Drawbridge Operation Regulations; Shark River, NJ
The Commander, Fifth Coast Guard District, has approved a temporary deviation from the regulations governing the operation of the W-43 (Ocean Avenue) Bridge, at mile 0.1, over Shark River Inlet at Monmouth County, New Jersey. To facilitate removal and replacement of the mechanical systems of the lift spans, the temporary deviation would allow partial openings of the drawbridge.
Security Zones; Port Valdez, Tank Vessel Moving Security Zone and Valdez Narrows, Valdez, AK
The Coast Guard has established permanent security zones encompassing the Trans-Alaska Pipeline (TAPS) Valdez Terminal Complex, Valdez, Alaska, and TAPS tank vessels and the Valdez Narrows, Port Valdez, Alaska. These security zones are necessary to protect the TAPS Terminal and vessels from damage or injury from sabotage, destruction or other subversive acts. Entry of vessels into these security zones is prohibited unless specifically authorized by the Captain of the Port, Prince William Sound, Alaska.
Drawbridge Operation Regulations: Housatonic River, CT
The Coast Guard has temporarily changed the drawbridge operation regulations that govern the U.S. 1 Bridge, mile 3.5, across the Housatonic River, at Stratford, Connecticut. This temporary final rule allows the bridge owner to open only one of the two moveable spans for bridge openings at various times from January 9, 2006 through September 1, 2006, to facilitate bridge rehabilitation construction. Full bridge openings will be available at various times during the above time period after a seven-day notice is given by calling the number posted at the bridge.
Reservists' Education: Revision of Eligibility Requirements for the Montgomery GI Bill-Selected Reserve
This document amends the regulations governing the administration of the Montgomery GI BillSelected Reserve (MGIB-SR) program. The amendments implement provisions in the Veterans Benefits and Health Care Improvement Act of 2000 and the Bob Stump National Defense Authorization Act for Fiscal Year 2003. The Veterans Benefits and Health Care Improvement Act of 2000 contained a provision that changed an eligibility criterion concerning the time for obtaining a high school diploma. The Bob Stump National Defense Authorization Act for Fiscal Year 2003 expanded the MGIB-SR eligibility period from 10 years to 14 years for reservists who first become eligible after September 30, 1992.

The Coast Guard announces that the Eighth Coast Guard District is realigning the boundaries of sectors to facilitate unity of operational effort.
Houston-Galveston Area Maritime Security Committee
Under the Maritime Transportation Security Act of 2002, the Secretary of Homeland Security has established an Area Maritime Security Committee under the direction of the Houston-Galveston Captain of the Port. The Houston-Galveston Captain of the Port is hereby requesting qualified individuals interested in serving on this committee to apply for membership.
Safety Zone; Mission Creek Waterway, China Basin, San Francisco Bay, CA
The Coast Guard has established a temporary safety zone in the navigable waters of the Mission Creek Waterway in China Basin surrounding the construction site of the Fourth Street Bridge, San Francisco, California. This temporary safety zone is necessary to protect persons and vessels from hazards associated with ongoing bridge construction activities scheduled to continue through September 1, 2006. The safety zone temporarily prohibits use of the Mission Creek Waterway surrounding the Fourth Street Bridge, unless authorized by the Captain of the Port, or his designated representative.
National Preparedness for Response Exercise Program
The Coast Guard, the Pipeline and Hazardous Materials Safety Administration, the Environmental Protection Agency and the Minerals Management Service, in concert with representatives from various State governments, industry, environmental interest groups, and the general public, developed the National Preparedness for Response Exercise Program (PREP) Guidelines to reflect the consensus agreement of the entire oil spill response community. This notice announces the PREP triennial exercise cycle for 2006 through 2008, requests comments from the public, and requests industry participants to volunteer for scheduled PREP Area exercises. Additionally, this notice requests comments on the design and delivery of Government-led PREP exercises.
Salvage and Marine Firefighting Requirements; Vessel Response Plans for Oil
The Coast Guard announces the availability of a draft Programmatic Environmental Assessment (PEA) on its proposal to clarify, and set new response time requirements for salvage and marine firefighting requirements in the vessel response plans for oil. We request your comments on the draft PEA.
