment that survival craft are required to carry on U.S.-flagged vessels. The proposed rule is deregulatory and would remove Coast Guard type approval requirements for nine of these types of survival craft equipment and replace them with the requirement that the manufacturer self-certify that the equipment complies with a consensus standard.

Towing Safety Advisory Committee; October 2020 Teleconference
The Towing Safety Advisory Committee (Committee) will meet via teleconference to discuss Task 16-01, Subchapter M Implementation. The Committee is expected to receive the final report from the subcommittee tasked with identifying the parameters Coast Guard officials should use to determine whether a vessel inspected under subchapters other than Subchapter M performs occasional towing. Additional items to be discussed are also included as agenda items in the SUPPLEMENTARY INFORMATION section below.
Special Local Regulations; Swim Around Charleston, Charleston, SC
The Coast Guard will enforce a special local regulation for the Swim Around Charleston on October 11, 2020, from 8:30 a.m. until 4 p.m., to provide for the safety of life on navigable waterways during this event. The Coast Guard will enforce a temporary moving safety zone during the Swim Around Charleston, a swimming race occurring on the Wando River, the Cooper River, Charleston Harbor, and the Ashley River, in Charleston, South Carolina. The temporary moving safety zone is necessary to protect swimmers, participant vessels, spectators, and the general public during the event. Persons and vessels would be prohibited from entering the safety zone unless authorized by the Captain of the Port Charleston or a designated representative.
Anchorage Regulations; Multiple Anchorages on the Mississippi River From MM 12 AHP to MM 85 AHP
We are requesting your comments regarding potential changes to multiple anchorages along the Mississippi River from mile marker (MM) 12 ahead of passes (AHP), to MM 85 AHP. Pilot associations have requested the Coast Guard to consider these potential changes because they believe there are currently not enough anchorage grounds along the river system to facilitate the safe anchorage of shallow and deep draft vessels. In this document we identify anchorage grounds locations that we have been requested to establish, expand or revise. We seek your comments on whether we should consider modifying our anchorage grounds regulations covering MM 12 AHP to MM 85 AHP, and if so, how.
Safety Zone; Neponset River, Boston/Milton, MA
The Coast Guard is establishing a temporary safety zone for navigable waters within a 100-yard radius of Granite Avenue Bridge over the Neponset River; construction vessels and machinery will restrict the center span of the bascule bridge preventing openings to conduct structural steel repairs. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by repair work on the bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Boston.
Safety Zone; I-5 Bridge Construction Project, Columbia River, Vancouver, WA
The Coast Guard is establishing a temporary safety zone for certain waters of the Columbia River. This action is necessary to provide for the safety of life on these navigable waters around the Northbound I-5 Interstate Bridge at Columbia River Mile 106.5. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Columbia River.
Connecting Waters From Lake Huron to Lake Erie; Traffic Rules
The Coast Guard is proposing to amend the navigation regulations between the Great Lakes. Specifically, this proposed amendment would allow a vessel to overtake another vessel that has slowed its speed to await berth availability or to make the turn for Rouge River and the overtaking vessel has so advised the Canadian Coast Guard Marine communications and Traffic Services Centre located in Sarnia, Ontario. Currently, the regulation only permits vessels to overtake vessels engaged in towing between the west end of Belle Isle and Peche Island Light. We invite your comments on this proposed rulemaking.

