The Administration for Children and Families (ACF), Office of Administration (OA), Office of Information Services (OIS) announces the award of $1,000,000 as a single-source expansion supplement grant to extend an award made to the Johns Hopkins University (JHU), Greenberg School of Public Health in Baltimore, MD. The grant will allow JHU, and its partner, JHU Applied Physics Laboratory, to continue the development of a Human Services National Interoperable Architecture (HSNIA). Under the supplement award, JHU and its partners will develop Phase III of an architectural framework that will be used as a model to facilitate State and local agencies in information exchanges among eligibility and verification services that are developed by the HHS/ Centers for Medicare and Medicaid Services (CMS) under the requirements of the Patient Protection and Affordable Care Act (ACA). To address issues related to implementation of the ACA and the Improper Payments Elimination and Recovery Act of 2010, the Administration has directed Federal Agencies to begin to design and execute plans related to the legislation. JHU and its partners will create the development of a conceptual information technology architecture with ACF/Office of Information Services. The project will produce a solution that supports information exchanges and interoperability that will lead to reductions in improper payments as a preventative step in the program integrity process.

The Institute for Community Inclusion at the University of Massachusetts in collaboration with seven ACF-ADD supported University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDDs) in Delaware, Minnesota, Hawaii, South Carolina, Tennessee [Vanderbilt], Ohio, and California along with the Association of University Centers on Disabilities (AUCD) has established a consortium that will conduct research, provide training and technical assistance, and disseminate information on promising practices that support individuals with developmental disabilities to increase their independence, productivity, and inclusion through access to post-secondary education. Think College's goals are to improve long- term independent living and employment outcomes for individuals with developmental disabilities. The consortium is acting as a national resource for knowledge, training, materials, and dissemination of information on participation in post-secondary education of individuals with developmental disabilities.

This notice announces that the Administration for Children and Families (ACF), Administration on Developmental Disabilities (ADD) has awarded a single-source expansion supplement grant of $150,000 for data collection analyses, and reporting. The following project will be funded: The University of Massachusetts, Institute for Community Inclusion will collect data, analyze, and report on the employment and economic status of youth and young adults, ages 16 to 30, with intellectual and developmental disabilities. The project will also develop a rigorous, yet practical, ethical, and affordable research design for this evaluation. The data will originate from various existing data sources and will be analyzed using appropriate data analysis techniques. The data will be simplified and categories will be formed that reflect the activities and outcomes of youth and young adults with intellectual and developmental disabilities. A report will be written, highlighting a profile of education, employment, and economic outcomes for youth and young adults with intellectual and developmental disabilities. This information will be provided to ADD and its partners, and will be made available to the public.

The Administration for Children and Families (ACF), an Operating Division of HHS, announces the opportunity for public comment on its initial transition plan to implement required electronic submission of Federal discretionary grant applications and official grant file documents. In accordance with e-Government initiatives mandated by the Federal Financial Assistance Management Improvement Act of 1999, Public Law 106-107, ACF officially acknowledges that electronically generated and/or stored documents are recognized equivalents of an official paper grant file. Recognizing the equivalency of such documents eliminates duplicative effort and administrative burden for Federal grant applicants, recipients, and the awarding agency, by facilitating the submission and storage of official grant files. The ACF transition plan will begin with the required electronic submission of discretionary grant applications. ACF has previously afforded applicants and recipients the option of submitting Federal discretionary grant applications in both electronic and paper formats. This notice announces that during the initial transition phase and thereafter, discretionary grant applicants and recipients are now required to submit competing, and non-competing continuation, grant applications electronically. The Administration for Children and Families (ACF), Office of Family Assistance (OFA), Health Profession Opportunity Grants (HPOG) program announces the award of a single-source grant (cooperative agreement) to The WorkPlace, Inc. a local, non-profit workforce investment board located in Bridgeport, CT. Award funds will support a program to provide education and training to Temporary Assistance to Needy Families (TANF) recipients, and other low-income individuals, for occupations in the health care field that pay well and are expected to either experience labor shortages or be in high demand. The city of Bridgeport, CT, faces high levels of unemployment. The WorkPlace, Inc., proposes working with numerous community partners to coordinate referrals, conduct assessments, and provide remedial and life skills training, supportive services, and occupational skills training. The Office of Refugee Resettlement, ACF, HHS published a document in the Federal Register of August 16, 2011 (76 FR 50744), concerning the issuance of an urgent single-source grant to Survivors of Torture, International (SOTI), San Diego, CA. The document contained incorrect information in citing the statutory authority for making this award. Correction: In the Federal Register of August 16, 2011 (76 FR 50744), ORR omitted the primary authority for issuing this award. The notice should have included the following: Awards announced in this notice are authorized by the Torture Victims Relief Act (TVRA) of 1998,'' Public Law 105-320 (22 U.S.C. 2152 note), reauthorized by Public Law 109-165 in January 2006. Section 5 (a) of the TVRA of 1998 provides for ``Assistance for Treatment of Torture Victims. The Secretary of Health and Human Services may provide grants to programs in the United States to cover the cost of the following services: (1) Services for the rehabilitation of victims of torture, including treatment of the physical and psychological effects of torture. (2) Social and legal services for victims of torture. (3) Research and training for health care providers outside of treatment centers, or programs for the purpose of enabling such providers to provide the services described in paragraph (1).'' And by Section 412 (c)(1)(A) of the Immigration and Nationality Act (INA) (8 U.S.C. 1522(c)(1)(A), as amended, and the Refugee Assistance Extension Act of 1986, Public Law 99-605, Nov 6, 1986, 100 Stat. 3449.

