This action is necessary to preserve the integrity of the clean engineered pilot cap placed over a portion of the NW Natural ``Gasco'' site (Site) remediation area as part of the Environmental Protection Agency (EPA) Superfund clean up action. This proposed rule is needed to prohibit activities that would cause disturbance of pilot cap material which was placed to isolate and contain underlying contaminated sediment.