The Coast Guard is proposing a temporary safety zone for all navigable waters of the Ohio River from mile marker (MM) 452.0 to MM 454.0. This action is necessary to provide for the safety of life on these navigable waters near New Richmond, OH, during a demolition project. Entry into, transiting through, or anchoring within this zone is prohibited unless authorized by the Captain of the Port Sector Ohio Valley (COTP) or a designated representative. Safety Zones; Marine Events Held in the Sector Boston Captain of the Port Zone
The Coast Guard is proposing to establish a temporary safety zone for certain waters of the Atlantic Ocean. This action is necessary to provide for the safety of life on these navigable waters near Sandy Beach, Cohasset, MA, during a fireworks display on November 28, 2020. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Boston or a designated representative. Termination of the U.S. Coast Guard Federal Advisory Committee
Under the provisions of the Federal Advisory Committee Act and the Government in the Sunshine Act of 1976, effective September 30, 2020, the U.S. Coast Guard gives notice that is it terminating the Lower Mississippi River Waterway Safety Advisory Committee.
Drawbridge Operation Regulation; Trent River, New Bern, NC
The Coast Guard is altering the operating schedule that governs the US 70 (Alfred C. Cunningham) Bridge across the Trent River, mile 0.0, in New Bern, North Carolina. This modification will allow the drawbridge to be maintained in the closed position during peak traffic hours and provide daily scheduled openings to meet the reasonable needs of navigation.
Drawbridge Operation Regulation; New Jersey Intracoastal Waterway, Atlantic City, NJ
The Coast Guard proposes to temporarily modify the operating schedule that governs the Route 30 (Absecon Boulevard) Bridge across the New Jersey Intracoastal Waterway (NJICW), Beach Thorofare, mile 67.2, at Atlantic City, NJ. This proposed temporary modification will allow the drawbridge to remain in the closed-to-navigation position to accommodate critical bridge maintenance.
Crediting Recent Sea Service of Personnel Serving on Vessels of the Uniformed Services
The Coast Guard is extending the period, from 3 years to 7 years, in which sea service aboard vessels of the uniformed services can be used to satisfy the requirement for recent sea service to qualify for a Merchant Mariner Credential with a national officer endorsement.
Safety Zone; Ocean Cup, Pacific Rum Run, Catalina Island, California
The U.S. Coast Guard proposes to establish a one-time, temporary safety zone near Ship Rock, Catalina Island, in support of the Ocean Cup Pacific Rum Run. This action is necessary to protect the area near Ship Rock, Catalina Island, public vessels, and the high speed vessels participating in the event. This regulation would prohibit vessels from entering into, transiting through, or remaining within the designated area unless specifically authorized by the Captain of the Port, Los AngelesLong Beach, or her designated representative.
Safety Zone; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing a temporary safety zone for the navigable waters of the Corpus Christi Ship Channel within the Inner Harbor from position 27[deg]49'7.80'' N, 097[deg]28'28.69'' W to position 27[deg]49'0.12'' N, 097[deg]27'54.09'' W. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the salvage of the Dredge WAYMON BOYD adjacent to the channel. Entry of vessels into this zone is permitted with restrictions: Vessels shall not over take or pass other vessels within the zone, and vessels must operate at a slowbell only.
Safety Zone; Victoria Barge Canal, Victoria, TX
The Coast Guard is establishing a temporary safety zone for parts of the navigable waters of the Victoria Barge Canal from approximate position 28[deg]30'49'' N, 096[deg]48'08'' W to approximate position 28[deg]31'48'' N, 096[deg]48'172'' W. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with SH-35 bridge fender repair operations. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi.
Drawbridge Operation Regulation; Belle River, LA
The Coast Guard is changing the operating schedule that governs the State Route 70 pontoon bridge across Belle River, mile 23.8, at Pierre Part, Assumption Parish, Louisiana. During June, July and August this bridge will open on signal on the hour from 6 a.m. to 10 p.m. This rule is being changed to decrease vehicle congestion during the summer.
Safety Zones; Spa Creek, Annapolis, MD
The Coast Guard is proposing to establish two temporary safety zones for certain waters of the Spa Creek from October 19, 2020, through October 23, 2020. This action is necessary to provide for the safety of life on these navigable waters at Annapolis, MD, during a film project. This proposed rulemaking would prohibit persons and vessels from being in the safety zones unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative. The Coast Guard is establishing a temporary moving safety zone for certain waters of Lake Pontchartrain, New Orleans, LA. The safety zone encompasses all navigable waters from 30 02'58.3'' N, 090 12'54.6'' W to 30 04'05.3'' W, 090 00'09.0'' W. The safety zone is needed to protect persons, vessels, and the marine environment from hazards associated with a boat parade. Persons and vessels are prohibited from entering or remaining in this zone unless specifically authorized by the Captain of the Port Sector New Orleans or a designated representative.
Safety Zone; Patuxent and Patapsco Rivers, Solomons, MD, and Baltimore, MD
The Coast Guard is withdrawing its proposed rule to establish two separate temporary safety zones for certain waters of the Patuxent River at Solomons, MD, on September 5, 2020, (with an alternate date of September 6, 2020) and the Patapsco River (Inner Harbor) at Baltimore, MD, on October 2, 2020, (with no alternate date), during fireworks displays. The proposed rule is being withdrawn because it is no longer necessary. The event sponsors have cancelled the events.

Special Local Regulation; Atlantic Intracoastal Waterway, Morehead City, NC
The Coast Guard is establishing a temporary special local regulation (SLR) for certain navigable waters of the Atlantic Intracoastal Waterway (AICW) and Beaufort Inlet in Morehead City, North Carolina. This SLR is intended to restrict vessel traffic on the AICW and Beaufort Inlet during high-speed boat races. The restriction of vessel traffic movement in the SLR is intended to protect participants and spectators from the hazards posed by these events. Entry of vessels or persons into this regulated area is prohibited unless specifically authorized by the Captain of the Port (COTP) North Carolina or a designated representative.
Commercial Fishing Safety Advisory Committee; Meeting
The Commercial Fishing Safety Advisory Committee (Committee) will meet via a virtual meeting to discuss voluntary guidelines for the prevention of falls overboard situations, as described in task statement #01-19(b). The virtual meeting will be open to the public.