Notice is hereby given that an urgent single-source grant is awarded to Survivors of Torture, International (SOTI), San Diego, CA. The grant will support direct services to persons who have experienced trauma or torture prior to their arrival in the United States. The grant will serve San Diego County, which is the area that has received the greatest number of Iraqi refugee arrivals, as well as a high percentage of other refugees and asylum-seekers. The grantee, SOTI, will provide comprehensive rehabilitative services to Iraqi and other survivors of torture, who are in need of specialized services that will enable these survivors to regain their health and independence and rebuild productive lives. In addition to provision of direct services, SOTI will train other area service providers to more effectively serve this population. SOTI will also focus on sustaining collaborations among providers serving this population. According to the Department of Homeland Security (DHS), in FY 2009, twenty-eight percent of the country's asylum-seekers came to California for resettlement. In 2010, a total of 3,663 refugees were resettled in San Diego. At least 159,550 refugees, asylees, and asylum-seekers in San Diego have come from areas where torture may be practiced. San Diego's numbers include an influx in Iraqi refugees, as one in four Iraqi refugees has resettled in California, with the vast majority resettling in San Diego. SOTI is the only program in San Diego County that provides medical affidavits for torture survivors to use in claiming asylum. They have also reported an 84 percent increase in client intakes during fiscal years (FYs) 2009 and 2010. As a result, an urgent need exists for specialized services for individuals in San Diego who have suffered torture prior to their arrival in the United States. SOTI is well positioned to provide medical, psychological, social, and legal services to Iraqis who have suffered torture and are relocated in the San Diego area. SOTI has developed a large network of pro bono service providers and possesses the clinical and programmatic expertise to serve survivors of torture. The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Children's Bureau (CB) announces the award of a single source program expansion supplement grant to the Tribal Law and Policy Institute, West Hollywood, CA, for the National Resource Center (NRC) for Tribes. The program expansion supplement funds will be used to provide technical assistance and support for the planning, development and implementation of the Tribal Maternal, Infant and Early Childhood Home Visiting program. The NRC for Tribes will provide technical assistance to ACF Tribal Home Visiting grantees to enhance their capacity to plan for and implement high-quality, evidence-based, and evidence-informed programs. Implementation of the NRC4Tribes work will include engaging, assessing, informing and supporting culturally-appropriate Tribal home visiting services that are part of coordinated early childhood systems in the American Indian and Alaska Natives (AIAN) communities and that support quality and effectiveness of services for AIAN children, youth, and families, which leads to increased safety, permanency, and well-being for children. The Tribal Law and Policy Institute NRC for Tribes and its partner agencies are uniquely qualified to provide training and technical assistance to Tribes based upon their experience, expertise, and commitment to increasing cultural competency and sensitivity to the Tribal point of view in training and technical assistance. The NRC for Tribes expertise in Tribal culture, child maltreatment prevention, collaboration, evaluation, and implementation of evidence-based programs and practices makes them an appropriate recipient of supplemental funds to carry out this project. In Fiscal Year 2006, in an effort to assist States and local health departments to ensure that newly arriving refugees have access to preventive health screenings, the Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR), Division of Refugee Assistance (DRA) awarded, through competition, a Refugee Preventive Health grant to the North Dakota Department of Human Services for a project period of July 1, 2006 to June 30, 2011. The North Dakota Department of Human Services has relinquished the grant. ORR announces the award of a single-source replacement grant to Lutheran Social Services of North Dakota of Fargo, ND, a non-profit organization engaged in the resettlement of refugees, to continue services under the Refugee Preventive Health grant. Services provided under the grant to Lutheran Social Services of North Dakota are within the scope and operation of the original award, and address the preventive health needs of refugees in their first year in the United States. The program includes initial health screening, treatment of immediate health needs, follow up on chronic illnesses, nursing case management, interpretation services and preventive health education.