The Coast Guard is establishing temporary safety zones on the waters of the Delaware River in portions of Marcus Hook Range and Anchorage 7 off Marcus Hook Range. The safety zones will temporarily restrict vessel traffic from transiting or anchoring in portions of the Delaware River while maintenance dredging is being conducted within the Delaware River. The safety zones are needed to protect personnel, vessels and the marine environment from hazards created by dredging operations. Entry of vessels or persons into these zones is prohibited unless specifically authorized by the Captain of the Port (COTP) or his designated representatives.
Safety Zone; Beals Island Bridge Demolition, Moosabec Reach, Jonesport, ME
The Coast Guard is establishing a temporary safety zone on the navigable waters of Moosabec Reach, ME within a 500-yard radius of the Beals Island Bridge between Jonesport, ME and Beals Island, ME. The Safety Zone is needed to protect personnel, vessels, and the marine environment from the potential hazards created by underwater explosives demolition of the Beals Island Bridge. This Safety Zone prohibits persons and vessels from being in the safety zones unless authorized by Sector Northern New England COTP or their Designated Representative.
Drawbridge Operation Regulation; Fox River, Oshkosh, WI
The Coast Guard has issued a temporary deviation from the operating schedule for the Canadian National Bridge, mile 55.72, over the Fox River to operate remotely. The request was made by the bridge owner. This test deviation will test the remote operations with tenders onsite, and will not change the operating schedule of the bridge.

Deviation from the safety zone is prohibited unless specifically authorized by the Captain of the Port Lower Mississippi River or a designated representative.
Emergency Safety Zone; Red River, Avoyelles Parish, LA
The Coast Guard is establishing a temporary safety zone for emergency purposes for all waters of the Red River (RR), extending from River Mile Marker (MM) 34 through MM 39. The emergency safety zone is needed to protect persons, property, infrastructure, and the marine environment from the potential safety hazards associated with the dredging operations being conducted on the Red River, in the vicinity of Avoyelles Parish, LA. Deviation from the safety zone is prohibited unless specifically authorized by the Captain of the Port Lower Mississippi River or a designated representative.
National Offshore Safety Advisory Committee
The National Offshore Safety Advisory Committee teleconference meeting scheduled for August 26, 2020 and announced in the Federal Register on July 28, 2020 has been rescheduled.
Special Local Regulation; Boat Parade; San Diego, CA
The Coast Guard is establishing a temporary special local regulation (SLR) on the waters of San Diego Bay, California on September 6, 2020. This temporary SLR is necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. This SLR temporarily establishes a designated section of the commercial anchorage area as a First Amendment area to be used at the discretion of the the Captain of the Port, or his designated representative as a spectator area. Parade participants operating within the SLR shall comply with all instructions given by the on-scene PATCOM monitoring the event. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Safety Zone; Atlantic Ocean, Cape Canaveral, FL
The Coast Guard is establishing a temporary safety zone for navigable waters within defined points during the launch of SpaceX Falcon 9 SAOCOM1B mission. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by space vehicles being launched in a direction resulting in a polar orbit trajectory. The special local regulation is needed to protect personnel, vessels, and the marine environment from potential hazards created by the Boat in Movie night on August 22, 2020. Emergency Safety Zone; Lower Mississippi River, Rosedale, MS
The Coast Guard is establishing a temporary safety zone for emergency purposes for all waters of the Lower Mississippi River (LMR), extending from River Mile Marker (MM) 592.0 to MM 595.0. The emergency safety zone is needed to protect persons, property, infrastructure, and the marine environment from the potential safety hazards associated with the salvage and diving effort of two sunken barges at MM 593.5, in the vicinity of the Victoria Bend Revetment, Rosedale, Mississippi. Deviation from the safety zone is prohibited unless specifically authorized by the Captain of the Port Lower Mississippi River or a designated representative.
Special Local Regulation; Potomac River, Between Jones Point, VA, and National Harbor, MD
The Coast Guard is establishing a temporary special local regulation for certain waters of the Potomac River. This action is necessary to provide for the safety of life on these navigable waters located at Washington, DC, during a swim event on August 23, 2020. This rule will prohibit persons and vessels from entering the regulated area unless authorized by the Captain of the Port Maryland-National Capital Region or the Coast Guard Patrol Commander.
Gulf of Mexico Area Maritime Security Advisory Committee (AMSC)
This notice requests individuals interested in serving on the Gulf of Mexico Area Maritime Security Advisory Committee (AMSC) submit their applications for membership to the Federal Maritime Security Coordinator (FMSC) Eighth Coast Guard District. Anchorage Regulations; Passagassawakeag River, Belfast, ME; Corrections
On April 20, 2020, the Coast Guard published a correcting amendment that corrected errors in the coordinates describing the boundaries of the special anchorage areas in the Passagassawakeag River in the vicinity of Belfast, ME. Unfortunately, that correcting amendment also contained errors for two of the coordinates describing the boundaries of Special Anchorage Area A. This document corrects those errors.
Great Lakes Pilotage Advisory Committee Meeting
